3 RESOLUTION
AWARD OF BID FOR NUTRITION SERVICES
WHEREAS, after due advertisement, proposals were received by the Purchasing Supervisor at
2:00 PM EST., on Thursday, April 24, 2014 for Nutrition Services from the following two (2)
companies; and

Services
Cost Per Meal (includin: sales tax _ $3.55 _ $3.25
Shelf Stable Meals (sales tax and .acka.in• $3.55 $3.25
Option 1-Profit Sharing 5% 10%
WHEREAS, an evaluation committee consisting of NHC Senior Resource Center Home and
Community Care Block Grant (HCCBG) Advisory Committee, NHC staff, and Area Agency on
Aging representatives met and evaluated the proposals; and
WHEREAS, the committee unanimously selected Gibbs Efting Management Services as the
company to recommend to the Board of Commissioners to award the contract to provide
nutritious meals to the well and moderately impaired and frail elderly in their homes within the
1 County; and
1 WHEREAS, the County chose not to award the optional profit sharing as part of the contract.
INOW, THEREFORE, BE IT RESOLVED by the New Hanover County Board of
Commissioners that the contract to provide Nutrition Services for the Senior Resource Center is
z awarded to Gibbs Efting Management Services and the County Manager is hereby authorized
i and directed to execute the contracts, contract form to be approved by the County Attorney.

I BE IT ORDAINED by the Board of County Commissioners of New Hanover County,North Carolina,that
the following Budget Amendment 14-077 be made to the annual budget ordinance for the fiscal year ending
4 June 30,2014.

Section 2: Explanation
The Cape Fear Medical Alliance contributed a donation in the amount of$2,700 to help provide a Story Walk
at Hugh McRae Park. A Story Walk is a series of signs featuring an individual spread or page of a book(often
a children's picture book).The signs or pages are spread through an indoor or outdoor space in sequence
allowing for a reader to follow the story by walking. Other funds for the project are coming from the Friends
1 of the Library and grants from the Health and Parks and Gardens Department. The total estimated cost of the
project is$8,000.
1 Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.
NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of New Hanover
I County,North Carolina,that the Ordinance for Budget Amendment 14-077,amending the annual budget
ordinance for the fiscal year ending June 30,2014,is adopted.

WHEREAS, elder abuse is the broad term used to identify mistreatment of elderly and
+„ disabled adults; and
WHEREAS, abuse and neglect of elderly and disabled adults is one of the most under- :`
,.., recognized and under-reported social problems in this country; and I
1 WHEREAS, the magnitude of the problem is likely to increase for several reasons,
' 1 , especially with the anticipated rise in the number of elderly population; and "'

.. WHEREAS, mistreatment can take many forms: physical abuse, emotional abuse,
": '-• sexual abuse, neglect by a caregiver, self-neglect, exploitation, and financial
exploitation; and �`
WHEREAS, between 500,000 to five million people suffer elder abuse every year; and ' ,`'

HEREAS, it is estimated that approximately one out of every fourteen cases of elder \
-•buse is reported; and

' HEREAS, abuse of the elderly is preventable.
' A OW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of ,,
ommissioners that June 2014 be recognized as "Elder Abuse Awareness Month" in
1, ew Hanover County and that all residents and other jurisdictions are encouraged to
.ecome more aware of this problem and join in the prevention of elder abuse. `

WHEREAS, after due advertisement, bids were received and publicly opened by Bruce
Bowman, Architect for the project, on April 29, 2014 at 3:00 PM, and the following bids were
i received for Cobb Judicial Annex Renovations; and

WHEREAS, the architect reviewed and recommended that Bordeaux Construction Company,
the lowest responsive, responsible bidder be awarded the contract for the base bid and all
alternates for a total of$2,410,000; and
WHERAS, staff agrees and recommends to the Commissioners that the contract be awarded to
Bordeaux Construction Company, in the amount of$2,410,000.
I NOW, THEREFORE, BE IT RESOLVED by the New Hanover County Board
Commissioners that the award for Cobb Judicial Annex Renovations is awarded to Bordeaux
i Construction Company in the amount of $2,410,000 and the County Manager is hereby
I authorized and directed to execute the contract, contract form to be approved by the County
Attorney. i
