for the 17'11/Castle renovation project hosted by LS3P Associates at their offices on 2528
Independence Boulevard, Suite 200, Wilmington,NC on June 19, 2014 at 12:00 noon.
1. Attendees:
NHC ABC Board: Board Members: Robert Mart is, Vice Chair and David Matthews,
Committee Member. Staff: Gary Cain, Retail &LBD Operations Manager and Dan Sykes,
CEO. LS3P Associates, LLC: Charles Boney, Principal, Taylor Simms, Senior
Associate/Project Manager.
2. LS3P provided two concepts for the floor plan:
a. Option —Both the Retail and LBD stores were facing 17th Street.
b. Option B —The Retail store was facing 17th Street; the LBD store was to be on the
other side of the building (facing 18th Street.
3. The Committee agreed that Option B was preferred for planning purposes because both the
vehicular and pedestrian traffic would be completely separated, which is especially
important during peak days ours.
4. Mr. Honey stated that a parking lot would be needed for LBD customers and employees
under Option B in the rear of the current building. He also stated that storm water retention
could be handled through an underground system (as opposed to a retention pond).
Underground containment of the water would look and would be safer for the general
public.
5. Preferred sizes of stores were discussed (see Note 1 below):
a. The preferred size of the retail store and the related storeroom was comparable to
the Carolina Beach store (about 6,200 square feet including the storage room,
bathroom and utilities). The reasoning was that a large store would provide room
for future expansion of SKU's and would also provide for product displays.
b. The preferred size of the LBD store and related storeroom was somewhat
comparable to the new LBD at the ABC Complex.
6. One topic came up regarding the land at 6009 Market Street. A subdivision of the property
must be in place before a Certificate of Occupancy can be issued. Ms. Sims was to
provide the exact wording for this to ensure it was properly subdivided.

Note 1: A floor plan of the Carolina Beach store was later provided to LS3P by Gary Cain. Based on the architect's
drawing(Stirewalt, Sheet A-1, dated 11/12/2008), the outside measurements were 6,192 square feet. Roughly 1,400
square feet(22.5%)were allocated for the storeroom/bathrooms/utilities; which would leave about 4,800 square feet
(77.5%) for retail,sales counter,vestibule/door locks,etc.
