Adopted 6/20/2011 1 Q oik vlvltPage 13. 3 y i RESOLUTION OF THE 3 NEW HANOVER COUNTY BOARD OF COMMISSIONERS ESTABLISHING RULES AND REGULATIONS FOR INMATE WORK PROJECTS IN 1 r NEW HANOVER COUNTY DETENTION FACILITIES z WHEREAS, Section 162-58 of the North Carolina General Statutes (N.C.G.S.)allows the Board of County Commissioners to enact,by resolution, rules and regulations to be approved by the Sheriff for work projects performed by inmates convicted of misdemeanors or felonies and incarcerated in 1 local confinement facilities; and v WHEREAS, all such work projects benefit units of State or local governments; and 1 1 WHEREAS,the Board of County Commissioners desire to adopt rules and regulations for inmates Iincarcerated in the New Hanover County Detention Facility participating in work projects that 1 benefit the State of North Carolina and New Hanover County. NOW THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners hereby adopts the following rules and regulations to be approved by the Sheriff as provided for in N.C.G.S. 162-58: 1 RULES AND REGULATIONS FOR INMATE WORK PROJECTS IN NEW HANOVER i COUNTY FACILITIES 1. The Sheriff shall determine the eligibility of inmates as provided for in N.C.G.S. 162-59. 2. All inmates participating in the work project program shall be supervised at all times while outside the confinement facility by uniformed deputy sheriffs. 3. All inmates participating in the work project outside the facility shall at all times be clothed in confinement facility clothing which sufficiently puts citizens on notice that the individual is an inmate from the confinement facility. ` 4. Inmates participating in the work projects shall be eligible to earn credit towards their a sentences of confinement as provided for in N.C.G.S. 162-60. ADOPTED this the 21st day of July, 2014. i . I , NOW, THEREFORE, BE IT RESOLVED by the New Hanover Board of Commissioners that the contract for providing a digital logging recorder system at the County's EOC is hereby awarded to CRS and the County Manager is hereby authorized and directed to execute the contract, contract form to be approved by the County Attorney. NOW, THEREFORE, BE IT ORDERED by the Board of Commissioners of the County of New Hanover,North Carolina, as follows: Section 1. In order to raise the money required for the school facilities described above, in addition to any funds which may be made available for such purpose from any other source, General Obligation School Bonds of the County are hereby authorized and shall be issued pursuant to the Local Government Finance Act of North Carolina.
