The vote by the TRC was 4-0. Please be advised that all terms and conditions to the original site plan approval will remain. in effect { January, 2006 letter to ESP). This extension request was based on the amount of work already completed on site. Attending the meeting were TRC Chairman David Adams (Planning Board}, Sam Burgess (Planning staff}, Jim Iannucci (County Engineering staff), Ray Griswold (County Fire Services) and Anthony Prinz (City/County MPO}. Also attending the meeting were Larry Sneeden & Gordon Fredricks (ESP), Vernon Weedon (County Schools), Bobby Harris, Chris O'Keefe, and Jane Daugtridge (Planning staff), Sharon Huffinan (County Legal), and you. Most of the site plans approved by the TRC required conditions that involved tweaking the plan design prior to TRC Chairman signature. Specifically, the project was approved for 1371ots (includes 24 townhorr>es) under the County's Performance criteria and 6$ lots under Conventional subdivision criteria based an the existence of two zoning districts in the area {R-20 &. R-20S}. Preliminary site plan approval of Anchors Bend comes with the following requirement{s): 1) That the TIA recommendations be reviewed and approved by NCDOT and the City-County MPO, 2) That County Fire Services verify the final fire hydrant locations, that the access easements be built to Ioca1 road standards with no obstructions, and that the developer work closely with the City regarding additional technical standards that may affect the site design of the project, 3) That the construction entrance be located at Loft Way/Middle Sd Lp Rd within the project and, 4) That the pedestrian trail abut the northeastern corner of Demarest Village. A waiver was granted by the TRC on the cul de sac length known as Perserve Ct since the road connectivity requirements for the project had been met. Attending the meeting were TRC Chairman David Adams (Planning Board),Sam Burgess (Planning staff}, David Hollis (County Engineering), Matt Davis (Fire Services), and Aruna Reddi (City- County MPO). Also attending the meeting were Steve Candler. and Bobby Harris {Planning staff}, Bart Edge (developer), Holt Moore (County Legal), Torn Sosebee (Fire Services), Larry Sneeden (ESP Associates), and you. Anchors Bend will be valid as a preliminary site plan far two years. Tf final plats are not slrlbmitted within the 24 month time limit, the plat must be resubn:litted as a preliminary plan in Mitchell Letter 2. accordance with the Subdivision Ordinance. Otherwise, the preliminary plan approval shall become void. A preliminary plan extension maybe granted by the TRC far 12 months prior to expiration. The TRC may grant up to a maximum of two 1 year extensions. In the future, this praject may be served by County sewer. However, due to the limited capacity of the County's wastewater treatment facilities, sewer capacity may not exist DEHNR wastewater sewer construction and operations permits and/ar final plat approval of sections maybe withheld, if in the opinion of the Caunty Engineer, adequate sewer capacity does not exist. Please also be advised that all other local, State, and Federal regulations will be applicable. As you know, final plat approval for ali or a part of the project can not be obtained until construction plan drawings are submitted and approved by County Engineering staff .Approximately 40 significant trees appeared to be located within the road rights of way as noted on the plan's tree survey.
