Meeting Minutes
Chairman Barbour called the meeting to order at 3:30 and welcomed all. Introductions were
made by each; the meeting’sattendance sheetisattached. TheNew Hanover County (NHC)
Port,Waterway & Beach Commission (PWBC) approved the October meeting minutes (emailed
13October 2014). The current PWBC fund balance was noted at ~$4,381.98. Chairman
Barbour confirmed the reduced fund balance did reflect sponsorship in the upcoming NC Beach
Inlet and Waterway Association’s(NCBIWA) 2014 Annual Conference. Chairman Barbour
noted the next balance reduction would take place in support of NCBIWA’s 2015 Local
Governments’ Meeting; date and location yet to be announced.
Presentation
A power point of the 2014 Shoreline Mapping results was provided by Johnny Martin and Nicole
Vanderbekeof Moffatt & Nichol with Chris Freeman of Geodynamics.Attached is a pdf of the
presentation.
Current Business
Wrightsville Beach (WB) FY14 Coastal Storm Damage Reduction (CSDR) Project
A final accounting of volume placed, pdf locations and the costs has been provided bythe US
Army Corps of Engineers (USACE). A USACE provided pictorial summary is attached.
Approximately 750K cy were placed.
The total project costwasapproximately $9.7M.
a)$4.3M was Federal navigation mitigation.
b)$3.5M wasFederalCSDRparticipation.
c)$1.9M was non-FederalCSDRparticipation.
An approximate $400K non-Federalreimbursement is anticipated within the next 3 to 6 weeks;
half (~$200K) will be returned to the NC Division of Water Resources (NCDWR).
NHC’s Kure Beach (KB) CSDR Project Authorization
The Federal permitting efforts are still underway.
Shallow Draft Inlet (SDI) Permitting
A pre-application meeting was heldby the NCDWR and their contractor on 15 October at the
Wilmington District office of the NC Division of Coastal Management. The contractor is also
scheduled to provide an overview of the project ina presentation at the upcoming NCBIWA
meeting. A 21 November pre-permitsubmittal conference call is scheduled between the
contractor and participating inlets for the purpose of reviewing the application’s current status.
Carolina Beach (CB) Reauthorization
The Wilmington District USACE (SAW) has submitted suggested study guidance to the South
Atlantic District (SAD) for addressinga 15-year extension of the CB CSDR project. SAW has
requested feedback from SAD andUSACE Head Quarters by 31 December 2014.
NHC has prepared aDRAFT Request for Qualifications which is being reviewedinternally by
stakeholders. Once editing is complete, the package will be placed on the street seeking private
sector interest in providing a re-evaluation of the CB CSDR.
Carolina Beach Inlet(CBI)
On 5 November, the NCDWR and SAW held their quarterly memorandum of agreement (MOA)
shallow draft inlet meeting inWilmington updating the status of NC’s shallow draft inlet fund
and current/proposed schedule. NCDWR presentation isattached.
The Room Occupancy Tax (ROT) District U negotiated guidelines detailing the Memorandum of
Understanding (MOU) aregoing before the County Commissioners on 17 November.
The SAW hopper dredge plant Currituck is scheduled for a brief event in CB Inlet before going
to the Eagles Island shipyard for maintenance.
Staff reminded the PWBC of the upcoming North Carolina Beach Inlet and Waterway
Association, 2014 Annual Conference and encouraged participation. An agenda is attached.
