RE: The Townes of North College
I HAVE REVIEWED THIS PLAN AS REQUESTED AND HAVE THESE
COMMENTS: The soils are predominantly Pantego loam (Pn), Stallings fine sand
(St), and Torhunta loamy fine sand (To).
According to the booklet, , "Wilmington/New Hanover Classification of soils for Septic
Tank Suitability, Stallings is a Class II soil, and Pantego and Torhunta are Class III
soils.
The Soil Survey of New Hanover County lists Stallings as somewhat poorly drained,
and Pantego and Torhunta as very poorly drained.
Pantego and Torhunta are on the New Hanover County Hydric Soils A list which
means they are possibly wetland areas and subject to regulation under the Clean
Water Act. Stallings is on the Hydric Soils "B" list, which means it may contain areas
of wetland. It should be noted, according to the Soil Survey of New Hanover County
the limitation for dwellings with or without basements and for small commercial
buildings is severe for all of the soils on this site. The limitations are due to floodino
and/or wetness. An adequate drainage and maintenance plan is needed for suitable
housing.
The U.S. Army Corps of Engineers has federal jurisdiction over 404 Permits and the
NCDEHNR, Dept. of Water Quality, has state jurisdiction over 401 Permits under the
Clean Water Act. Before disturbing possible wetland areas, developers should
contact these agencies to stay in compliance with State and Federal regulations.

Here's some proposed development names for Howard Penton. This is for a townhome type of project off
of N. College
Ellsworth-This works for me. I don't see anything like this. Answorth is the closest street name I can find
to this.
Aston-we have ashton as street and development names so I'd say no to this.
Exton-This works for me. I don't see anything like this. Thaxton and Ruxton are the closest street names I
can find to this.
Asbury-We have Ashley and Ashton but this seems unique enough to me
Calisle-This works for me. I don't see anything like this. I keep looking fora Carlisle but I can't find one.

Subject THE EXTON PARK TOWNHOMES
Sam -
I am in receipt of a hydrant layout for the above mentioned proposal. This was formerly known as
theTownes Of N. College. I have approved the fire hydrant layout as shown. However when first looking at
this project, we were in December of 2006. The Fire Code has changed and we are now in the New "North
Carolina Fire Code - 2006 Edition". We were using the 2002 edition prior to Jan. 1. We have reviewed the
Chapter 9 -Section 903.3 portion of the code. The old code stated "multi-family" dwelling over 2 stories
required sprinklering. This new code now states all "multi-family residential" occupancies require
sprinklering. With this said, here are my concerns:
1. Water flow requirements are to be provided for the largest structure on this site, using the
"Appendix B" requirements in the North Carolina Fire Prevention Code, along with Appendix C.
2. Sprinklers are required in all "multi-family dwellings"
3. Per the North Carolina Fire Prevention Code" - "Appendix D -Fire Access Roads" This section
will need to be followed also as they amend thier plans.
I have discussed and forwarded information with Howard Penton this am on the above matters. I f
you have any questions, please feel free to contact me at any time.

Engineering Comments:
Sewer design must meet NHC specifications and must be approved by separate future submittal to NHC.
There is no guarantee that sewer will be available. Sewer design must incorporate tying into the proposed
Parsons Mill Farm sewer line to eliminate parallel service. Details will need to be worked out with the
County Engineering Department during the sewer design phase.
County Water currently available. Water design must meet NHC specifications and must be approved by
separate future submittal to NHC.
10' Utility Easement along right-of-ways (Public or Private).
Wetland /Recreation/ Common /Conservation /Open Space areas are subject to Drainage/Utility
Easements.
Ponds under drainage easement.
Drainage easements widths must meet requirements of Section 50.2.8, 60.1.3, & 70.5.7 of NHC
Stormwater Design Manual.
Sedimentation and Erosion Control permit potentially required prior to any land disturbance.
Must comply with NHC Stormwater Ordinance. Authorization-to-Construct permit required prior to
development and/or land disturbance and/or recording. Must maintain drainage flow to appropriate
drainage basin.
Developer and/or Lot Owner can not place vertical obstructions, fences, walls, etc. in easements.
All easements subject to revision based on approved water, sewer, storm drainage plans, and as-builts _
prior to recording.
Possible wetlands conflicts.
Possible power line easement conflicts.

Subject Preliminary Plans
Sam,
Following are my comments on the latest round of preliminary plans:
Sycamore Grove - I have a couple of concerns with this project. Foremost is the additional vehicle traffic
that will be entering Carolina Beach Road from Julia Drive. Will the intersection have access controlled
by traffic signals? Also, there are several short turning radius cut de sacs off Julia Drive that will present
challenges for large emergency response vehicles.
Village at Motts Landing - I have some of the same concerns with this project. WiII the intersection at
Jacob Mott Drive and Carolina Beach Road have traffic signals? Will the buildings on the west side of
River Road be elevated? I noticed that the ground floor elevation of several of the buildings is just a foot
above the 100 year flood zone.
Stevenson Mazda - I have no significant issues with this plan.
/Towns of North College - I was a little confused about the 100 yr flood zone being situated between the
26 and 28 foot contour lines? What is the source of the flood hazard?
Thanks..........and have a Merry Christmas!

Subject TOWNS OF N. COLLEGE
Sam -
I have reviewed the proposed project known as The Townes of North College ,located at 4299 N.
College Road. This is a preliminary review. My findings are as follows:
1. Fire hydrant layout is required.
2. Water flow requirements are to be provided for the largest structure on this site using the
Appendix B requirements in the North Carolina Fire Prevention Code, along with Appendix C.
3. Sprinklers are required in any 3 story residential units. Need verification
4. Per North Carolina Fire Prevention Code Appendix D -Section D106 -Projects having more
than 100 dwelling units, shall have 2 separate approved fire access roads. Exception -Single access road
allowed for less than 200 units, if all buildings, including non residential occupancies.
5 Are roads Public /Private?
These are my questions, concerns and code requirements. Please forward me any updates as
you get them.
