Exton Park_Performance_CommentsUnited States Department of Agriculture TO: Sam Burgess, NHC Planning Natural Resources 230 PBarket Place Dr., Suite 100 Conservation Wilmington, NC 28403 Service 910-798-6032 January 17, 2007 FROM: Shelly Miller, New Hanover Soil & Water Conservation District RE: The Townes of North College I HAVE REVIEWED THIS PLAN AS REQUESTED AND HAVE THESE COMMENTS: The soils are predominantly Pantego loam (Pn), Stallings fine sand (St), and Torhunta loamy fine sand (To). According to the booklet, , "Wilmington/New Hanover Classification of soils for Septic Tank Suitability, Stallings is a Class II soil, and Pantego and Torhunta are Class III soils. The Soil Survey of New Hanover County lists Stallings as somewhat poorly drained, and Pantego and Torhunta as very poorly drained. Pantego and Torhunta are on the New Hanover County Hydric Soils A list which means they are possibly wetland areas and subject to regulation under the Clean Water Act. Stallings is on the Hydric Soils "B" list, which means it may contain areas of wetland. It should be noted, according to the Soil Survey of New Hanover County the limitation for dwellings with or without basements and for small commercial buildings is severe for all of the soils on this site. The limitations are due to floodino and/or wetness. An adequate drainage and maintenance plan is needed for suitable housing. The U.S. Army Corps of Engineers has federal jurisdiction over 404 Permits and the NCDEHNR, Dept. of Water Quality, has state jurisdiction over 401 Permits under the Clean Water Act. This was formerly known as theTownes Of N. College. I have approved the fire hydrant layout as shown. However when first looking at this project, we were in December of 2006. The Fire Code has changed and we are now in the New "North Carolina Fire Code - 2006 Edition". We were using the 2002 edition prior to Jan. 1. We have reviewed the Chapter 9 -Section 903.3 portion of the code. The old code stated "multi-family" dwelling over 2 stories required sprinklering. This new code now states all "multi-family residential" occupancies require sprinklering. With this said, here are my concerns: 1. Water flow requirements are to be provided for the largest structure on this site, using the "Appendix B" requirements in the North Carolina Fire Prevention Code, along with Appendix C. 2. Sprinklers are required in all "multi-family dwellings" 3. Per the North Carolina Fire Prevention Code" - "Appendix D -Fire Access Roads" This section will need to be followed also as they amend thier plans. Foremost is the additional vehicle traffic that will be entering Carolina Beach Road from Julia Drive. Will the intersection have access controlled by traffic signals? Also, there are several short turning radius cut de sacs off Julia Drive that will present challenges for large emergency response vehicles. Village at Motts Landing - I have some of the same concerns with this project. WiII the intersection at Jacob Mott Drive and Carolina Beach Road have traffic signals? Will the buildings on the west side of River Road be elevated? I noticed that the ground floor elevation of several of the buildings is just a foot above the 100 year flood zone. Stevenson Mazda - I have no significant issues with this plan. /Towns of North College - I was a little confused about the 100 yr flood zone being situated between the 26 and 28 foot contour lines?
