Submitted for approval are six donations to be added to the Museum's permanent collection. The items recommended for accessioning have all been reviewed by the Curator, Director, Collections Committee, and were approved by the Museum Advisory Board at their November 19, 2014 meeting. Each item offered has a special story to preserve. Rowe SUBJECT: Approval of One Item to be Deaccessioned from the Museum Collection BRIEF SUMMARY: Museum staff and the Museum Advisory Board have been diligently culling items from the permanent collection that no longer meet its interpretive mission. This process is a recommended step in effective collections management. The item recommended for deaccession has been reviewed by the Curator, Director, Collections Committee, and was approved by the Museum Advisory Board at their November 19, 2014 meeting. The recommendation for the object's disposition is as specified in the Memorandum of Agreement that was signed by New Hanover County and the NC Department of Cultural Resources when it was donated in 1987. Further explanation on the rationale for deaccessioning the object is included in the attached document. G. Wright steam engine and paddlewheel The Object: The snagboat H. G. Wright was built in Fayetteville, NC, in 1882. It was a steam - powered side - wheeler named in honor of the Chief of the Corps. The Wilmington District of the U. S. Army Corps of Engineers operated the boat to unclog— remove snags created by jammed trees, logs, etc.— the Cape Fear River to keep the shipping channel open. In 1896, it was rebuilt in Wilmington as a stern- wheeler (the paddlewheels were moved from the sides of the hull to the rear) using the original engines and boiler. The Wright worked on the Cape Fear River as far inland as Fayetteville, as well as on the Black and Northeast Cape Fear rivers. It removed snags, dredged rivers, drove pilings, and helped to remove the shoals at the mouth of the Cape Fear River. It was repaired and rebuilt several times In the mid to late 1920s, no longer able to move under its own power, the Wright was sold to Stone Towing Company. They docked it at their yard on Eagles Island and used it for offices and as a mess hall for their workers. In the 1930s it was abandoned. The Agreement: In 1987, New Hanover County entered into an agreement with North Carolina Department of Cultural Resources (NCDCR), Division of Archives and History, Archeology and Historical Preservation Section, to preserve and display the engines and paddlewheel of the H. G. Wright snagboat. Staff from the Underwater Archeology Lab (UAL), in Kure Beach, had recovered the engines and paddlewheel from the west bank of the Cape Fear River on Eagles Island and restored it to working order. Portions of the agreement document—pertinent to this discussion —read as follows: "Whereas, the Department [NCDCR] wishes to place this machinery on public display in the New Hanover County Vicinity; and Whereas, the County wishes to use the H. G. Wright machinery as part of an interpretive display on steamboats of the Cape Fear area: Now therefore, the parties do mutually agree as follows... 4. ...the Department agrees to transfer the title of the machinery to the County. The County's Museum agrees to restore the machinery to display quality condition, to construct a suitable interpretive exhibit, and place the machinery on public display. The interpretation shall acknowledge the role of the donor [Heirs of the R. R. Stone Estate] and the Department in helping to save the machinery for the public benefit. 6. Should the County's Museum fail to use the machinery as part of an exhibit within a three -year period after receiving the machinery, title to the material shall revert to the Department. 7. Should the County's Museum determine, after placing the machinery on display, that it no longer wishes to exhibit the material, title to the machinery shall revert to the Department." Background: The H. G. Wright engines and paddlewheel or machinery —were initially installed on Cape Fear Museum (CFM) property in a simple structure with a roof After CFM was expanded in 1990, the machine parts were relocated to the open courtyard next to the building. Sometime later, wooden railings with slanted surfaces to hold interpretive labels were installed around the machinery. Efforts were made to hook up the engine and paddlewheel to a coin - operated motor however, this project failed in the engineering stages. Interpretive labels were written but never installed. In 2006, CFM completed a new Facility Master Plan that called for a three -story addition to be built on the building's west side where the open courtyard is located. In preparation for the planned expansion, in 2007 CFM staff contacted NCDCR and the UAL to make arrangements to return ownership of the Wright—as dictated by the agreement. At that time, UAL staff gave CFM a list of "Display Considerations of the H. G. Wright steam machinery," that included the following recommendations: • "Ideally the machinery should be displayed in an enclosed environment. If that is not practical then it should be under a shelter protected from rain and sun. • The machinery should be displayed in a secure structure that is protected from vandalism. • The machinery display should include historical and educational interpretation. Wright steam engine and paddlewheel • The display can be a static exhibit, but to realize the full potential of the machinery it should be an operational display. • An entity needs to be responsible for the day -to -day upkeep and maintenance of the display as well as long -term conservation of the machinery." Plans were underway to move the engines and paddlewheel to its new home at the NC Transportation Museum in Salisbury, NC, when media coverage caused a public outcry. Moving plans were then abandoned. In 2008, with the downturn in the economy, and the results of a Feasibility Study stating that the local community would not support fundraising for a new addition, the expansion plans were dropped. Where we are today: In 2006 CFM received $500,000 from a New Hanover County bond referendum to be used towards creating an Outdoor Learning Environment (OLE) for the Museum's campus. Currently, we are in the development phase of this project. The educational experience is conceived to focus on the region's Land, Water, and People, and use examples of how these three elements have intersected to provide an inviting and engaging visitor experience. The OLE will upgrade the appearance of CFM's campus and it will improve the interpretation of the watercraft currently on outdoor display in the Carnell Pavilion. While working on this project, we have come to realize the following: 1. The K G. Wright machinery was accepted into CFM's collection for the purpose of telling the history of steam - powered vessels in the Lower Cape Fear. 2. In order to provide a cohesive visitor experience, the Museum's OLE plans do not focus on the story of steam engines or steam - powered vessels. 3. The OLE budget will not support the cost of moving the machinery to a different location on the campus. 4. The current landscape design does not allow for the machinery to be in a different location on the campus. Board of Commissioners - December 22, 2014 ITEM: 3 - 2 - 3 H. G. Wright steam engine and paddlewheel 5. Therefore, we can no longer meet the conditions of the 1987 Agreement between the County and NCDCR. 6. We cannot meet the 2007 display recommendations outlined by the UAL staff. 7. In discussing our predicament with UAL staff, we learned that the Wright's boiler and some other parts, along with a photo of the boat in operation, are part of a display at the Fayetteville Transportation Museum. 8. The Transportation Museum in Fayetteville is interested in obtaining the engine and paddlewheel. 9. This would be the ideal location for the Wright machinery as 1) the boat was built in Fayetteville, 2) it plied the Cape Fear River between Fayetteville and Wilmington, 3) the machinery would join other parts of the original boat already on exhibit, and 4) they would still be accessible to visitors to the Cape Fear region. RECOMMENDATIONS 1. Deaccession the H. G. Wright engines and paddlewheel. 2. Return ownership of the engines and paddlewheel to the NCDCR. 3. These activities may include phone calls to volunteers, data entry using proprietary software, organizing events, designing and making t- shirts and designing and creating other graphic literature items. I also perform the regular duties of an OFA volunteer such as making phone calls at a phone bank and registering people to vote. 2010, 2011 Hands Across the Sand I was one of 5 organizers of this event held at Wrightsville Beach which drew about 1000 participants in 2010. My specific part of the event involved organizing a park and ride lot where participants could park their cars and take a bus to the beach thereby eliminating the need for many people to park at the beach. All the busses were donated. To ensure safety we used NHCS drivers for the large busses and paid them their usual pay. I assumed the same organizing post for 2011. I was the only organizer from 2010 who returned to help organize the event in 2011. 2011 International Women's Day I conceived and organized an event to commemorate this international holiday. There had never been one in Wilmington before. I recruited two friends to assist. Despite breaking my wrist on my way to the event and having to go to the emergency room, the event went off beautifully, was fully covered by WECT TV, and will be an even better event next year at the request of the participants! 2012 International Women's Day Again, I conceived and organized this event to commemorate this international holiday. Unlike last year, I didn't have any help organizing the event. Despite having had recent cervical spine surgery and was still living with a broken neck, I was able to organize the second annual International Women's Day for Wilmington, NC. I was incredibly blessed to find good friends to help distribute fliers and signs, but the organizing and planning was all done by me. The event on March 8, 2012, went off beautifully with a larger, more diverse crowd than we had last year. All, but one of the Democratic women candidates for office in New Hanover County came to the event and mingled with the crowd. This program involved driving a custom -made computer lab on wheels which was a full size activity bus. I taught computer lab at Sunset Park Elementary for 3 years. I taught second grade at Sunset Park and Wrightsboro Elementary School for eleven years. In all of those positions, I also taught many workshops to teachers on technology topics, especially on the integration of technology into the North Carolina Standard Course of Study.
