In regular session on September 24, 2008, the County's Technical Review
Committee (TRC) approved your request to change the road segment in Riverside from
public to private (but for public use) due to a conflict with the proposed right-of-way and
off site utilities. According to testimony by Mr. Malpass and Mr. Mills, this method is not
an acceptable practice for NCDOT taking the roads over for State maintenance. The vote
by the TRC was 4-0. Please be advised that no gates, on street parking, or speed bumps
will be permitted. All terms and conditions of original preliminary site plan approval will
remain in force. In addition, a completed and approved NCDOT Driveway permit will be
required prior to final plat approval. A notation on the preliminary and final plats will
also indicate that the roads are private but for public use. This language will also be
incorporated in the homeowner covenants prior to final plat approval.
Attending the meeting were Chairman Richard Collier (Planning Board), Sam
Burgess (Planning), Jim Iannucci (County Engineering), and Anthony Prinz (City-County
WMPO). Also attending the meeting were Chris O'Keefe and Bobby Harris (Planning
staff), Sharon Huffman (County Legal), Bill Pinnix and Jim Bonsor (CFPUA), Jeff
Malpass (PE for the project), Michael Mills(Attorney), Jennifer Braswell (NHSWCD),
and you.
