Attached are Planning Comments for the River Pointe Phase 2 Subdivision (Riverside).
The street connectivity index has been changed from the original approved plan called riverside.
There is no connectivity issue for this development. It would just be a driveway off of the main
road. I have provided circulation within the parking area for emergency vehicle turnaround.

This phase should be called "Revision to Riverside". OK. Plan has been changed. 6.1 /
4. Current Circle needs to be Current Court. OK River Pointe Dr. is River Side Dr. The
subdivision name River Pointe Phase 2 is duplication. I thought that Roy Chamberlain had
worked out the details of the name change for both the development & the road name, but
apparently he had not. Plan has been changed.

8. Are these town homes or condos? 1 believe that the owners intend to have an apartment
complex.
9. How many bedrooms is each unit for all multifamily dwellings? Mixture of2 & 3 BR units.
10. Will there be a separate HOA from the existing subdivision? The six (6) lots will be pant of the
single-family subdivision. The rest of the tract will be subdivided off as a separate lot, with
access from a public street, and individual ownership and maintenance.
11. Is the property located in 100-year floodplain? A note would be appreciated. Although the far
west end of the overall project is in a flood hazard area, which was designated on the original
phase plan for the 160 lots, this tract is not. Reference has been added to the plan.
12. A note indicating 404 wetlands, if any. 1 have attached copies of the signed wetlands map. The
two (2) pockets shown are both considered "isolated."
13. Will there be a revised TIA for this project because the original plan was 160 lots, now it is 238.
The TIA assumed up to 360 units (in case "high-density" dev could have been done). No
changes need to be made for only 238 total units.

I HAVE REVIEWED THIS PLAN AS REQUESTED AND HAVE THESE
COMMENTS: The soils are predominantly Onslow loamy fine sand (On), Rains fine
sandy loam (Ra), Pantego loam (Pn)
According to the booklet, "Wilmington/New Hanover Classification of soils for Septic
Tank Suitability Onslow and Rains are Class II soils. Pantego loam (Pn) is a Class III
soil.
The Soil Survey of New Hanover County lists Onslow (On) as somewhat poorly
drained, Rains (Ra) as poorly drained and Pantego loam (Pn) as a very poorly
drained soil.
Rains (Ra) and Pantego (Pn) are on the New Hanover County Hydric Soils A list
which means they are possibly wetland areas and subject to regulation under the
Clean Water Act. It should be noted. accordina to the Soil Survey of New Hanove
to flooding and/or wetness. An adequate drainage and maintenance plan is needed
for suitable housing.
The U.S. Army Corps of Engineers has federal jurisdiction over 404 Permits and the
NCDEHNR, Dept. of Water Quality, has state jurisdiction over 401 Permits under the
Clean Water Act. Before disturbing possible wetland areas, developers should
contact these agencies to stay in compliance with State and Federal regulations.

• These comments are preliminary and are subject to further review upon receipt of
the additional information requested. Therefore, additional comments and /or
requirements may be required for this site.
• A NCDOT Driveway Permit is required. Submit a plan in accordance with pages 14
and 15 of the NCDOT driveway Manual to include access locations within 500' of the
proposed access on both sides of the State road. Submit to the local NCDOT District
Engineers Office.
• Offsite intersection improvements will be required per the River Side Subdivision TIA
dated September 4, 2007 at the intersection of NC 133 (Castle Hayne Rd.) and
SR 1322 (North Kerr Ave).
• River Pointe Drive is shown as 60ft Public, however, it is not in its entirety to NC 133.
Therefore, if the developer anticipates adding or petitioning for addition to the state
system, all roads/streets should be designed and constructed in conformance with
the current North Carolina Department of Transportation design and construction
guidelines.
• NCDOT Encroachment Agreement required for utility connections or installation
within NCDOT right of way. Exceptions granted for short side taps that will require no
pavement cut or excavation within the 1:1 slope as it relates to existing edge of
pavement.
• Utilities shall not be permitted under the pavement structure, unless, it is place
perpendicular to the centerline.
• The radius of the street-type driveway connection shall be a minimum of 30 feet.
• Adequate horizontal and vertical sight distances should be reserved at all proposed
entrances.
• Foliage that interferes with sight distance should be cut back to protect lines of sight.
• Curb cuts and curb ramps should be constructed in conformance with the
"Guidelines for Curb Cuts and Ramps for Disabled Persons, "if applicable.
• Adequate right-of-way for widening and sight distance triangles shall be dedicated or
reserved.

® River Pointe - Phase 2 - I have no significant issues with this proposal.
® Heglar Commons - I'm concerned that access onto US Hwy 421 at Heglar Drive will create problems due
to the proximity to Sanders Road.
® Harbor Landing - Please provide additional detail regarding access to US Hwy 421. 1 recommend that
language be included in the permit to require an approved emergency evacuation plan for all tenants of the
property.

Guidelines for Environmental Review
Water Quality
Limit grading to locations for driveways & streets
Minimize amount of impervious surfaces for roadway and parking
Maintain natural drainage patterns and incorporate into stormwater plan
Reserve HSG Type A & B soils for infiltration and runoff
Install minimum street width
Minimize cul-de-sacs - substitute doughnut cul-de-sacs or T's
Employ the use of shared driveways with grassy or pervious strips
Utilize pervious paving materials for low flow traffic areas, driveways and

The proposed phase of 179 units would require mitigation to the intersection to include the widening on both the East and
West side of the intersection.
Any additional pressure(proposed additional traffic) from the West side of the intersection negatively affects the
intersection Level of Service.
We recommend that the developments work together to provide the recommended improvements as soon as possible.
If you elect to pursue a phased driveway permit for Riverside that would not require offsite improvements, we would limit
the permit to allow construction and occupation of approximately 40 units.
