2015-02-26 Agenda Review NEW HANOVER COUNTY BOARD OF COMMISSIONERS BOOK 33 AGENDA REVIEW MEETING, FEBRUARY 26, 2015 PAGE 238 ASSEMBLY The New Hanover County Board of Commissioners met for Agenda Review on Thursday, February 26, 2015, at 4:00 p.m. in the Harrell Conference Room at the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. Members present: Chairman Jonathan Barfield, Jr; Vice-Chairman Beth Dawson; Commissioner Skip Watkins; Commissioner Woody White; and Commissioner Rob Zapple. Staff present: County Manager Chris Coudriet; County Attorney Wanda M. Copley; and Clerk to the Board Teresa P. Elmore. Chairman Barfield called the Agenda Review meeting to order and announced that the purpose of the meeting is to review and discuss the Board’s agenda items for the March 2, 2015 Regular Meeting with discussion as noted: Regular Item 5. Public Hearing: Rezoning Request – Request by Cindee Wolf of Design Solutions on Behalf of AMJB Properties, LLC to Rezone 3.88 Acres from R-10, Residential District, to (CZD) B-2, Conditional Highway Business Zoning District, to Expand an Existing RV and Boat Trailer Storage Lot at 5050 Carolina Beach Road (Z-938, 2/15). Current Planner Brad Schuler provided a brief overview of the request to rezone property to a Conditional Highway Business Zoning District for an expansion of an existing RV and boat trailer storage facility. Commissioner Zapple reported that the undeveloped portion of the Monkey Junction Storage site is currently a mud field with no buffer for the residents living adjacent to the property and he asked whether a silt fence or some other means should buffer the construction site from the residents. Staff responded that a vegetative buffer would be required prior to the issuance of a certificate of occupancy. Additionally, County Engineer Jim Iannucci reported that the property owner had a permit for tree clearing and the timber has been removed. Regular Item 6. Public Hearing: Special Use Permit Request – Request by Hellman, Yates, and Tisdale on Behalf of Angela W. Steele Life Estate to Develop a 150-Foot-Tall Telecommunications Tower at 6516 Murrayville Road – Continued from the February 2, 2015 Board Meeting (S-623, 11/14). Current Planning and Zoning Supervisor Ben Andrea reported that the item was continued from last month due to a licensing matter of the engineering firm. The County has received correspondence from the N.C. Board of Examiners for Engineers and Surveyors that the firm is licensed to practice engineering in the State and the N.C. Secretary of State has confirmed that the firm is registered to transact business in the State. Staff Updates: Proposed Road Improvement Project to Extend Raleigh Street to River Road Assistant County Manager Tim Burgess reported that the City Manager has brought forward a request for the County to partner with the City and NCDOT on extending Raleigh Street to River Road. The road improvement would provide Vertex Rail Technologies or any other company who develops the property with another ingress and egress to the plant site. The cost of the project is estimated at $1.5 million with NCDOT paying $900,000 and the City and County paying $300,000 each. Specific details on the project would be available after City Council’s meeting on March 3, 2015. The City would not move forward with the project without NCDOT funding. Consensus : The Commissioners agreed to have the item placed on the March 16, 2015 agenda for their consideration if approved by Wilmington City Council. Request for Repealing Legislation on Prohibition of Trapping Animals Assistant County Manager Tim Burgess reported that the Wildlife Resources Commission has requested that the County give consent for them to repeal local legislation that prohibits trapping of wild animals in New Hanover County, except by the property owner, and to add New Hanover County to the legislation on the trapping of foxes. He requested the Commissioners allow the Wildlife Resources Commission to move forward with the requests. The Wildlife Resources Commission will take the lead in pursuing the legislative changes. No further Board action is needed. Consensus : The Commissioners agreed to give consent to the Wildlife Resources Commission to move forward in repealing local legislation on the prohibition of trapping wild animals in New Hanover County and to add New Hanover County to the legislation that will allow the trapping of foxes.
