SATCOM Deductions to give a final Balance to be Paid amount, SATCOM Deductions are from January 1, 2014 to
December 31, 2014 and reflect all charges for SATCOM use. This Optional Amount can be used for enhancing your local
emergency management program.
This Cost Report require appropriate signatures and return to the state for payment. Payment will be made once ail
signatures have been completed and processed. This funding reimburses your county for eligible EMPG work.

THIS AMENDMENT TO THE GRANT AWARD AND MEMORANDUM OF AGREEMENT
is entered into by and between the State of North Carolina, Department of Public Safety,
North Carolina Emergency Management, Raleigh, North Carolina (hereinafter referred to as
the GRANTOR), and the
New Hanover County Emergency Management & 911 Communications
(hereinafter referred to as the GRANTEE).
WITINESSETH
That WHEREAS, on October 1, 2013 the parties entered into a Grant Award and Memorandum of Agreement
wherein GRANTOR provided funds from the U.S. Department of Homeland Security (DHS),
Federal Emergency Management Agency (FEMA), for FY 2014 Emergency Management Performance
Grant Program Funding Award EMW-2014-EP-00031-S01 -1
And WHEREAS, the parties wish to modify the provisions of the prior Grant Award and
Memorandum of Agreement by this amendment.
Therefore, in consideration of the payments that have already been made on the original Grant Award and
Memorandum of Agreement and in further consideration of the promises and agreements that follow, the
GRANTOR and the GRANTEE do mutually agree that the prior Grant Award and Memorandum of
Agreement of the parties is changed in the following respects only:

Grantor agrees that it will pay the Grantee as indicated above as complete and total compensation
for the services Vobe rendered bythe Grantee. Payment to the Grantee for expenditures under this Agreement will be
reimbursed after the Grantee's cost report is submitted and approved for eligible work. The original signed copy ofthis
Award and MCIA Amendment must be signed by the Official(s) authorized to sign below and returned to North Carolina
Emergency Management no later than April 15,2815. The grant award and VNOA amendment shall heeffective
upon return of this form and final approval by North Carolina Emergency Management of the EMPG Grant
Activities. Grant funds will be disbursed (according to the approved project budget) upon receipt of evidence that
funds have been invoiced and products received and/or that funds have been expended (i.e., invoices, contracts,
itemized expenses, etc.) and/or that all Universal work activities and up to six Optional work activities are completed.
Grantee will perform all Universal work activities and up0o six Optional work activities identified in the 2O14EMPG
Activity Directory which is a part of the 2014 EMPG application packet, incorporated by reference herein.
SAM Registration: SAM (System for Award Management) registration iarequired for all applicants. Each Grantee
shall ensure that your organization's name, address, DUNS number and BW are upto date in SAM and that the DUNS
number used in SAM is the same one used to apply for all FEMA awards, SAM information can be found at
http://www,sam.gov. Future payments will be contingent on the information provided in SAM; therefore it is imperative
that the information imcorrect.
It is expressly agreed by the parties that this Grant Award and Memorandum of Agreement Amendment is
supplemental to the Grant Award and Memorandum ofAgreement executed on February 4.2015 and incorporated by
reference herein, and all terms, conditions, and provisions of the original Grant Award and Memorandum of
Agreement, unless specifically modified by this amendment, are to apply to this Grant Award and Memorandum of
Agreement Amendment and are made a part ofthis agreement as though expressly included.
