ASSEMBLY
The New Hanover County Board of Commissioners met for Agenda Review on Thursday, April 2, 2015, at
4:00 p.m. in the Harrell Conference Room at the New Hanover County Government Center, 230 Government Center
Drive, Wilmington, North Carolina.
Members present: Chairman Jonathan Barfield, Jr; Vice-Chairman Beth Dawson; Commissioner Skip
Watkins; and Commissioner Rob Zapple. Commissioner Woody White was absent.
Staff present: Assistant County Manager Tim Burgess; Assistant County Manager Avril Pinder; County
Attorney Wanda M. Copley; and Clerk to the Board Teresa P. Elmore.
Chairman Barfield called the Agenda Review meeting to order and announced that the purpose of the
meeting is to review and discuss the Board’s agenda items for the April 6, 2015 Regular Meeting with discussion as
noted:
Consent Item 8. Adoption of County Day of Recognition for National Service Proclamation
. Vice-
Chairman Dawson requested that the proclamationin recognition of the Senior Corps of Retired and Senior
Volunteer Program and the Foster Grandparent Program be removed from the Consent Agenda and considered as
part of the Regular Agenda. Vice-Chairman Dawson will read the proclamation for the record.
Consent Item 10. Adoption of Budget Amendments 15-054, 15-056 and 15-057
. Assistant County
Manager Pinder provided an overview of the budget amendments in particular the additional funding of BA 15-057
for the Fatherhood Program. She explained that the program has 89 participants representing 142 child support
cases. Results in the program have seen a 34% increase in support payments, 30 men have gained employment, and
19 men are spending more time with their children. The program has been recognized twice by the State and is used
as a model for other counties.
Regular Item 11. Consideration of Sexual Assault Activism Month Proclamation.
Commissioner
Zapple will read the proclamation for the record.
Regular Item 12. Presentation of Distinguished Budget Presentation Award for the Fiscal Year
Beginning July 1, 2014.
It was reported that under the direction of Budget Director Cam Griffin, the County has
received twenty-four consecutive awards.
Regular Item 13. Public Hearing: Special Use Permit Request (S-625, 3/15) - Request by Keresa
Anderson-Young to Operate a Child Care Center at Her Residence at 7245 Savanna Run Loop.
Current
Planner Brad Schuler presented an overview of the request noting that two people spoke in opposition at the
Planning Board meeting and they expressed concern about noise, traffic and a potential conflict with the subdivision
restrictive covenants. Deputy County Attorney Sharon Huffman advised the Board that the Commissioners could
not deny the special use permit based on the covenants but based on the specific findings in the four findings of fact.
Regular Item 14. Public Hearing: Special Use Permit Request (S-626, 3/15) - Request by Darek
Huckbody on behalf of New Hanover County to Operate an Indoor Recreation Use at 1817 Hall Drive.
Current Planner Brad Schuler presented an overview of the request and reported that the applicant has requested the
entire building be included in the special use permit so that any future business expansion or a new indoor recreation
use could be accommodated through an administrative zoning review and not a major modification to the special use
permit.

New Hanover Commemorative Partner Recognition for the 50 Anniversary of the Vietnam War

Public and Legislative Affairs Director Carey Ricks spoke on the year-long planning effort for the 50
anniversary of the Vietnam War. President Obama has issued a proclamation in recognition of those who
fought in the Vietnam War and setting aside time for the commemoration. A commemoration flag will be
flown at the New Hanover County Government Center and Hugh MacRae Park during the days of April
23-26, 2015. John Reed of the Vietnam Veterans of America Chapter 885 and Frank Roberts of the New
Hanover County Veterans Council reported on the planned activities and invited the Commissioners to
attend the events starting with a ceremonial kickoff, remembrance and rededication of the Veterans
Memorial at Hugh MacRae Park.
Update on Amendment to the Interlocal Agreement for the Flemington Force Main:
Assistant County
Manager Burgess reported that the Cape Fear Public Utility Authority (CFPUA) has received bids for the
construction of both an 8-inch and a 12-inch force main beneath the Northeast Cape Fear River that would
provide sewer service to the U. S. Highway 421 corridor. The two 8-inch force main would cost an
additional $32,000 and would allow the Authority to manage flows better. No change is anticipated in the
$1.2 million budget. The Interlocal Agreement would be amended to include the 8-inch force main.
CFPUA Director Jim Flechtner responded to questions concerning the City of Wilmington’s participation
in the project noting that they have been very instrumental in obtaining the necessary easements for the
project and they would reimburse the County and the Authority for any proportionate flow. The contract
should be awarded next week and the project completed in 2016.
