Black Division Director April 14, 2015 Dear County Finance Officer: Re: Federal Funding Accountability and Transparency Act of 2006 The NC Division of Social Services (NC DSS) is requesting that each county provide information so that NC DSS complies with the Federal Funding Accountability and Transparency Act. The Federal Funding Accountability and Transparency Act of 2006 (FFATA), and amended in 2008 in Public Law 110 -252, was created to ensure that the public can access information on all entities and organizations receiving Federal funds. Central to the law was the development of www.USASpending.gov, a publically available website with searchable information on each Federal grant and contract over $25,000. As of October 1, 2010 reporting on executive compensation and first -tier subawards was implemented with the development of the Federal Subaward Reporting System (FSRS). Since counties are the subawardees of grants, they are required to provide the prime (NC DHHS /DSS) awardee information so that we (NC DHHS /DSS) can input into FSRS information as required by the Act. Please complete the form on the next page of this letter with information that is needed to be received and certified by your County's Finance Officer for this input.
