ASSEMBLY
The New Hanover County Board of Commissioners met for Agenda Review on Thursday, April 16, 2015,
at 4:00 p.m. in the Harrell Conference Room at the New Hanover County Government Center, 230 Government
Center Drive, Wilmington, North Carolina.
Members present: Chairman Jonathan Barfield, Jr.; Commissioner Skip Watkins; Commissioner Woody
White; and Commissioner Rob Zapple. Vice-Chairman Beth Dawson was absent.
Staff present: County Manager Chris Coudriet; County Attorney Wanda M. Copley; and Clerk to the
Board Teresa P. Elmore.
Chairman Barfield called the Agenda Review meeting to order and announced that the purpose of the
meeting is to review and discuss the Board’s agenda items for the April 20, 2015 Regular Meeting with discussion
as noted:
Consent Item 5. Adoption of Budget Amendments 15-054, 15-056 and 15-057
. County Manager
Coudriet responded to questions from the Board on the following Budget Amendments:
15-058 Schools – the budget amendment will increase the Schools Capital Project Fund to complete
the additional projects of the Bond Referendum. The General Fund Appropriated Fund Balance will
be decreased in the amount of $782,677.
15-059 Sheriff's Office – an explanation of the Controlled Substance Tax funds was given.
15-061 Emergency Management and 911 Communications – $3,000 grant funds to support the Health
Department’s full-scale mass dispensing exercise.
15-063 Department of Social Services - $264,841 decrease in State Subsidy from the Division of
Childcare Development and Earlier Education. No impact to the current children receiving services.
Regular Item 7. Consideration of Proclamation to Recognize April 23-26, 2015 as Stand Against
Racism Days in New Hanover County.
Commissioner Watkins will read the proclamation for the record.
Regular Item 8. Consideration of Women of Achievement Month Proclamation
. Vice-Chairman
Dawson will read the proclamation for the record.
Regular Item 9. Consideration of Travel and Tourism Proclamation.
Commissioner White will read
the proclamation for the record.
Regular Item 12. Consideration of a Resolution to Award Bid for the Purchase of a Recording
System for the Register of Deeds to Business Information Systems (BIS
). Registrar of Deeds Tammy Beasley
responded to questions about the system noting that they will have 24 hour technical support for the new system.
Regular Item 13. Consideration of the Award of Bids for Landfill Cells 2-6 Partial Closure, and
Adoption of the Ordinance for the Associated Budget Amendment to Transfer Funds into the Capital Project.
Environmental Management Director Joe Suleyman responded to questions regarding the bid process and explained
that the main difference in the bid price was the cost of the importation of top soil for the closure.
Regular Item 14. Consideration of an Interlocal Agreement between New Hanover County and the
City of Wilmington.
Environmental Management Director Joe Suleyman reported on the City of Wilmington
approaching the County to handle the collection of their recyclable materials as the City’s contractor plans to
increase their cost from $10 to $20 per ton. The County is negotiating with Sonoco to operate the recycling program
at the WASTEC location at a price of $10 per ton. The contract is currently being reviewed by the Legal and Risk
Management Department and the Finance Department. The recyclable products would consist of plastic, paper,
cardboard, aluminum and glass containers.
Regular Item 15. Health and Human Services Functional Collaboration Update.
IT Department
Assistant Director Cindy Hewett and Finance Director Lisa Wurtzbacher will present the update on changes that will
be one of repurposing space and nine positions. County Manager Coudriet will give a recommendation for the
consolidation of the Health and Human Services Agency.
Regular Item 16. Prior Year Tax Base and Fund Balance Data.
Finance Director Lisa Wurtzbacher and
Assistant County Manager Avril Pinder will give a PowerPoint presentation.
Staff Updates:
Hospital Partnerships
: County Manager Coudriet reported that Commissioner White had requested the
County Manager to provide an item for public discussion at the April 20, 2015 Board meeting on the
feasibility of the County partnering with NHRMC on the employees’ health care plan and engaging
NHRMC to determine any duplicative or overlapping services with the Health Department as well as the
possibility of NHRMC contracting with the Sheriff’s Office for medical care of inmates. A meeting has
been scheduled with CEO Jack Barto and his top staff in May to discuss issues brought up by
Commissioner White. It is hoped that the discussion would lead to saving County dollars.

Shallow Draft Inlet Funding, H663:
Commissioner Watkins requested an update on taking action to
oppose the Shallow Draft Inlet Funding, H663. The State Representative from Catawba County has
introduced a bill to eliminate the boat taxes that would impact inlet maintenance funds at a total cost of
$4.7 million for coastal counties. Public and Legislative Affairs Director Carey Ricks reported that she has
talked with State Representatives Ted Davis, Rick Catlin and Susi Hamilton about the issue. In discussion
of what steps the County should take, the Commissioners discussed adopting a resolution in opposition.
Commissioner White recommended that the Commissioners call the Representatives to let them know of
our concern. Chairman Barfield suggested that the County may want to pursue all means of making sure
everyone knows that the County objects to the bill. Director Ricks will keep the Commissioners posted of
any developments.

There being no further business, Chairman Barfield adjourned the meeting at 4:50 p.m.
