ASSEMBLY
The New Hanover County Board of Commissioners met for Agenda Review on Thursday, April 30, 2015,
at 4:00 p.m. in the Harrell Conference Room at the New Hanover County Government Center, 230 Government
Center Drive, Wilmington, North Carolina.
Members present: Chairman Jonathan Barfield, Jr.; Vice-Chairman Beth Dawson; Commissioner Skip
Watkins; Commissioner Woody White; and Commissioner Rob Zapple.
Staff present: County Manager Chris Coudriet; Deputy County Attorney Kemp Burpeau; and Clerk to the
Board Teresa P. Elmore.
Chairman Barfield called the Agenda Review meeting to order and announced that the purpose of the
meeting is to review and discuss the Board’s agenda items for the May 4, 2015 Regular Meeting with discussion as
noted:
Consent Item 2. Approval of New Hanover County Board of Education Capital Outlay Fund Budget
Amendment #7 – Budget Department.
In response to Board questions, Budget Director Cam Griffin explained
that the Board of Education is correcting a capital outlay project of $500 for Williston Middle School and moving
some HVAC projects from Lottery Funds to Bond funds. Additional information was requested on the annual
lottery allocation, which the Budget Director will provide.
Consent Item 3. Adoption of Budget Amendments 15-055, 15-066 and 15-069 – Budget Department.
County Manager Coudriet reviewed Budget Amendment 15-055 for additional funding for the Family Partners
Program.
Regular Item 4. Consideration of Elder Abuse Awareness Month Proclamation.
Chairman Barfield

Regular Item 5. Consideration of National Preservation Month Proclamation
. Commissioner Zapple
will read the proclamation for the record.
Regular Item 6. Consideration of Mental Health Month Proclamation.
Vice-Chairman Dawson will
read the proclamation for the record.
Regular Item 7. Consideration of Foster Care Awareness Month Proclamation
. Commissioner
Watkins will read the proclamation for the record.
Regular Item 8. Consideration of Resolution to Award Bid to McDaniel Supply Company to Provide
Inmate Commissary Services for the Detention Facility – Sheriff’s Office.
Captain Mark Vincent responded to
questions regarding the commissary services provided for inmates at no cost to the County.
Regular Item 9. Consideration of Resolution to Award Bid for the Purchase and Installation of
Construction and Demolition Recycling Equipment Environmental Management Department
. Environmental
Management Landfill Manager Sam Hawes reported that the bid was for the purchase and installation of the
recycling equipment. Other costs would include DNER permits for $200,000, construction of the concrete pad and
the electrical component for the project.
Regular Item 10. Consideration of Public Transportation 5310 Program Resolution.
Finance
Director Lisa Wurtzbacher reported that the resolution authorizes the County Manager or designee to proceed with a
grant agreement with NCDOT for transportation services at the Senior Resource Center.
Regular Item 11. Presentation of FY15-16 Recommended Budget and FY16-20 Capital
Improvement Plan.
County Manager Coudriet reported that he would present the Recommended Budget at
Monday’s meeting.
Staff Update:
County Naming and Sponsorship Policy
: Strategy and Policy Manager Beth Schrader presented a draft
of the County Naming and Sponsorship Policy and reported that the County needs to have a consistent
policy and guidelines for the naming of County owned facilities and amenities. The County has on-going
and near-term Capital Improvement Projects that may have been generated by fundraising efforts and the
proposed policy would provide clear criteria for review and require documented agreements that would
protect the County’s interest. The policy would allow Departments to continue to have flexibility with their
fundraising sponsorships and programs. She requested the Commissioners to review the draft policy and
provide her with any changes or modifications.
Other Comments:
Vice-Chairman Dawson expressed appreciation to Public and Legislative Affairs Director Carey Ricks in
th
her efforts as serving as the County’s liaison with the events scheduled for the Commemoration of the 50
Anniversary of the Vietnam War. All of the veteran organizations appreciated the County’s support of the
events and programs, especially for Ms. Rick’s involvement.

Commissioner Watkins reminded the Commissioners that they will need to consider a revision to the
Wilmington MPO agreement at an upcoming meeting. He also reported that he has requested the WMPO
to provide sufficient time for items to be reviewed by the governing bodies before the MPO members vote
on issues, as he would rather cast his vote based on the decisions of the majority of the Commissioners.

There being no further business, Chairman Barfield adjourned the meeting at 4:30 p.m.
