ASSEMBLY
The New Hanover County Parks Advisory Board met in Regular Session on Wednesday, August
5, 8:00a.m., Conference Room 119; at 230 Government Center Drive, Wilmington, NC.
Present:
Frank Amoroso (presiding), Andy Mills, Rebecca Powell, Linda Reece, Bruce Shell, Shawn
Spencer and Nikki Zeldin.
Staff:
Tara Duckworth, Tanya Gurganious and Andy Johnson.
WELCOME AND APPROVAL OF MINUTES
The meeting was called to order by Frank Amoroso who asked if there were any changes to the minutes
of the June meeting. There were none and the following motion was presented:

CARRIED UNANIMOUSLY.
1.Citizen Discussion.
Mr. Denny Best attended the board meeting as a representative for citizens in
the community that have an interest in changing the name of Hugh MacRae Park. The rationale
behind the desire to change the name of the park was due to recent national events as well as the role
Mr. Hugh MacRae played during the coup in 1898. There was some discussion at which time Tara
Duckworth shared with Mr. Best that this issued has been discussed by the County Commissioners
and there is no interest at this time in changing the name.
2.Departmental Update.
Tara Duckworth shared with the board that the Request for Qualifications

for the Master Plan request are due on Aug 15. She anticipates starting the Master Plan in
September with completion in May. The board will be kept abreast of surveys and different events
in conjunction with the Master Plan. The skate park is moving along. Will begin to go out in search
of in-kind sponsors, start an Indi-Go-Go promotional funding campaign as well as seek corporate
and individual gifts.
The Laney tennis courts have been resurfaced. This was paid for by the NHC Schools, Greater
Wilmington Tennis Association and New Hanover County. Construction for Castle Hayne Park is
Northern Regional Park which will be used going forward.)
There was an inquiry from Commissioner Barfield regarding which parks in New Hanover County
have basketball courts. Those parks are: Arrowhead, Kings Grant, Parkwood, Veterans, Northern
Regional as well as many of the schools. (Tara will email a complete list to the board for their
information.)
Lastly, Tara shared that Grandmothers for
at Hugh MacRae Park. That request was denied as it was felt it would lead to other groups wanting
to install items, signs, etc. in the parks.
3.Park Operations Update.
Andy Johnson reported that there had previously been delays in the
Castle Hayne Park construction due to inclement weather. However, construction has picked up in
last month. Currently preparing to put lighting in for the new fields. Changes were also made to the
road design leading to the various fields which helped to maximize field space. (After construction,
there will be 4 full-sized lighted multi-use fields.) Work is currently taking place for the new
entrance point from Castle Hayne Road.

Andy also shared that he and Tara took county management to see the progress of Castle Hayne
Park. After sharing with them that there was not enough money to include a basketball court in the
first phase of construction, county management agreed to secure the funds for a half-court be
installed near the tennis courts.
4.NonAgenda Items.
-There were no non-agenda items. With no further business to discuss Frank
asked for a motion to adjourn the meeting.
