Sprayberry, Director I am pleased to inform you that your county has been awarded a 2015 Tier II grant award in the amount of. $1,104.04. This grant is provided from hazardous materials facility filing fees collected during the 2014 Tier II reporting period (January 1 -March 1, 2015). These funds are to be used by your county's LEPC for hazardous materials emergency response planning, training, and related exercises. Attached is the grant award outlining the terms of use for these funds. For 2015, the available grant funds are being divided evenly among the state's 89 LEPCs. A workgroup has been formed consisting of local emergency management coordinators representing nine LEPCs from across the state to develop grant guidance and a distribution mechanism for the 2016 Tier II grant award. These funds are to be used by your county's LEPC for hazardous materials emergency response planning, training, and related exercises. Authority In accordance with the provisions of North Carolina General Statute 166A -29.1, the North Carolina Division of Emergency Management hereby awards to the foregoing subrecipient a grant in the amount shown above. The forth Carolina Division of Emergency Management grant number is T2- 2015 -66. Payment of Funds Funds are being disbursed with the enclosed award letter. The award letter must be signed and returned to Emergency Management as soon as possible. No funds may be expended prior to execution of the award letter. All activities under this grant must be completed no later than December 31, 2015, Conditions The funds awarded under this grant must only be used by your county's or region's LEPC for the purposes of hazardous materials emergency response planning, training and exercises, as mandated in North Carolina General Statute 166A -29.1. Furthermore, the use of these funds must fall under one or more of the following categories: 1. To support costs incurred facilitating LEPC meetings o E.g. printing, ,general office supplies, food and non - alcoholic beverages 2. To support regional LEPC meetings and collaboration 3. To enhance LEPC outreach efforts or produce promotional materials 4. To host or support local and regional LEPC conferences 5. To create or update hazardous material emergency response plans 6. To support local or regional hazardous materials response exercises 7. To support hazardous material risk assessments currently being conducted by North Carolina Emergency Management Under no circumstances are the following items eligible for funding under this grant: 1. Salaries or benefits for any employee 2. Drone aircraft or unmanned aerial vehicles 3. Support for programs not focused on hazardous materials preparedness Regulation The funds awarded under this grant must be used in compliance with all applicable state and federal laws governing their use to include compliance with GS § I 43C-6-23 and 09 NCAC 03 M. By accepting this payment, the below official agrees to use these funds in a manner consistent with this guidance. In addition, the below official agrees to complete the attached cost documentation form and mail it to the below address no later than January 30, 2016. Failure to complete and return this award letter or account for all funds expended through the attached cost documentation form will result in a deduction from the following year's grant award.
