NEW HANOVER COUNTY PARKS ADVISORY BOARD PAGE 1
REGULAR MEETING NOVEMBER 4, 2015
ASSEMBLY
The Parks Advisory Board held its regular meeting on Wednesday, November 4, 2015 at 8:00am in
conference room 119, 230 Government Center Drive, Wilmington NC.
Present:
Frank Amoroso (presiding), Andy Mills, Linda Reece, Rebecca Powell, Bruce Shell, Shawn Spencer and
Nikki Zeldin.
Staff:
Tara Duckworth and Tanya Gurganious.
WELCOME AND APPROVAL OF MINUTES
The meeting was called to order by Frank Amoroso who asked for a motion to approve the minutes of the
September board meeting. (There was no quorum at the October meeting. However, notes were taken and will be
filed for future reference.)
MOTION:
That the minutes of the September board meeting be approved. Motion carried.
Departmental / Parks Operations Update.
TaraDuckworth shared that the Master Plan should be completed

in May. She asked everyone to take a look at their schedules to see if they could attend one of the upcoming

public meetings. A public meeting will be held on the 3 Tuesday of the month, 5:30pm in the Human
Resources conference room where there will be a review of everything the consultants have heard in the focus
groups. The $750,000 Trillium grant was awarded to the parks department. The grant will be used to
disassemble the large playground at Hugh MacRae Park and build an all-inclusive playground which will allow
for handicap access. Tara will meet with Miracle Equipment Company to discuss possible playground features.
Northern Regional Park is moving along well with a ribbon cutting planned for the spring. The Ogden skate
park is still in a holding pattern as we are awaiting the quote from the vendor. The Food Truck Rodeo will be

held Sunday, November 14 with proceeds going to the skate park. The USTA state tournament will be held
throughout the parks system during the next two weekends. Tara also shared that the parks will be closed on
Thanksgiving day, with the gates open but no staff on duty with the exception of one staff member who will
make rounds throughout the parks to ensure there are no incidents. Tara also shared a draft of the park to be put
in at the downtown library. The interactive park will be located where the courtyard is currently. A structural
engineer will take a look at the wave fiberglass currently in the courtyard to see if it can be re-purposed at the
skate park as a shade structure.
2. Non-Agenda Items.
Tara informed the board that the County Manager has included funding for summer
basketball in the budget. Nikki Zeldin inquired about the aesthetics of the Castle Hayne soccer fields. With the
new additions, there are changes to the aesthetics and they don’t quite fit the way they used to. Tara shared that
due to the new road and its close proximity to the soccer fields, things have to stay the way they are. The
question was posed as to County resident having to pay a higher fee than city residents for the use of the
municipal golf course. Bruce Shell asked those present to share with him any school board issues they might
have so that he can provide that information to the school board.
