MEETING MINUTES:
New Hanover County Attorney’s Office – Risk Management
BUSINESS:
Review and discuss renewal information for Cape Fear Public Transportation Authority,
the City of Wilmington, New Hanover County, New Hanover County Airport Authority, New Hanover County Board of Education, Southeastern Center for Mental Health, Development Disabilities,
and Substance Abuse Services, and Wilmington Housing Finance & Development, Inc. New business includes discussion of the placement of insurance for the Cape Fear Public Utility Authority
and upcoming committee vacancies.

ORDER OF BUSINESS:
Risk Manager Anne Brown first welcomed all members and guests and directed everyone’s attention to the meeting materials, which included an Agenda, Minutes of the
June 27, 2007 meeting, and renewal, marketing, and claim data for various entities.
Although minutes approval is not required, as a precaution, Risk Manager Brown asked each member
to review the Minutes of the June 27, 2007 meeting and advise of any corrections or additions of which there were none.
Risk Manager Brown welcomed Avril Pinder, Finance Director for
New Hanover County to the meeting. The committee and guest reviewed pages 19 – 35 of the meeting materials, which consisted of the 2007-08 Actual Insurance Premiums, the 2008-09 Projected
Insurance Premiums, and the 2008-09 Renewal Premiums (Actual). Risk Manager Brown advised that the renewal quote includes the same deductibles as expiring and takes into consideration
the removal of the Engineering Department, as its assets were transferred to the Cape Fear Public Utility Authority. The renewal quote includes a projection for the Professional Liability
Policy for the Juvenile Day Treatment Center and Student Accident Policy, as both were added during the 2008 fiscal year. Tiffany Allen explained the Volunteer Accident Insurance Policy
increased due to the addition of the Department of Aging. Premium amounts for purchasing aviation insurance for the Sheriff’s helicopter was also included. The renewal premium and
estimations make a net reduction of $36,087 from the FY07 premiums paid.
More in depth discussion of the aviation insurance ensued. Risk Manager Brown advised that the helicopter will
have two people in it at a time.
Risk Manager Brown and Tiffany Allen reviewed page 26, which is the County’s loss experience with the North Carolina Association of County Commissioners
Liability and Property Pool with the committee. The large loss figures are a result of several reserves and the payment of 2.45 million in the Peyton Strickland matter.

Brown reviewed the quote from the Snowden Company for the New Hanover County Health Department and advised that the policy is being renewed as per expiring.
New Hanover County Finance
Director Avril Pinder agreed with the renewal option presented and excused herself from the meeting.
The Committee reconvened and discussed Cape Fear Public Transportation Authority’s
renewal quote from the North Carolina Association of County Commissioners Liability and Property Pool. The 2008-09 premiums are up compared to the 2007-08 premium amount. The committee
discussed the option of an automobile liability deductible of $5,000 versus $10,000 and concluded a $10,000 deductible is more advantageous. Additionally, due to the work load caused
by this account, the risk management service fee is being increased to 10%.
Risk Manager Brown reviewed the City of Wilmington’s Excess Workers’ Compensation renewal with Midwest Employers
Casualty Company and advised the lower premium is mostly
due to the reduction of payroll, as it was transferred to the Cape Fear Public Utility Authority. Risk Manager Brown added that Key Risk is the current third party administrator; however,
PMA is offering an alternate quote for TPA services.
The Risk Management Committee reviewed page 39, which is the New Hanover County Airport Authority’s renewal prices. The Airport
has the option to elect a 2% Windstorm Deductible; however, they refused. Risk Manager Brown advised that next year’s quote will increase as the Airport adds more certified EMTs.
The
New Hanover County Board of Education renewal premiums were reviewed by the committee. Discussion ensued about the need for flood insurance at Forest Hills Elementary. Risk Manager
Brown advised it is insured due to a prior flood event at this location. Additionally, Ms. Brown advised that we requested a quote for taking a high deductible, prefunding a deductible,
or self insuring the Workers’ Compensation, but the quotes have not yet been received.
The committee reviewed the renewal premiums for Southeastern Center for MH/DD/SAS and accepted
as presented.
Tiffany Allen reviewed the renewal quote for Wilmington Housing Finance & Development, Inc., noting the difficulty with WHFD’s new venture, which is partial ownership
in Driftwood LLC. WHFD’s role will be to administer a grant that provides a case worker and a 12 passenger van. Based on the information and expanding role of WHFD, the committee agreed
it is best to non-renew this contract next year.
Risk Manager Brown reviewed the various quotes received for the Cape Fear Public Utility Authority. While the program offered by the
North Carolina League of Municipalities is good, the higher premium and higher deductibles makes it uncompetitive. The quote from the North Carolina Association of County Commissioners
was also good; however, it excludes underground piping making it uncompetitive. The committee agreed that the quote from Travelers has the best coverage and acceptable pricing. Risk
Manager Brown advised the quote for excess workers’ compensation had not yet been received.
Risk Manager Brown asked if there were any other items of business to be brought before the
Committee. There were none and the meeting was adjourned.
