MEETING MINUTES:
New Hanover County Attorney’s Office – Risk Management
BUSINESS:
Review and discuss the renewals for City of Wilmington, New Hanover County and the New
Hanover Soil & Water Conservation District.

ORDER OF BUSINESS:
Minutes Review/Approved
George Chadwick indicated there was an error in the 6/14/2012 meeting minutes regarding attendees.
Risk Management Technician Lysik was charged with correcting the minutes to show George Chadwick as being in attendance in lieu of Walker Taylor IV.
Reviewed the list of upcoming insurance
renewals for the above entities.
City of Wilmington:
Walker Taylor IV of Arthur J. Gallagher Risk Management Services (formerly Walker Taylor Agency) presented the property quotes from
the incumbent insurer Hartford and Risk Placement Services, Inc. (RPS) for the 07/01/2012-13 policy year.
Harford’s renewal pricing included a 5% windstorm deductible for all property
and included the offer of appraisals for 18-20 properties of the City’s choosing. The Harford renewal does not have a loss limit.
The RPS property insurance quote was provided through
6 layers of insurance protection with various companies. The quote provided a 3% windstorm deductible for all property and did not include any appraisals. The RPS policy has a loss
limit of $100 million for windstorm losses and no coverage for properties located in a flood zone.
Risk Manager Allen presented insurance renewal pricing for the Aviation Liability &
Inland Marine, Bonds, Commercial Package Insurance, Crime, Ocean Marine, Volunteer Accident and Worker’s Compensation.
The Committee discussed the premiums and risk management services
fees. Risk Manager Allen advised she is seeking a reduction in the amount of the risk management service fee charged to the City and will notify them if/when the fee reduction is approved.
New Hanover County
Eric Gilbert and Eric Stevens of Moore & Johnson Agency presented the Property quote for New Hanover County. Due to requirements of the 2003 & 2005 COPS, the property
will be split into two policies – one for bonded debt locations and another for non-bonded debt locations.
Mr. Gilbert & Mr. Stevens also presented the quote from Travelers Insurance
for the liability coverages renewal. The renewal quote from Travelers included a rate increase of 6%.
Risk Manager Allen presented an optional quote for liability coverages from HCC
Public Risk. She highlighted the significant difference in premium that HCC offered of more than $150,000.
Risk Manager Allen presented the remaining renewal quotes for the 7/1/2012 term making special note of the following:
The Hull/P&I policy has an increase in premium due to the Fire Services
vessels and crew coverage being added to the policy.
Several quotes were reviewed for Professional Liability for Youth Empowerment Service. Risk Manager Allen recommended the quote
including defense outside the limits and including limited abuse/molestation coverage through Lloyd’s of London.
Negotiations are ongoing regarding the possible management of the WASTEC
facility. As such, the property policy will renew as per expiring terms.
Safety National Insurance Company increased the self-insured retention for Excess Workers Compensation claims
to $500,000 for all class codes. Quotes were sought from other carriers, but none were competitive.
Committee members also discussed the advantage of charging Workers Compensation
claims back to the departments, which is something not currently done by the County.
New Hanover Soil & Water Conservation District:
Risk Manager Allen reviewed the Travelers Insurance
worker’s compensation policy quote that renews on 7/1/2012.
As other policies do not renew at this time, the Committee discussed the District’s purpose, operations, etc.
The District
did purchase as a bond for the Finance Director position, which allows the district to be in compliance with the general statute’s requirement of public entities.
The District is also
considering adding crime coverage, but no decision has been made.
