New Hanover County Attorney’s Office – Risk Management
BUSINESS:
Review and discuss the Policy and premium renewals for City of Wilmington, New Hanover County,
Cape Fear Public Utility Authority, Airport Authority, New Hanover County Board of Education, Coastal Care and New Hanover County Soil and Water Conservation District.

ORDER OF BUSINESS:
Jennifer Stancil, Risk Manager welcomed everyone.
Minutes Review/Approved. Mr. Chadwick asked if the minutes could be sent out to each committee member along with the invitation
to the next committee meeting so that they would have adequate time to review the prior minutes. Ms. Woodruff agreed that this would be a great idea. Jennifer Stancil, Risk Manager
agreed that we would attach the minutes with the next invite.
Risk Manager, Jennifer Stancil advised the committee that the Risk Management Department was working with Emerson Software
to implement new software. Mr. Chadwick inquired if we had looked into software that was already developed and on the market.
Risk Manager Jennifer Stancil, advised committee that
Cape Fear Public Transportation Authority did not renew their Risk Management contract with New Hanover County Risk Management as of July 1, 2014. This non-renewal did not adversely
affect the 2015 fiscal year Risk Management budget.
Reviewed the list of insurance renewals and premiums for the above entities.
New Hanover County:
Risk Manager advised that due to the scheduled demolition of the WASTEC incinerator’s
that Lexington was now covering the WASTEC property in the NHC property coverage which was a substantial premium saving to the County.
Budget Department has asked Risk Management to
move from a July 1 to an April 1 renewal.
Cape Fear Public Utility Authority:
No major premium increases in fiscal year 2014-2015.
CFPUA is asking for premium projections for fiscal
year 2015-16 in October 2014.
City of Wilmington:
Risk Manager discussed the City of Wilmington’s flat rate property renewal for fiscal year 2014-15, slight premium increases in law
enforcement liability.
Risk Manager discussed the increased in coverage for the City’s Cyber Liability. The City requested this increase and approved the premium that resulted.
Risk
Manager discussed the fiber optic claim last fiscal year; because the claim was denied the actual premium was discounted by $25,151.
The Volunteer Accident premium was increased due
to the expected number of volunteers to be utilized by the City in 2014-2015.
Airport Authority
Due to the non-renewal of the Airports policies by the NCACC, the airport elected to
go out for bids with a “Request for Proposal”. The Authority selected to go with Arthur Gallagher considering fee and experience in their decision.
The Authority also added a wind
deductible buy down policy and a pollution policy for this fiscal year.
New Hanover County Board of Education
Risk Manager discussed that the Board of Education’s Finance Director
meet with her to discuss that beginning in fiscal year 2016, the Board would be leaving NHC Risk Management they would be hiring a Risk Manager in house.
CoastalCare
Risk Manager discussed that at this time she believes that NCACC will continue coverage of CoastalCare due to the other Counties that CoastalCare provides care to other
than New Hanover County.
New Hanover County Soil and Water Conservation District
Risk Manager discussed the renewal of the workers compensation and the General Liability Package
policy. Both were renewed without any significate increase in premium.
Risk Manager advised committee that she and the Safety Officer, Mitch Duncan are currently working on an Active
Shooter Program for New Hanover County. Also, discussed was setting up a tour of the CFPUA Sweeney plant at our next meeting. Staff will contact CFPUA to see if this can be arranged.
Risk
Manager spoke about sending out bids for Property Appraisals of all entities. The board suggested making sure that the appraisal firms, in consideration, have good credentials and be
creditable. They also suggested that we add a provision in the Request For Proposal for all quotes/pricing to be valid through the execution of a fiscal year 2016 contract.
