MEETING MINUTES:
New Hanover County Attorney’s Office – Risk Management
BUSINESS:
Review and discuss the renewals for the City of Wilmington, Cape Fear Public Utility Authority,
New Hanover County, New Hanover County Airport Authority, New Hanover Soil & Water Conservation District, New Hanover County Board of Education, and Southeastern Center for Mental Health/Developmenta
l Disabilities/Substance Abuse Services.

ORDER OF BUSINESS:
Minutes Review/Approved
Reviewed the list of expiring
insurance policies for all entities and marketing of upcoming insurance renewals.
Cape Fear Public Transportation Authority will return to NHC Risk Management for administration of their insurance program effective 7/1/2011.
New Hanover County
The County is continuing
to update their Continuity of Operations Plan (COOP).
The Sheriff’s decision to sell the helicopter may affect current coverage. The Risk Management Department is working with the insurance
carrier to modify the current policy to reflect the grounded status of the helicopter and seeking lowered rates due to the reduced risk of loss.
Risk Management staff is working with
Fire Services and Medac to update their policy regarding medical assessments relating to an employee’s fitness for duty. The topic is timely for many public entities; therefore, the
Risk Management Department and the City of Wilmington are hosting a panel discussion by medical and legal professionals to answer questions for local public entity managers interested
in the topic. The meeting is April 1, 2011 at the New Hanover County Government Center.
The renewal of WASTEC’s property policies is contingent upon the Board of Commissioner’s final
decision to continue or end WASTEC’s operations. The Risk Management Department will move forward with obtaining quotes as per expiring terms and will adjust their strategy based on
the outcome.
The Risk Management Department is working on a volunteer orientation program for New Hanover County.
Risk Manager Allen will review the property values insured for the
Cape Fear Museum with the curator to make sure they are adequate for renewal.
Risk Manager Allen will report to the committee information about the County’s pollution liability at its
next meeting.
New Hanover County Board of Education
The future of the Board of Education’s insurance program depends on the outcome of the state budget. As proposed, the state will
transfer responsibility for the state’s portion of worker’s compensation benefits and auto insurance to the local board. The Risk Management Department will continue to monitor the
budget and offer quotes for the added exposures resulting from the state budget.
Risk Manager Allen sought higher credits for the Board of Education’s Worker’s Compensation renewal due
to their $50,000 deductible. The quote received included a 5% reduction of premium even though the experience modification factor increased by 10%.
The Risk Management Department
is marketing Cape Fear Public Utility Authority’s insurance program.
