The New Hanover County Board of Commissioners met for Agenda Review on Thursday, January 14, 2016,
at 4:00 p.m. in the Harrell Conference Room at the New Hanover County Government Center, 230 Government Center
Drive, Wilmington, North Carolina.
Members present: Chairman Beth Dawson; Vice-Chairman Jonathan Barfield, Jr.; Commissioner Woody
White; Commissioner Skip Watkins; and Commissioner Rob Zapple.
Staff present: County Manager Chris Coudriet; Deputy County Attorney Sharon Huffman; and Clerk to the
Board Teresa Elmore.
Chairman Dawson called the Agenda Review meeting to order and announced that the purpose of the meeting
is to review and discuss the Board’s agenda items for the January 19, 2016 Regular Meeting with discussions as noted:
Consent Item 3. Approval of Changes to the Aviation Chapter 8 of the New Hanover County Code.
Deputy Airport Director Gary Broughton responded to questions about the proposed changes to the Aviation Chapter
of the New Hanover County Code and reported that specific changes to the Fixed Base Operators (FBO) include the
removal of certain requirements such as ownership of aircraft for aircraft rental and air charter/taxi, 10,000 square
foot hangars, and lease requirements for 6,000 square foot building and 10,000 square foot hangar space. It is
anticipated that the changes will allow the airport to recruit new start-up companies and make it easier to do business
with the airport.
Consent Item 4. Approval for Leading Into New Communities, Inc. (LINC) to Apply for Grant
Funding from the N.C. Governor's Crime Commission with New Hanover County as the Applicant Agency.
Executive Director Frankie Roberts of Leading Into New Communities, Inc. (LINC) reported that the organization
desires the County to submit a grant application for LINC to receive a $150,000 grant. The County would act as the
applicant for a N.C. Governor's Crime Commission grant in the Criminal Justice Improvement, Gang Prevention and
Intervention Category. Mr. Roberts responded to questions about the program explaining that a residential
facility/boarding school would house African American males, ages 16-19, awaiting adjudication. The program would
divert the teenagers from prison to a secure, structured residential setting with probation supervision, and an
educational program to prevent further gang activity and other criminal activity by focusing on employment training
and life skills. A brief question and answer period was held about the boarding school concept.
Consent Item 5. Approval of Board of Education Budget Amendments #3 and #4
. In response to
questions, Chief Strategy and Budget Officer Beth Schrader explained that the budget amendment appropriating funds
for the J. C. Roe School renovation project were not bond funds. Some bond funds were moved from renovation
projects at Hoggard High School to balance bond renovation projects at Laney High School. After realizing no bond
funds were allocated for air conditioning and renovations at Brogden Hall, funds were transferred from other school
projects to cover the cost based on a priority ranking. Ms. Schrader reported that the Schools would be presenting a
School Facility Survey at next month’s Board meeting
Regular Item 7. Presentations: Programs to Address Substance Use Disorder and Consideration of
Course of Action.
CountyManager Coudriet reported that Staff would be proposing that the County partner with
Trillium Health Resources to build a recovery facility of 200 beds with the County committing to 25 beds per night
as a diversion program for the jail. Trillium Health Resources will provide a presentation about a potential partnership
to bring Healing Transitions, an evidence-based recovery and front-end diversion program and facility, to help
reduce/slow future growth in the county jail population and delay the need for construction of a new jail facility. The
request also includes an interim program to partner with Coastal Horizons and LINC, Inc. to provide 10 beds each for
treatment facilities of inmates. Chief Strategy and Budget Officer Beth Schrader responded to questions about the jail
diversion program.
A lengthy question and answer period was held on the Healing Transitions program, cost of the jail program
in dealing with non-violent offenders, potential involvement of New Hanover Regional Medical Center, crisis
intervention training for law enforcement officers, the interim treatment program with Coastal Horizons and LINC,
and the tremendous need to address the problems of substance use disorders and mental illness in the county
Regular Item 9. New Hanover County Comprehensive Plan - Presentation and Consideration of a
Resolution to Adopt Chapter 4: Visualizing the Future as a Part of the Comprehensive Plan.
Long Range
Planner Jennifer Rigby reported that she would provide information that the Commissioners had requested at the
December 14, 2015 meeting. Staff will report on conversations with City Planning staff about holding a future joint
work session with Wilmington City Council and will provide clarification on the requirements associated with CAMA
and the Exceptional Resources Area Map. At the work session with staff and CAMA representatives, the Planning
Board approved a recommendation to include the Exceptional Resources Area Map in Chapter 4 of the Comprehensive
Plan with the following change: remove the Primary Aquifer Recharge Area from the Exceptional Resources Area
Map and provide all of the aquifer recharge areas on a separate map. CAMA representatives will attend Monday’s
meeting to answer questions from the Board.

Chairman Dawson reminded the Commissioners that the Board meeting will be held on Tuesday, January
19, 2016 at 9:00 a.m. with the Board’s group photo taken immediately following the meeting.
