ASSEMBLY
The New Hanover County Board of Commissioners met for Agenda Review on Thursday, December 10,
2015, at 4:00 p.m. in the Harrell Conference Room at the New Hanover County Government Center, 230
Government Center Drive, Wilmington, North Carolina.
Members present: Chairman Jonathan Barfield, Jr.; Vice-Chairman Beth Dawson; Commissioner Woody
White; Commissioner Skip Watkins and Commissioner Rob Zapple.
Staff present: County Manager Chris Coudriet; County Attorney Wanda Copley; and Deputy Clerk to the
Board Kymberleigh Crowell.
Chairman Barfield called the Agenda Review meeting to order and announced that the purpose of the
meeting is to review and discuss the Board’s agenda items for the December 14, 2015 Regular Meeting with
discussions as noted:
Regular Item 16. Recognition of The Fellow Award
. Commissioner Watkins stated that he will
recognize the recipient, Neal Lewis, who is a former New Hanover County Parks Director. Thurman Hardison, a
member of the NC Recreation and Park Association, will present The Fellow Award on behalf of the Association to
Mr. Lewis.
Regular Item 20. Consideration of Mason Inlet Relocation Project, 2015/2016 Relocation
Maintenance Event.
County Manager Chris Coudriet reported that the Board hears this item with updated
information every couple of years.
Regular Item 21. Public Hearing – New Hanover County Comprehensive Plan:

Visualizing the FuturePlanning and Inspections Director Chris O’Keefe provided a brief overview of the item
stating that Long Range Planners Jennifer Rigby and Dylan McDonnell will provide the presentation on Monday. In
response to questions, Director O’Keefe and Long Range Planner McDonnell responded that where needed there are
notations on the map for areas being “potential for wetlands” areas. These areas are not verified or certified and
numerous disclaimers explaining this have been included on all the documentation. In response to further questions,
Director O’Keefe stated that the development community has been involved in the process. Long Range Planner
Rigby stated that she would be explaining the process, how much involvement there has been with the community
and how the map has changed from the first version to the final draft over the past eleven months.
Regular Item 22. Public Hearing – Zoning Ordinance Text Amendment (A-421, 4/15) – Request by
Greg Heafner on Behalf of Oxford House Inc. to Amend Section 23, Definitions, to Define Persons and Group
Homes and Section 50, Table of Permitted Uses, to Permit the Use By-Right in the PD, R-20S, R-20, R-15, R-
10, R-7, AR, and RA Zoning Districts.
Planning and Inspections Director Chris O’Keefe confirmed that staff met
with the City of Wilmington staff after the August 17, 2015 meeting as directed by the Board. After that meeting,
staff decided to stay with its recommendation which is also supported by the Planning Board. Current Planning and
Zoning Supervisor Ben Andrea reported that the City of Wilmington regulations address four different types of
group homes/residential care facilities. The information has been included in the agenda packet for reference. In
response to the request to summarize the recommendations, Current Planning and Zoning Supervisor Andrea stated
that staff is proposing to define group homes, define disabled persons, establish a new section in the ordinance that
would create supplemental standards for group homes, and setup a method by which someone could request a
special exception based on reasonable accommodation.
