REGULAR MEETING JANUARY 6, 2016
ASSEMBLY
The Parks Advisory Board held its regular meeting on Wednesday, January 6, 2016 at 8:00am in
conference room 119, 230 Government Center Drive, Wilmington NC.
Present:
Frank Amoroso (presiding), Andy Mills, Rebecca Powell, Linda Reece, Bruce Shell, Shawn Spencer and
Nikki Zeldin.
Staff:
Tara Duckworth, Andy Johnson and Tanya Gurganious.
WELCOME AND APPROVAL OF MINUTES
The meeting was called to order by Frank Amoroso who asked for a motion to approve the minutes of the
December board meeting.
MOTION:
Moved by Bruce Shell, seconded by Nikki Zeldin. Motion carried.
1. Board Elections.
The following slate of nominees was presented for board approval:

There being no further nominations, Chairman Amoroso asked if all were in favor of the slate of nominees. All
were in favor.
Parks & Garden Overview presentation.
TaraDuckworth shared a PowerPoint presentation which provided

a detailed overview of Parks and Gardens for board review.
3. Park Operations Update.
Andy Johnson shared that the new roadway entrance to the Northern Regional Park
has been rocked and is ready to pave. Due to the significant amount of rain recently, we are still experiencing
problems with the installation of power poles as the ground is too wet to hold the weight of the trucks.
However, work is progressing in other areas and the parking lot of the new soccer field has been paved. During
Phase 2 renovations, the playground that is being removed from Hugh MacRae will be moved and retrofitted
for the Northern Regional Park. A pickle ball court will also be installed as well as a beginner bike trail. The
new entrance sign will be put up on Castle Hayne Road very soon, once a tree is removed. Great progress is
being made, even with all of the rain. Have asked for funding in next fiscal years budget to finish off design
Phase 2 of the park.
Andy is also beginning to receive spring season requests from all the athletic groups for field use within the
parks system.
4. Non-Agenda Items.
Bruce Shell shared information regarding Legion Stadium. The sound system will cost
$100,000 with the costs split between the County, City and the School board. Each will pay $33,000. An
additional $15,000 will come from a private source. Will be put in place next year.
