Board of Commissioners - February 15, 2016 ITEM: 3 NEW HANOVER COUNTY BOARD OF COMMISSIONERS RESOLUTION AUTHORIZING THE REPAIR, RESTORATION AND ENCAPSULATION OF REGISTER OF DEEDS MAPS WHEREAS, North Carolina General Statute 132 -7 provides that the Board of County Commissioners of any county may authorize that any records in need of repair, restoration or rebinding be removed from the building or office in which such records are ordinarily kept, for the length of time required to repair, restore, or rebind them; and WHEREAS, New Hanover County Map Book 3, pages 19 thru 43, 45 thru 84; Map Book 4, pages 1 thru 111; and Map Book 5, page 111 are in desperate and dire need of repair, restoration and encapsulation due to years of constant handling and use; and WHEREAS, it is our obligation to maintain and preserve the historical documents contained in the New Hanover County Registry to ensure for future generations that the people will have access to historical documents in their original condition; and WHEREAS, New Hanover County has entered into a contract with Kofile Preservation to deacidify, mend, and encapsulate New Hanover County Map Book 3, pages 19 thru 43, 45 thru 84; Map Book 4, pages 1 thru 111; and Map Book 5, page 111. The money will be used to purchase equipment and materials needed to provide access to library materials and early literacy programs. We will use the van currently available for adult outreach services and exiting adult and children's outreach personnel will staff the pop up library. There is a 25% match requirement ($3,750.00) that will be covered by our existing books and materials budget. There is no requirement that the program be continued by the County after grant funding is no longer available. Once a quarter the state reviews their records and reimburses the County money spent on IV -E children for daycare. These funds are put back into the daycare account. No County match is required. BA 16 -051 is additional funding received from Smart Start for FYI 5-16. This money is to sustain the children currently enrolled in the Smart Start program. Smart Start fiends are used at the beginning of the year until they run out, at which time the children are switched to state subsidy funds. Notification of the funds was received in late November 2015. The additional fiends allowed 17 additional children to be served. The waiting list is monitored daily with children coming off and going on. It has stayed at approximately 436 children. Including the increase through these funds, 44 children are currently enrolled in the Smart Start program. No County match is required. BA 16 -047 and BA 16 -058 are additional monies received through incentive payments and will be used to administer the Family Support Program. This program purchases services to assist fathers to become better parents and support their children financially. It works with non - custodial parents referred from Child Support Court and the New Hanover County Child Support Office, and is 100% funded through child support enforcement incentive payments. North Carolina earns incentive payments based on the Child Support Program performance as compared to the other states in the nation. No County match is required. FM Global provides comprehensive global commercial and industrial property insurance, engineering- driven underwriting and risk management solutions. FM Global believes that the majority of fires can be prevented and offers financial support to organizations working to combat fire. Through the FM Global Fire Prevention Grant Program, the Fire Marshal Division will be able to purchase new digital camera equipment for quality recording of data at incident and investigation scenes. The new equipment will greatly improve the quality of detail harvested for improved investigation efforts and will provide valuable data for training which improves the safety of crews long term. Captain Knotts had been previously selected and recognized as Fire Officer of the Year by the Eastern Carolina Fire Association. Captain Knotts was selected for his considerable contributions to the fire service throughout his tenure as both a volunteer and career firefighter and currently as an officer. He has demonstrated the core values of New Hanover County Fire Rescue throughout his time with our organization and has provided many years of service to the community. He uses his talents and has worked tirelessly to improve our facilities, equipment and apparatus whenever and however he has the opportunity. He recently stepped up on his off shift hours to assist one of our busiest divisions with vehicle and apparatus maintenance, testing and repair while they were shorthanded due to a recent resignation. He did not seek permanent placement in this position but only volunteered because he saw a need. He also recently consolidated all vehicle lighting and parts into one location and developed an inventory plan for better cost savings and accountability. This is but one example of his integrity and innovation shown while performing his duties. Captain Knotts demonstrated exceptional leadership and innovation by redesigning one of our brush apparatus to correct a safety issue and built another brush truck from scratch from a repurposed unit. This set an example for others in our department to think outside the box and look for ways to be the best stewards of our resources. Although this is not realized directly by the public it was a prime way to provide the utmost customer service, doing the best he could with our resources as safely as possible to provide the best public safety available. In his personal life, Captain Knotts holds his family as top priority. He has been married to Elizabeth for more than 7 years and has four children ranging from ages 6 to 21. He assists his wife with the care of his father -in -law who resides with them. Kraig and his wife are also very active with the Alzheimer's Organization and their various fundraising events throughout the year. He enjoys working to restore classic vehicles in his free time. Captain Kraig Knotts was selected as the 2016 Fire Officer of the Year by both the Eastern Regional Association and the NC Association of Fire Chiefs for his willingness throughout his fire service career to serve others both internally and externally to the best of his abilities and his overall contributions to our organization and the fire service as a whole. Graduates will complete their high school career achieving a high school diploma and career ready endorsement. Students will receive accelerated instruction through the use of blended course formats and academies. Students will participate in relevant internships and /or apprenticeships where applicable. The curriculum will support both those students who want to pursue a four year or two year degree following the completion of high school. Diplomas for these students will reflect either the College and Career or the Career Ready Diploma Endorsement. The site will preferably be located on the North Campus of CFCC. The CTE high school is part of the facility needs survey that is being presented to the New Hanover County Board of Commissioners at their February 15, 2016 meeting. The estimated cost of the CTE high school is approximately $10.9 million. NHCS is presenting this concept to the New Hanover County Board of Commissioners for informational purposes and no action is currently required by the Board. Graduates will complete their high school career achieving a high school diploma and career ready endorsement. Students will receive accelerated instruction through the use of blended course formats and academies. Students will participate in relevant internships and /or apprenticeships where applicable. The curriculum will support both those students who want to pursue a four year or two year degree following the completion of high school. Diplomas for these students will reflect either the College and Career or the Career Ready Diploma Endorsement. The site will preferably be located on the North Campus of CFCC. Included is a summary of revenues and expenditures as recorded by the County for the General, Debt Service, Environmental Management, and Fire Services Funds. This information is provided to help keep you abreast of the financial status of the County on a regular basis throughout the fiscal year. Data provided by fund includes: • Actual revenues and expenditures for the previous fiscal year ended June 30, 2015; • Budget revenues and expenditures for the current fiscal year ending June 30, 2016; • Actual revenues and expenditures as of the end of the quarter for both fiscal years; • Percentage of actual revenues /expenditures received /spent for the same period the previous fiscal year; • Percentage of budget revenues /expenditures received /spent for the current fiscal year; and • Graphical comparison of actual amounts as a percent of budget for both fiscal years presented. GENERAL FUND HIGHLIGHTS: As the chart highlights, many revenues are not received, nor expenses paid, evenly throughout the year. • Ad valorem taxes for the fiscal year were due January 5, 2016. Collections year to date were down slightly from prior year collections. This appears to be due to timing of payments made by taxpayers, as evidenced by January 2016 year to date collections exceeding the prior year. • Sales taxes are received from the State two and one half months following the month in which they are collected by the vendors across North Carolina. Thus, year to date amounts represent 3 months of collections. Amounts represent a 5% growth rate from prior year collections. • Economic & Physical Development, Debt Service, and Transfers are not distributed evenly by month. Rather, expenditures are paid when due. • Other operating expenditures appear in line with expectations. ENVIRONMENTAL MANAGEMENT FUND HIGHLIGHTS: As with the General Fund, many revenues and expenses do not fall evenly throughout the year for Environmental Management: • Charges for Services, or tipping fees, are relatively consistent with prior year amounts. The decrease in the per ton charge has been offset with an increase in tonnage, which is being driven in large part to the strong construction market. • Intergovernmental Revenue is not evenly distributed by month. Rather, it is recorded when received and consists of State revenues for tire rebate, white goods disposal, and solid waste disposal funds. Amounts received year to date are consistent with prior year amounts. • Other revenue includes revenues such as sale of assets and scrap materials. These amounts are recorded when received. The sale of scrap materials is lower this year in comparison to prior year due in part to decreasing commodity prices and demand. • Transfers among activities are recorded when funding is required. Budgeted transfers for capital projects and reserve funds have been recorded for fiscal year 2016. • Debt service and capital expenses occur when related capital assets are needed and payments are due. FIRE SERVICES FUND HIGHLIGHTS: Again, as with the General Fund, many revenues and expenses do not fall evenly throughout the year for Fire Services: • Ad valorem taxes for the fiscal year were due January 5, 2016. This is due to the decrease in the fire district property tax rate. • Sales taxes are received from the State two and one half months following the month in which they are collected by the vendors across North Carolina. Amounts represent a 5% growth rate from prior year collections. • Intergovernmental revenues represent the last payment from the Pender County -Scotts Hill Mutual Aid agreement. This is the last payment that will be received as this station is now fully operational. Other revenues include the sale of two fire engines. • Debt Service and Capital Expenses are not evenly distributed by month throughout the year. Rather, expenses are paid when due and revenues recorded when received. • Some operating expenses are not paid evenly over the year, rather they are paid when due. Rents, contracted services, repairs, and uniforms were paid in greater proportion in the first half of the fiscal year. In addition, payment to the general fund for interdepartmental services was transferred in July for the full year. Transfers to capital project fund were made during the first half of the fiscal year as well and represent the purchase of the Ogden Fire Station and roof replacement for the Myrtle Grove fire station. Five communities were selected through a competitive grant process: Asheville, Greensboro, Pembroke, Wilson and Wilmington. In each of the five participating InnovateNC communities, a local Innovation Council is engaging in an intensive two -year process of assessment, visioning, and collaborative learning to help the community coalesce behind specific local development efforts. InnovateNC aims to enhance innovation - related economic development and to advance critical new knowledge related to that goal. As a result, InnovateNC will: 1. Increase innovation capacity, activity and connectivity; 2. Broaden the demographic and sectorial diversity of those engaged in the innovation economy; 3. Increase collaborative cross -city learning and partnerships; and 4. Increase visibility and financial support for innovation district efforts. The Wilmington Innovation Council is focused on supporting a marine and life sciences innovation center.
