CHILD ABUSE PREVENTION MONTH PROCLAMATION
APRIL 2016
WHEREAS, children are vital to our state's future success,prosperity and quality of life as well
as being our most vulnerable assets; and
WHEREAS, all children deserve to have safe, stable, nurturing and healthy homes and
communities that foster their well-being; and
WHEREAS, child abuse and neglect is a public responsibility affecting both the current and
future quality of life of a state; and
WHEREAS, parents need support and resources to help cope with stress and nurture their
children to grow to their full potential; and
WHEREAS, effective child abuse prevention strategies succeed because of partnerships created
among citizens, human service agencies, schools, faith communities, health care providers, civic
organizations, law enforcement agencies, and the business community; and
WHEREAS, New Hanover County is committed to preventing child abuse and calls upon the
citizens from all walks of life to increase their participation in efforts to support families, and
thereby prevent child abuse and strengthen communities.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of
Commissioners that the month of April 2016 will be recognized as "Child Abuse Prevention
Month" in New Hanover County. The Board calls upon all citizens, community agencies, father
groups, medical facilities, elected leaders and businesses to increase their participation in our
efforts to support families, thereby preventing child abuse and strengthening the community in
which we live.

3 WHEREAS, service to others is a hallmark of the American character, and central to how we meet our

i WHEREAS, the nation's counties are increasingly turning to national service and volunteerism as a cost-
; effective strategy to meet county needs;and

i WHEREAS, participants in Senior Corps address the most pressing challenges facing our cities and nation,
from educating students for jobs of the 21"century and supporting veterans and military families,to providing

health services and helping communities recover from natural disasters;and
i WHEREAS, national service expands economic opportunity by creating more sustainable, resilient
1 communities and providing education,career skills,and leadership abilities for those who serve;and
WHEREAS, Senior Corps participants serve in more than 60,000 locations across the country, currently in
New Hanover County there are approximately 800 Senior Corps volunteers at over 55 non-profits,bolstering
fthe civic,neighborhood,and faith-based organizations that are so vital to our county's economic and social well-
y being;and

WHEREAS, more than 800 national service participants 55 years of age and older serve in New Hanover
County,providing vital support to county residents and improving the quality of life in our county;and

WHEREAS,national service participants increase the impact of the organizations they serve,both through their
I direct service and by managing millions of additional volunteers;and

WHEREAS,national service represents a unique public-private partnership that invests in community solutions
and leverages non-federal resources to strengthen community impact and increase the return on taxpayer dollars;
and
i WHEREAS, national service participants demonstrate commitment, dedication and patriotism by making an
intensive commitment to service,a commitment that remains with them for life;and
i
I WHEREAS, the Corporation for National and Community Service shares a priority with county executives
nationwide to engage citizens, improve lives, and strengthen communities; and is joining the National
Association of Counties and county executives across the country for the County Day of Recognition for
National Service on April 5,2016.

1 WHEREAS, the New Hanover County Board of Commissioners shares a critical concern for
I victims of sexual violence and a desire to support their needs for justice and healing; and

; WHEREAS,in 2015 the Rape Crisis Center of Coastal Horizons Center, Inc.provided 24/7 crisis
i
1 response, responded to 143 hospital calls, and served the needs of 453 new survivors of sexual
i violence and 134 loved ones of these survivors; and
;
;
; WHEREAS,current estimates suggest no more than 20 percent of sexual assaults will be reported
I to law enforcement and less than 3 percent will result in the conviction and incarceration of the

3 perpetrator; and
;
I
;
; WHEREAS,research demonstrates that victims are far more likely to disclose their sexual assault
I
? to a friend or family member, and when these loved ones respond with doubt, shame, or blame,
1
;
i victims suffer additional negative effects on their physical and psychological well-being; and
;
, WHEREAS, the "Start by Believing" public awareness campaign (a program of End Violence
;
; Against Women International) is designed to improve the responses of friends, family members,
;
1 and community professionals, so they can help victims to access supportive resources and engage
1 the criminal justice system.
