The County’s Technical Review Committee met once in December and once in January.
Projects reviewed included two performance residential plans and an existing site plan to
install traffic calming devices.
Wendover South
Wendover South is located off Darden Road near the Middle Sound Community and is classified
as Watershed Resource Protection on the County’s 2006 Land Use Plan. The developer for the
project submitted a site plan proposing 15 residential lots with public streets along with public
water and sewer.
In a vote of 5-0, the TRC approved the performance residential project for 15 lots as displayed
on the site plan (attached). No conditions were attached to the plan.
Overlook at Middle Sound
The Overlook at Middle Sound is located near the 3100 block of Middle Sound Loop Road,
Middle Sound Community and is classified as Watershed Resource Protection on the County’s
2006 Land Use Plan. The developer for the project submitted a site plan proposing 42 residential
lots with private streets along with public water and sewer.
In a vote of 5-0, the TRC approved the performance residential project for 42 lots as displayed
on the site plan (attached). The following conditions were imposed:
1) The County’s two Private Certificates be added to the site plan,
2) No gates, parking, or other obstructions be permitted on the private roads to inhibit
emergency service delivery,
3) Three significant trees on site will need to be mitigated,
4) The conservation resource Swamp Forest (WSF) has been identified on site. A field exam
conducted by County staff will determine the scope of the resource,
5) With the project being split into two zoning districts (R-5 & R-20), density for each
district will be limited to 2.5 units and 1.9 units respectfully and,
6) An approved NCDOT Driveway Permit will be required prior to final plat approval for
all or a portion of the project.
Tarin Woods
Tarin Woods is located between Battle Park subdivision to the west (near Carolina Beach Road)
and Big Cypress Farms subdivision to the east (near Myrtle Grove Road). TRC project approval
for 130 residential lots took place in July, 2012. No lots have been recorded to date. The
developer for the project requested consideration of four (4) traffic calming devices along Lt.
Congleton Road in conjunction with Section 41-1(7)(1) of the County’s Subdivision Ordinance.
In a vote of 5-0, the TRC approved four “table top” traffic calming devices along Lt. Congleton
Road. Four conditions were attached to the plan:
1) The traffic calming device located between lots 74/75 be tweaked to avoid a driveway
located nearby,
2) Devices should not be within five feet of residential driveways and twenty-five feet of
perpendicular intersections. Devices shall not be placed over man holes,
3) Storm water flow must not be affected or inhibited and,
4) Homeowner covenants will include language for the maintenance and repair of the traffic
calming devices.
In other TRC news, the TRC instructed Planning and Fire Service staff to craft proposed traffic
calming language/criteria for approved preliminary site plans. The intent of the criteria is to
provide a framework for traffic calming device requests prior to the recordation of lots.
The next regular meeting of the TRC is scheduled for February 13, 2013.
