HomeMy WebLinkAbout04-2012-APRIL 2012 TRC REPORTAPRIL, 2012 TECHNICAL REVIEW COMMITTEE REPORT The County's Technical Review Committee (TRC) met twice during the month of April and reviewed one performance site plan, a proposed text amendment, and a request to close /gate several private streets. Anchors Bend Anchors Bend is located near the 2100 block of Middle Sound Loop Road, Middle Sound Community. The preliminary performance residential project was approved by TRC in January, 2006 for a total of 205 lots /units (map attached). Two, one year extension requests on the site were approved ending December 31, 2012. The new owner of the project requested preliminary site plan re- approval that would extend the validity period until December 31, 2014. In a vote of 5 -0, the TRC re- approved the preliminary site plan for Anchors Bend for another two years for the same number of lots /units. This decision was based on the number of lots and infrastructure already recorded within the project and that no significant regulatory changes had taken place since January, 2010. All terms and conditions of the original preliminary approval would remain in place. Subdivision Text Amendment: Street Re- Designation from "Public" to "Private" Planning staff requested review of proposed language adding Section 52 -4(2) providing a procedure for an owner, developer or POA /HOA to request a re- designation of their neighborhood streets "public" to "private" based on certain hardships. In the proposed amendment, the TRC would be responsible for hearing such requests and make their decision based on a set of eleven (11) criteria. After TRC discussion regarding the text amendment proposal, the TRC directed staff to consider developing a Street Re- Designation Application as a policy guideline. Once the application is developed, it would then be reviewed by TRC. Vantage Point @ Covil Farm Estates Covil Farm Estates is located near the 300 block of Military Cut -Off, east side. Vantage Point HOA Board member Brad Hudson requested that TRC consider blocking Pierpoint Drive and installing a gate on Ension Way to regulate the flow of vehicular traffic and reduce road wear (see attached map). With the exception of Covil Farm Road, the rest of the roads within the project are private and maintained by different HOA's. In a vote of 5 -0, the TRC made a motion to "continue" Mr. Hudson's request pending approval of the Traffic Calming amendment slated to be heard by the Board of County Commissioners in June.
