The County’s Technical Review Committee met once in November. Projects reviewed included a
performance residential site plan revision to Tarin Woods subdivision and a proposal to place two
traffic calming devices in Village Park at West Bay Estates.
Tarin Woods (Revised Performance Plan)
Tarin Woods is located in the south central portion of our jurisdiction between Battle Park subdivision to
the east and Myrtle Grove Road to the west. The developer for the project submitted a revised site plan
requesting the re‐designation of the road network from “public” to “private” along with an adjustment
to the location of road stubs from the previous approved plan (July, ’12). The number of single family
lots proposed is 130 and remains the same from the last approved plan. Public water and sewer will
serve the project.
In a vote of 4‐0, the TRC approved the modifications to Tarin Woods for 130 lots. Conditions of plan
approval included:
1) Applicable conditions as stated in the July 18, 2012 TRC approval letter for the project,
2) All road stubs be constructed along with the road connection to Ambleside Drive (Sentry Oaks
subdivision) prior to final plat approval,
3) Construction entrances will be through Sentry Oaks and Battle Park subdivisions as stated by the
developer,
4) Confirmation of water and sewer capacity to sustain the 130 lots will be required through the
CFPUA along with utility adjustments prior to final plat approval,
5) Revisions to the original storm water and erosion control plans will be required,
6) No gates, on‐street parking, or any other obstructions will be allowed on the streets. A note on
the plan will be required,
7) Several fire hydrants may need to be relocated as determined by County Fire Services, and
8) Applicable Private Road Certificates will be required on both the preliminary and final plats.
Village Park at West Bay Estates (Traffic Calming Devices)
Village Park (aka Westside Village) at West Bay Estates is located near the northeastern portion of our
jurisdiction and near Ogden Park. The project was preliminarily approved by TRC in July 2010 for 74
single family lots with private roads. In accordance with Section 41‐1(7)(1) of the County’s Subdivision
Ordinance, the developer for the project requested that two traffic calming devices be placed on
Copperfield Court in anticipation of speeding vehicles .
In a vote of 4‐0, the TRC approved two “table top” traffic calming devices in accordance with the
Institute of Transportation Engineer (ITE) standards and with the following conditions:
1) All private road certifications shall be on the preliminary and final plats,
2) No gates or other obstructions shall be permitted,
3) Road inter‐connectivity should be constructed between Farrington Farms and Suncoast Drive
prior to final plat approval,
4) Specific “table top” materials and strips based on ITE specifications shall be added to the plan,
5) Devices shall not obstruct water flow or create ponding. Devices will be placed at least 300 feet
apart and avoid residential driveway cuts,
6) Homeowner Covenants shall address maintenance responsibilities and future costs. The County
will not be responsible for lack of response time due to the construction of the devices.
7) A posted speed limit of 25 mph will be posted on Copperfield Court.
** The last TRC meeting of the year is slated for December 12, 2012. Several items may be on the
