NEW HANOVER COUNTY AIRPORT AUTHORITY
REGULAR PUBLIC MEETING
March 2, 2016
CALL TO ORDER
The New Hanover County Airport Authority met on Wednesday, March 2, 2016, at Wilmington
International Airport, 1740 Airport Boulevard, Wilmington, North Carolina. Chairman Crane
called the meeting to order at 5:03 p.
September 2, 2015. No conflicts of interest or potential conflicts of interest were identified at
that time.
Airport Authority members present were; Jonathan Crane, Chairman; Thomas Wolfe, Vice-
Chairman; Carter Lambeth, Secretary; Tom Barber, Donna Girardot, Dan Hickman, and John
Perritt. Also present were Julie Wilsey, Airport Director; Gary Broughton, Deputy Airport
Director; Robert Campbell, Finance Director; Whitney Prease, Facilities Director; Carol
LeTellier, Business Development Director; Rose Davis, Executive Assistant; and Wanda Copley,
New Hanover County Attorney.
Guests present included Steve Bright and Amy McLane, Talbert & Bright, Inc.; Bill Cherry,
Monte Coughlin, Josh Lopez, and Ryan Evans.
APPROVAL OF MINUTES
The Authority has reviewed the minutes of the Regular Public Meeting on February 3, 2016.
Mr. Perritt requested an amendment to the Operations Report, page 5, first paragraph, to include
the cost of $14,000.00 to install the two electronic gates. Mr. Hickman MOVED, SECONDED
by Mr. Wolfe, to approve the minutes of the February 3, 2016 Regular Public Meeting as
amended. Upon vote, the MOTION WAS APPROVED UNANIMOUSLY.
The Authority has reviewed the minutes of the Special Meeting on February 15, 2016. Mr.
Lambeth MOVED, SECONDED by Mr. Barber, to approve the minutes of the February 15,
2016 Special Meeting as submitted. Upon vote, the MOTION WAS APPROVED
UNANIMOUSLY.
FACILITIES
Mr. Prease requested that the Authority postpone consideration of the Facilities action items on
the agenda until the April Authority meeting.
Mr. Prease reported that he, Steve Bright and Amy McLane, from Talbert and Bright, would be
going to Memphis, March 10-11, to meet with the Memphis ADO to discuss FY16 AIP funding.
FINANCE REPORT
Mr. Campbell January 2016 cash report and summary of accounts.
Mr. Campbell reported that the parking lot revenue continues to exceed the budget following the
rate increase in July.

Mr. Campbell advised that staff is working on the FY17 budget, and he plans to meet with the
Finance Committee in the next few weeks and present the draft budget at the April Authority
meeting. Mrs. Wilsey encouraged Authority members to let Mr. Campbell or the Finance
Committee know of things that should be considered during this review period.
GENERAL AVIATION
Nothing to report.
GOVERNMENT & PGA Golf
Mrs. Girardot reported that she and Mrs. Wilsey would be going to DC on March 15-16 for the
Legislative Conference and to meet with our legislators to discuss aviation funding.
Mrs. Girardot reminded Authority members that the Annual Report to the County
Commissioners is scheduled for Tuesday, April 26th, at 7:30 am at ILM. The report will also be

presented to the Commissioners at their regular meeting on May 16, at 9 am.

Mrs. Girardot reported on the PGA meeting March 1 that she, Mr. Perritt, Mrs. Wilsey and Mr.
Broughton attended. Staff will follow up by meeting with Air Wilmington and gathering
additional information from Wells Fargo.
Regarding the pending legislation to expand the GA Apron for the GA Master Plan, Mrs.
Girardot reported we are working with Andy Heath, NC Budget Director, and hope to have this
in the FY17 State Budget; at the same time, Senator Rabon will introduce this in the Senate
Budget; and Representative Catlin will introduce it in the House Budget.
Regarding the consistent, long term funding for all NC airports, Senator Rabon feels it is best if
we wait until next year during the long session to pursue other funding sources outside of STI.
HUMAN RESOURCES
Mrs. Wilsey reported that currently ILM has 47 employees on board, with a full authorization of
50, leaving 1 ARFF Responder backfill, the Property Management position, and Maintenance
positions to be fully staffed.
Mrs. Wilsey stated the HR committee will meet to assign Directors to committees and distribute
responsibilities across the staff to take effect by June or July.
MARKETING
Mr. Barber reported that the Marketing committee discussed working with the new SASO if they
planned a Grand Opening. Mr. Broughton reported that SeaHawk Aviation is very busy at this
time, and the owners suggested a Grand Opening in October.
Mrs. Wilsey officially introduced Carol LeTellier, Business Development Director, to the
Authority, as she steps into the Marketing and Business Development role. Mrs. LeTellier
thanked the Authority for their support of her being hired.
Mrs. Wilsey pointed out the two articles in the Wrightsville Beach magazine featuring Air
Wilmington and the Customs facility, sharing copies of the magazine with the Authority.

PLANNING & DEVELOPMENT/TERMINAL EXPANSION
Mrs. Wilsey reported there are a few leads for the Flex Space Building, and Ms. LeTellier will be
handling those inquiries. Staff is still hopeful of attracting a restaurant for the building. Ms.

Motors has closed. Officially, ILM can take possession of the building on March 15. The
advertisement for this facility has been sent out with 4-5 people looking at that facility, as well.
Discussion followed about pursuing the personal guaranty on the Dynasty Motors lease.

Mrs. Wilsey reminded the Authority that the Biz Expo is March 30, and ILM will have a booth
to promote terminal advertising, as well as the Flex Space Building, General Aviation and
growth at the airport in general. Chip Mahan, Live Oak Bank, is speaking at the luncheon that
day.
OPERATIONS REPORT
Mr. Broughton followed up on the status of the Letter of Investigation from the TSA reported to
the Authority in February. Based on
corrective actions, the TSA has responded that this does not warrant enforcement action at this
time. The TSA has elected to take administrative action by issuing this letter of correction which

that the TSA advised any more incidents of this type would be an extremely serious matter and
would call for more severe sanctions, which may include the assessment of a civil penalty up to
$11,000.

Mr. Broughton reported that staff was advised on Friday, February 26 that the Part 139

Inspector would be at ILM on Monday, February 29 for the annual inspection. Mr. Broughton
thanked Gary Taylor and Marvin Foster and their staff, not only for the job they did during this
inspection, but for keeping us compliant on a continuous basis, day to day. Mr. Broughton

immediately. The other 2 were very technical.
For the response drill, Mr. Broughton reported that the ARFF Responders did a great job. They
were out of the department in 15 seconds and made the drill in less than 2 minutes.
Dr. Crane suggested that staff request an OSHA compliance inspection stating it is totally free
and if you participate with their compliance program, they tend to not fine you; they do a great
job; they look through everythi
Mrs. Wilsey reported that the FAA Part 139 was a very rigorous inspection, with the inspector on
the field Tuesday afternoon for 4 hours and Monday night for 2 hours on the night inspection, so

to ILM in 10 years, and he noted
that there were a lot of great changes, both in personnel and training. He noted that the markings
looked brand new, and that ILM staff is caring for the airfield. He said that ILM has one of the
brightest runways and noted the wind cones had the brightest lights he has seen.
Mrs. Wilsey noted that even though ILM received a few discrepancies, we can still hold our head
high. The employees do a really good job. The discrepancies were very technical and just when
we think we have all the technical aspects figured out, the FAA changes the advisory circulars.
Some were technical issues that changed over the past couple of years and even his inspectors
Mrs. Wilsey reminded the Authority that she would be going to the Mead & Hunt conference
March 30-April 1 and would meet with United, American, Southwest, Allegiant and Frontier.
Mrs. Wilsey reported on the United IAD issue discussed last month, stating that Fayetteville has
1 afternoon flight a day to IAD and Jacksonville has none. Mrs. Wilsey reported that business
travelers in Wilmington prefer United to Chicago as their first choice, not necessarily IAD.
Since ILM has the SGASDG, ILM will go to United with Chicago as our first priority, but will
always take IAD if they offer it.
Mrs. Wilsey reviewed the 2016 goals as submitted with the agenda asking for any feedback the
Authority may have. Mrs. Wilsey advised that employees will be going through their first 90
day one-on-one reviews with supervisors through Performance Culture at the end of
March/beginning of April.
Mrs. Wilsey recognized the birthdays of Authority members Mrs. Girardot and Mr. Perritt.
Mrs. Wilsey reminded the Authority of the upcoming NCAA Annual Conference in Wilmington,
April 17-19 and the SEC-AAAE in May in Greenville/Spartanburg, where ILM will be
submitting for the Air Carrier/Airfield Project of the Year with our ditch project on the end of
RWY 24.
