Woody Henderson with the Scottish Rite Masons of Wilmington, North Carolina requested the Board
consider adopting the attached proclamation. Chairman Dawson plans to present the proclamation at the
event.

SPEECH AND LANGUAGE DAY FOR THE RITECARE® CLINICS
OF THE SCOTTISH RITE MASONS FOR THE
VALLEY OF WILMINGTON, NORTH CAROLINA
PROCLAMATION
WHEREAS, the Scottish Rite Masonic Foundation supports philanthropic endeavors,
including the RiteCare Childhood Language Program; and
WHEREAS, the RiteCare Childhood Language Program helps children with speech and
language disorders and there are over 200 RiteCare clinics, centers, and special programs
operating or planned for children and therapists located throughout the United States; and
WHEREAS, since 1972, the Scottish Rite Masonic Foundation funds and supports two
RiteCare language learning disabilities and dyslexia clinics in Greenville and Boone, North
Carolina; and
WHEREAS, on Wednesday, April 27, 2016 from 11:00 a.m. until 7:00 p.m. the Scottish Rite
Masons of Wilmington, North Carolina will hold its Annual "Fish Fry" fundraiser in support
of the RiteCare clinics located in North Carolina.
NOW, THEREFORE BE IT PROCLAIMED by the New Hanover County Board of
Commissioners that Wednesday, April 27, 2016 be known as Speech and Language Day for
the RiteCare clinics of the Scottish Rite Masons for the Valley of Wilmington, Orient of
North Carolina and asks the New Hanover County community to show their support on this
day.

SUBJECT:
Adoption of a Resolution to Award the County's Banking and Merchant Services Contract to BB &T
BRIEF SUMMARY:
Since July 2011, BB &T has provided banking and merchant services for New Hanover County. On
February 8, 2016, the County issued a Request for Proposals (RFP) requesting proposals from qualified
banking institutions. BB &T is the current banking and merchant services provider for New Hanover
County.
Proposals were received on March 15, 2016 for Banking and Merchant Services. Four (4) banks responded to
the Request for Proposals (RFP) and are named below:
• BB &T
• Sun Trust (Merchant Services Only)
• PNC
• Wells Fargo
Staff evaluated all proposals and selected BB &T as the firm to recommend to the Board for award of the
contract. BB &T demonstrated to staff that they were capable of providing the services requested and
required by the County. The firm also meets the legal qualifications and possesses sufficient financial
strength and capacity to render the banking services needed by the County. Other essential items considered
included:
• Waiver of FDIC insurance premiums
• Discount on fees at 50%
• Earnings Credit Allowance at 60%
• Investment Earnings at 30%
• Pay 50% of cost for armored car service
• Local client core team
The effective date of the contract will be July 1, 2016.

RESOLUTION
AWARD OF CONTRACT TO BB &T FOR BANKING AND MERCHANT SERVICES
WHEREAS, after due advertisement on the County's Finance Website and NC State Interactive
Purchasing Website, proposals were received on March 15, 2016, for Banking and Merchant
Services for the County from the following institutions; and
• BB &T
• SunTrust (Merchant Services Only)
• PNC
• Wells Fargo
WHEREAS, staff reviewed and evaluated the proposals and determined that BB &T submitted the
best overall proposal offering its services to the County at the most economical cost; and
WHEREAS, BB &T meets the requisite legal qualifications and possesses sufficient financial
strength and capacity to provide the banking services sought by the County.
NOW, THEREFORE, BE IT RESOLVED by the New Hanover County Board of Commissioners
that the contract for banking and merchant services be awarded to BB &T with an effective date of
July 1, 2016; and that the County Manager is hereby authorized and directed execute the contract,
contract form to be approved by the County Attorney.

BRIEF SUMMARY:
NCGS 105 -350 requires the Tax Collector to submit a report showing the amount of taxes collected.
Collections for February 2016 are comparable to collections for February 2015. The collection rate of
97.63% is slightly ahead of where we were February 2015. For fiscal year 16, the Board approved a two -cent
tax increase earmarked for voter approved debt service.

Section 2: Explanation
BA 16 -072 awards the Health Department $60,000 received from the North Carolina Department of
Health & Human Services/Division of Public Health/Women's Health Branch for the purpose of
coordinated advertising around the state to focus on tobacco cessation and breastfeeding promotions. No
County match is required.
BA 16 -078 awards $2,941the Health Department from the North Carolina Department of Health &
Human Services/Division of Public Health/Environmental Health Section. These funds are to be used to
purchase equipment and supplies which will be needed to conduct surveys designed to determine the
potential local risk of transmission of the Zika virus by determining the presence of container - inhabiting
mosquitoes. No County match is required.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New Hanover

Section 2: Explanation
BA 16 -073 budgets additional monies received through incentive payments and will be used to administer
the Family Support Program. This program purchases services to assist fathers to become better parents
and to support their children financially. It works with non - custodial parents referred from Child Support
Court and the New Hanover County Child Support Office, and is 100% funded through child support
enforcement incentive payments. North Carolina earns incentive payments based on the Child Support
Program performance as compared to the other states in the nation. No County match is required.
BA 16 -076 budgets additional funding for the Non - Emergency Medical Transportation (NEMT) program.
This is a mandated service provided to eligible adults and children who are receiving Medicaid and have
no means of transport to an authorized Medicaid provider for a covered Medicaid service. The mode of
transportation must be the least expensive that meets the needs of the client. These additional funds will
allow the County to continue through the remainder of the year providing medical transportation to adults
and children that have been deemed eligible. This program is 100% federally reimbursed.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New Hanover
County, North Carolina, that the Ordinance for Budget Amendment(s) 16 -073 & 16 -076 amending the
annual budget ordinance for the fiscal year ending June 30, 2016, is adopted.

Section 2: Explanation
BA 16 -075 increases revenue and expenditures by $1,200. The National Endowment for the Humanities
in partnership with the Gilder Lehrman Institute of American History has awarded the Cape Fear Museum
a $1,200 stipend for participating in the Created Equal: America's Civil Rights Struggle program. The
Museum hosted five off -site film screenings and discussion panels about the civil rights era. Funds will
be used to cover the costs associated with the program (e.g., UNCW scholar, moderator, rental and
marketing fees). No County match is required.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.

Section 2: Explanation
BA 16 -077 accepts $75,000 for a NC Department of Public Safety Homeland Security Grant Program that
was awarded to the State of NC Emergency Management. This money was divided up among the seven
NC Emergency Management's Search and Rescue (SAR) teams. New Hanover County is responsible for
the local team which is jointly staffed by County Fire and City Fire staff. The funds will be used to
purchase rescue tools, heavy rigging equipment, personal protective gear and provide minimal funds for
training. There is no County match.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New Hanover

NATIONAL COUNTY GOVERNMENT MONTH PROCLAMATION
April 2016
"Safe and Secure Counties"
WHEREAS, the nation's 3,069 counties serving more than 300 million Americans provide
essential services to create healthy, safe, vibrant and economically resilient communities; and
WHEREAS, New Hanover County and all counties take pride in our responsibility to protect
and enhance the health, well -being and safety of our residents in efficient and cost - effective
ways; and
WHEREAS, through National Association of Counties (NACo) President Sallie Clark's "Safe
and Secure Counties" initiative, NACo is encouraging counties to focus on strengthening the
safety and security of their communities; and
WHEREAS, in order to remain healthy, vibrant, safe, and economically competitive, America's
counties provide public health, justice, emergency management and economic services that play
a key role in everything from residents' daily health to disaster response; and
WHEREAS, each year since 1991 the National Association of Counties has encouraged
counties across the country to actively promote programs and services to the public we serve.

33rd ANNUAL NATIONAL TRAVEL AND TOURISM WEEK PROCLAMATION
WHEREAS, in the United States:
• Travel to and within the United States supports millions of American jobs and contributes
more than $142 billion in tax revenues.
• The travel industry is one of the country's largest employers, providing 8 million direct
travel - generated jobs. One out of every nine jobs in the U.S. depends on travel and tourism.
• Travel and Tourism is a pillar of economic growth.
• Last year, spending by domestic and international visitors in the U.S. averaged $2.5 billion a
day; and
WHEREAS, in North Carolina:
• Travel and Tourism is among the state's fastest growing industries.
• Domestic travelers spent a record $21.3 billion in North Carolina in 2014; and
WHEREAS, in New Hanover County:
• Travel and Tourism is an important economic generator that infuses millions of new dollars
into our local economy each year, thereby benefiting all citizens by making New Hanover
County a better place to live, work and visit.
• In 2014, the economic impact of Tourism was estimated at $507.9 million, ranking New
Hanover as #8 among North Carolina's 100 counties in tourism expenditures.
• Travel and Tourism creates and provides jobs. In 2014, the local travel industry provided
more than 5,680 jobs and supported a payroll of $113.27 million.
• Travel and Tourism generated approximately $49.93 million in state and local tax receipts,
representing a $202.45 tax saving to each county resident.
• Travel contributes to economic growth by sustaining businesses that depend upon visitor
spending; businesses that represent many economic sectors, including hospitality, retail, food
service, sports, arts and entertainment, and transportation, to name only a few.
NOW THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of Commissioners

PROCLAMATION
WHEREAS, all citizens regardless of race, creed or ethnicity deserve to be treated with
dignity, respect, compassion, and justice; however, racism still exists in our communities;
and
WHEREAS, the elimination of racism can be achieved only with the participation of all
citizens in dialogue, reflection, and action; and
WHEREAS, the Young Women's Christian Association of Wilmington, North Carolina,
along with local businesses, community organizations, schools, and places of worship,
celebrate diversity and advocate for the elimination of racism in New Hanover County; and
WHEREAS, the YWCA has an annual event with the goal of bringing people together to
advocate for increased awareness of the lasting and negative effects of racism in our
communities, institutions, and personal relationships.

upon the quality and accuracy of information obtained from citizens who call in to NHC Emergency
Management & 911 Communications. Public Safety telecommunicators are the first and most critical contact
our citizens have with emergency medical services, law enforcement and fire. Each telecommunicator has
exhibited compassion, understanding, and professionalism during the performance of their job in the past
year.
The Board is invited to participate in presenting the Telecommunicator of the Year Award.

and firefighters by monitoring their activities by radio, providing them information, and
insuring their safety; and
WHEREAS, public safety telecommunicators have contributed substantially to the
apprehension of criminals, suppression of fires, and treatment of patients; and
WHEREAS, each telecommunicator has exhibited compassion, understanding, and
professionalism during the performance of their job in the past year; and
WHEREAS, the first emergency 9 -1 -1 call in New Hanover County was made in May 1982.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board
of Commissioners that the week of April 10 -16, 2016 be recognized as "National
Telecommunicators Week" in New Hanover County, in honor of the men and women whose
diligence and professionalism keep our county and its citizens safe.

BRIEF SUMMARY:
The Sheriff's Office wishes to apply to Homeland Security, Port Security Grant Program for 2016
funding. The total amount for this grant is $ 122,212 and there is a 25% match. The match will come from
the Sheriff's Office general operating budget.
The grant will provide funding for equipment for the Marine Unit of the Sheriff's office.
The equipment consists of a truck, enclosed trailer, dive equipment and dive training.

Consideration of a Resolution Supporting the Establishment of a City of Wilmington /New Hanover
County Ad hoc Committee on Improving Workforce /Affordable Housing
BRIEF SUMMARY:
At the January 19, 2016 meeting, Wilmington City Council adopted a resolution supporting the
establishment of a joint city /county ad hoc committee to study and make recommendations on how best to
improve workforce /affordable housing in the region. City staff requested that county staff bring a copy of the
proposed resolution to the Board for consideration.
The proposed 14- member task force would be jointly appointed by the City Council and Board of
Commissioners to complete this work over the next six (6) months concluding with a report on
recommendations. The committee would be required to provide regular updates to stakeholders.
The task force appointees would be citizens with the following areas of expertise: banking, real estate,
private development, workforce housing, and community non - profits. One member of the task force would
be a representative of the Cape Fear Housing Coalition; one member of the task force will be an "at large"
City representative; and one member of the task force will be an "at large" County representative.
County staff, in reviewing the resolution, requested additional clarification in regards to the type and level of
staff support that would be provided to the task force during the six -month duration and specified a
maximum budget contribution of up to $20,000 from each entity if needed for additional work /research.
The attached resolution is the updated version with includes the clarifications above. City staff will be
bringing the updated version of the resolution to the City Council for consideration and adoption at their
April 19, 2016 meeting.

RESOLUTION
Supporting the Establishment of a City of Wilmington/New Hanover County Ad hoc
Committee on Improving Workforce /Affordable Housing
WHEREAS, an adequate supply of workforce /affordable housing is an emerging and perplexing
challenge for our region; and
WHEREAS, an adequate supply of workforce /affordable housing is critical to the continued
economic development and quality of life of the area; and
WHEREAS, the City and County officials have participated in a number of Affordable Housing
Summits where various aspects of providing this housing and challenges have been discussed.
This underscores the need to take additional actions to address this challenge.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of
Commissioners supports the establishment of a City /County Ad hoc Committee to conduct a
comprehensive examination of workforce /affordable housing efforts, along with the demand for
and supply of such housing, and recommended "best practices" that would be most appropriate
to improve and increase the stock of available workforce housing in this region; and
The Committee is expected to recommend specific immediate, short and long -term strategies,
along with the identification of the key stakeholders whose involvement will be critical to
achieving success(s); and
This work may include examining results of recent planning efforts for ideas, researching best
practices across the State or Nation, seeking consensus on recommendations and creating and
recommending a plan; and
This work is not intended to replace ongoing affordable housing efforts presently undertaken but
augment them; and
The Wilmington City Council and New Hanover County Board of Commissioners will jointly
appoint a 14- member task force to complete this work over the next six (6) months concluding
with a report on recommendations; and
The appointees will be citizen representatives of the region and include individuals with the
following areas of expertise: banking, real estate, private development, workforce housing, and
community non - profits. One member of the task force will be a representative of the Cape Fear
Housing Coalition; one member of the task force will represent the home builders community;
one member of the task force will be an "at large" City representative; one member of the task
force will be an "at large" County representative; and
It is expected that the Committee will keep the various stakeholders and governing boards
apprised of their efforts and progress; and

The City and County Managers will designate staff to assist with the coordination of meetings

the task force will complete its work. When budgetary resources are needed to collect additional
information to fully assess the current state of workforce housing and /or otherwise evaluate
potential solutions i.e. "best practices ", the committee will present that request to the Board for
their approval.

Project Ordinance, and Authorization to Negotiate and Execute an Interlocal Agreement for the
Design of Water and Sewer Infrastructure for the U. S. Highway 421 Corridor
BRIEF SUMMARY:
On June 8, 2015, the New Hanover County Board of Commissioners, as part of its economic development
initiative, authorized the County to enter into an Interlocal Agreement (ILA) with the Cape Fear Public
Utility Authority ( CFPUA) for the production of a Preliminary Engineering Report (PER) for extending
water and sewer service along the U.S. Highway 421 corridor. The CFPUA selected McKim and Creed, who
teamed with Hazen, to produce the PER. On March 21, 2016, Tony Boahn, PE and Vice - President with
McKim & Creed, presented the results of the PER to the Board of Commissioners.
The next step to bringing water and sewer infrastructure along the U.S. Highway 421 corridor is for the
County to hold a public hearing for the purpose of receiving public comment on a potential $2.1 million
economic development appropriation and expenditure for the design, permitting and acquisition of right -of-
ways (ROW) for projects to construct water and sewer systems along Highway 421 in New Hanover County.
The design being recommended for the projects will include one pump station.
The breakdown of the $2.1 million is as follows:

If, after conducting the public hearing, the Board finds that the proposed investment will increase the
population, taxable property, agricultural industries, employment, industrial output, or business prospects for
New Hanover County, the Board would need to:
1) Approve a capital project ordinance to fund the design cost for the project;
The attached capital project ordinance is set up to be funded through loan proceeds as is indicated in
the County's 5 -year Capital Improvement Plan. Only the design, permitting and right -of -way
acquisition cost, which is estimated to be $2.1 million, is being requested at this time as further
funding sources are being explored.
Once any other additional funding sources are finalized, a budget amendment to fund the construction
of the project will be brought to the Board. Should the Board decide after the design funds have been
expended that it does not wish to fund the construction of the project, general fund monies would

have to be transferred into the capital project fund to replace the budgeted loan proceeds.
2) Authorize the County to negotiate and execute an ILA with the CFPUA and any interested parties for
the design of this infrastructure.

CAPITAL PROJECT ORDINANCE
NEW HANOVER COUNTY
HIGHWAY 421 WATER /SEWER EXPANSION PROJECT
BE IT ORDAINED, by the Board of Commissioners of New Hanover County:
1. New Hanover County (County) is engaged in the Highway 421 Water /Sewer Expansion Capital
Project, which capital project involves the construction and /or acquisition of capital assets.
2. County desires to authorize and budget for said project in a project ordinance adopted pursuant
to North Carolina General Statute Section 159 -13.2, such ordinance to authorize all
appropriations necessary for the completion of said project.
3. The County desires to expend its own funds for the purpose of paying certain costs of the project,
for which expenditures the County reasonably expects to reimburse itself from the proceeds of
debt to be incurred by the County.
4. This declaration of official intent is made pursuant to Section 1.150 -2 of the Treasury Regulations
to expressly declare the official intent of the County to reimburse itself from the proceeds of debt
to be hereinafter incurred by the County for certain expenditures paid by the County on or after
the date which is sixty (60) days prior to the date hereof.
The County intends to seek Federal and /or State grant funding to reduce the amount of loan
proceeds. The adoption of this ordinance authorizes the County Manager and /or his
representative to apply for and accept such funding if awarded.
NOW, THEREFORE, WITNESSETH THAT:
1. This project ordinance is adopted pursuant to North Carolina General Statute Section 159 -13.2.
2. The project undertaken pursuant to this ordinance is the Highway 421 Water /Sewer Expansion
Capital Project, which project is herewith authorized.
3. The revenue that will finance said project is:

(Authority) to gain the Authority's financial assistance for this project and to determine the
Authority's project responsibilities. The Board authorizes the County Manager to execute an
interlocal agreement with the Authority, form to be approved by the County Attorney.

This Preliminary Engineering Report (PER) has been developed to evaluate the feasibi I ity of
constructing publicwater and wastewater infrastructure throughout the USHighway 421 corridor
in New Hanover County. The County recently completed a comprehensive study of the corridor,
including potential economic growth projections that wouId benefit from the avai I abi I ity of public
water and wastewater utilities. Subsequently, this PER has been developed utilizing the County
projections in concert with Cape Fear Public Utility Authority ( CFPUA), who would ultimately
own and maintain such infrastructure. Figure 1.1 provides the Iocation of the development zones
identified along the U S H ighway 421 that are the basis of the eval uation.
Recommended Alternatives
The recommended wastewater system will consist of a series of pump stations and sewer force
mai ns to convey wastewater to the CFPUA system for treatment. The recommended water system
will consist of the extension of potable water mains in the corridor to provide domestic water
demands and well asfireflow requirements. The estimated project cost is $20.2M and the
anticipated timeline to design, permit and construct is 36 months from the date of design award.
The recommended alternatives will provide public water and wastewater service along the US
Highway 421 corridor from the Pender County lineto the Isabelle Holmes Bridge. The
recommended alternatives for wastewater and water areas shown in Figure 1.2 and Figure 1.3
respectively.
The initial cost of the project could be reduced by eliminating two wastewater pump stations
(designated as PS land PS2 on Figure 1.2) that would serve smaller sub basins. Advantages and
disadvantages of these cost reductions are shown in Table 1 below:

This report does not recommend the cost reduction options as they do not fulfill the full scope of
the project. As noted, implementation of either cost reduction option will not hinder expansion or
additions to the system at a future date.
Appendix A of this report includes the Technical M emorandum Duke Energy Sutton Plant Leachate
Conveyance System prepared for Duke Energy in conjunction with this PER. This document
provided infrastructure recommendations to convey leachate from the proposed Duke coal ash
landfill to the CFPUA system. Recent regulatory requirements have accelerated the Duke Energy
schedule and the benefits of this configuration for Duke Energy would be limited. Currently,
CFPUA is in discussion with Duke Energy to accommodate an estimated 56,000 gallons per day of
leachate in the southern portion of the US421 corridor via CFPUA Pump Station 12.
A summary of the primary sections of the report are briefly described as follows:
• Technical Memorandum 20 Demand Pr4ections - TM 2.0 provides an evaluation of the
identified growth areas in the US Highway 421 corridor. An analysis of developable
acreage, illustrative industries, and job creation was conducted in order to project water
demandsand wastewater flows that could begenerated throughout the corridor.
• Technical Memorandum 3.0 Wastewater Infrastructure Alte 'natives Anal ysis —TM 3.0 includes a
detailed evaluation of feasible options to provide public wastewater infrastructure in the
corridor. Alternatives were evaluated for interim and long -term phasing, opinions of cost,
permit requirements, and anticipated schedule of implementation.
• Technical Memorandum 4.0 Water InfrastructureAlternativesAnalysis— Coroll ary to TM 3.0,
TM 4.0 provides a detailed evaluation of feasible options to provide public water
infrastructure in the corridor. Alternatives included interim and long -term phasing,
opinionsof cost, permit requirements, and anticipated scheduleof implementation.
Additionally, fire flow capacities and water quality concerns are addressed in this TM.

NURSING HOME COMMUNITY ADVISORY COMMITTEE
Number of Members: 11 State mandated; may appoint up to 16 based on the number of nursing
homes. The Nursing Home Administrators may nominate one -third of the members.
Term of Office: 1 -year term initially; 3 -year term thereafter
Brief on the functions: Each member shall be aware of the general conditions under which the
persons are residing in the homes, and shall work for the best interests of the persons in the homes.
This may include assisting persons who have grievances with the home and facilitating the resolution
of grievances at the local level. Each member shall make quarterly visits to the nursing home it
