2016-04-14 Agenda Review NEW HANOVER COUNTY BOARD OF COMMISSIONERS BOOK 33 AGENDA REVIEW MEETING, APRIL 14, 2016 PAGE 509 ASSEMBLY The New Hanover County Board of Commissioners met for Agenda Review on Thursday, April 14, 2016 at 4:21 p.m. in the Harrell Conference Room at the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. Members present: Chairman Beth Dawson; Vice-Chairman Jonathan Barfield, Jr.; Commissioner Skip Watkins; Commissioner Woody White; and Commissioner Rob Zapple. Staff present: County Manager Chris Coudriet; County Attorney Wanda Copley; and Deputy Clerk to the Board Kymberleigh G. Crowell. Chairman Dawson called the Agenda Review meeting to order and announced that the purpose of the meeting is to review and discuss the Board’s agenda items for the April 18, 2016 Regular Meeting with discussions as noted: Consent Item 5. Adoption of National County Government Month Proclamation. At the direction of Chairman Dawson, this item will be moved to the regular agenda and she will read it into the record. Chairman Dawson announced that Planning and Inspections Director Chris O’Keefe was present and requested time to speak to the Board. Director O’Keefe reported that depending on tonight’s Planning Board meeting there will be eight public hearing items for Board consideration during the May 2, 2016 meeting. Discussion had been held with petitioners about being moved to other meeting dates but they all wanted to move forward as quickly as possible. There are seven rezonings with two of those being conditional use district rezonings and one special use permit for the asphalt plant in Castle Hayne. He will report back after the meeting to provide information about the meeting length and how many items were approved by the Planning Board. A brief discussion was held about possibly nd starting the May 2 meeting earlier than 4:00 p.m. and scheduling the public hearings in order from the most complex to the least complex. Regular Item 10. Consideration of Travel and Tourism Proclamation. Vice-Chairman Barfield will read the proclamation into the record. Regular Item 11. Consideration of Proclamation to Recognize April 28 - May 1, 2016 as "Stand Against Racism Days" in New Hanover County. Commissioner Watkins will read the proclamation into the record. Regular Item 12. Consideration of National Public Safety Telecommunicators Week Proclamation. Commissioner Zapple will read the proclamation into the record. Regular Item 15. Consideration of a Resolution Supporting the Establishment of a City of Wilmington/New Hanover County Ad hoc Committee on Improving Workforce/Affordable Housing. In response to questions, County Manager Coudriet confirmed that the Wilmington City Council approved on January 19, 2016 an affordable housing resolution. The resolution presented here reflects proposed changes from County staff as well as a request from some City Council members to add two more members. City Manager Sterling Cheatham is supportive of the changes and will present it to City Council for consideration and adoption at their April 19, 2016 meeting. Regular Item 16. Public Hearing on Economic Development Appropriation and Expenditure, Approval of Capital Project Ordinance, and Authorization to Negotiate and Execute an Interlocal Agreement for the Design of Water and Sewer Infrastructure for the U. S. Highway 421 Corridor. In response to questions, Chief Strategy and Budget Office Beth Schrader confirmed that after the public hearing the Board can consider approval during the same meeting.
