REGULAR MEETING APRIL 6, 2016
ASSEMBLY
The Parks Advisory Board held its regular meeting on Wednesday, April 6, 2016 at 8:00am in
conference room 119, 230 Government Center Drive, Wilmington NC.
Present: Bruce Shell (Chairman), Frank Amoroso, Andy Mills, Rebecca Powell, Linda Reece, Shawn
Spencer and Nikki Zeldin.
Staff: Tara Duckworth and Andy Johnson.
WELCOME AND APPROVAL OF MINUTES
The meeting was called to order by Bruce Shell who asked for a motion to approve the minutes of the
March meeting. There was a correction noted by Shaw Spencer under Other Business. The correct name of
the event mentioned is "U.S. Open Beach Fat Tire Bike Championship ". There were no further corrections
and the following motion was presented:
MOTION: Frank Amoroso, MOVED; SECONDED by Nikki Zeldin, that the minutes of the February P
meeting be approved with the correction as noted. Upon vote, the MOTION CARRIED
UNANIMOUSLY.
1. Directors Report. Tara provided updates on several products currently going on in within the parks
system.
She went before commissioners to ask for their approval to sell 10 acres of Ogden Park to the DOT.
That request was approved and the funds received from the sale ($502,580) will be used to complete
both phases of the skate park. Additionally, with the remaining funds, a 1.3 mile walling trail similar to
that at Hugh MacRae Park will be built as well. We hope to have the trail go around the fields and hook
up with the current walking trail. Excited about that opportunity and pleased the Commissioners
allowed the funds to go back to the parks.
Northern Regional Park is moving along. The only thing left to do is to pave the new road. Lighting has
been put in by Duke Energy since the last meeting. The ribbon cutting will take place on Saturday, May
21' at 10:00arn. The playground installers will be at Hugh MacRae this morning. They are not
beginning work today, just sending a representative to take a look at the site. Will take five weeks for
the playground materials to come in and 8 weeks to construct.
The Division of Water Management has asked if we would put aquifer monitoring wells at Northern
Regional Park. They will put five of them at the park.
The Hugh MacRae basketball court is up and ready for use. Additionally, Roland Grise has four full -
sized courts that were resurfaced. This information will be added to our website.
The Ogden Park Farmers Market will take place on Wednesdays from 8 -lpm starting next Wednesday,
April 13"'.
Food Truck Rodeo will take place at Ogden Park on Sunday, April 17th from 12 -5pm.
Also shared that someone wants to do an oyster seed hatchery at Peden Point. Working with FEMA on
this.
2. Park Operations Update. Andy Johnson shared that Wilmington Realty Association volunteer day
had over 500 volunteers who did a fantastic job. Also had Cape Fear Garden Club at Hugh MacRae
planting azaleas. Commissioners Barfield and Zapple helped out as well as Mayor Saffo. The group
planted over 100 pine trees at Hugh MacRae. There were a lot of trees lost last year due to lighting
strikes and pine disease.

3. Other Business. There was some discussion regarding the use of Olsen Park. Bruce shared that he did
talk to Charlie Rivenbark regarding this issue. There was also discussion regarding the communication
between Supper & Cape Fear Optimist concerning the use of fields. Should we get involved in the
discussion between these two organizations? After some discussion, it was decided that we will do
nothing for now and see how it goes.
