2016-04-28 Agenda Review NEW HANOVER COUNTY BOARD OF COMMISSIONERS BOOK 33 AGENDA REVIEW MEETING, APRIL 28, 2016 PAGE 519 ASSEMBLY The New Hanover County Board of Commissioners met for Agenda Review on Thursday, April 28, 2016 at 4:02 p.m. in the Harrell Conference Room at the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. Members present: Chairman Beth Dawson; Vice-Chairman Jonathan Barfield, Jr.; Commissioner Skip Watkins; Commissioner Woody White; and Commissioner Rob Zapple. Staff present: County Manager Chris Coudriet; Deputy County Attorney Sharon Huffman; and Deputy Clerk to the Board Kymberleigh G. Crowell. Chairman Dawson called the Agenda Review meeting to order and announced that the purpose of the meeting is to review and discuss the Board’s agenda items for the May 2, 2016 Regular Meeting with discussions as noted: Consent Item 2. Adoption of a Resolution to Declare Equipment Surplus and Approval of Disposal through Donation by NCGS 160A-280. Chief Information Technology Officer Leslie Chaney reported that the County provided school nurses with IT setups. Due to a new school record system, the schools requested that the County donate computer equipment for the use by the school nurses. The County no longer needs the equipment and will no longer be responsible for equipment replacement for the school nurses. Consent Item 3. Adoption of a Resolution to Dispose of Surplus Property According to Procedures Outlined in North Carolina General Statutes - Chapter 160A Article 12. Officer Chaney confirmed that none of the property can be used as it is five or more years old and usable parts have been scavenged out of the property. Regular Item 5. Consideration of National Preservation Month Proclamation. Commissioner Zapple will read the proclamation into the record. Regular Item 6. Consideration of Elder Abuse Awareness Month Proclamation. Vice-Chairman Barfield will read the proclamation into the record. Regular Item 7. Presentation of FY16-17 Recommended Budget and FY17-21 Capital Improvement Plan. County Manager Coudriet stated the budget in brief document will be ready and delivered to the Board later in the day. In a brief review of the upcoming public hearing items, Planning and Inspections Director Chris O’Keefe reported that not a lot of citizens spoke in favor or in opposition to any of the items. Regular Item 8 is a continuation th from the Board’s April 4 meeting and Regular Items 9 – 15 were unanimously approved by the Planning Board th during its April 14 meeting. Regular Item 8. Public Hearing. Rezoning Request (Z-951, 3/16) – Request by Barry Amos of College Road Development Partners LLC, Property Owner, to Rezone 8.05 Acres Located at the 2600 Block of N. College Road from B-2, Highway Business District, and R-15, Residential District, to (CUD) R-10, Conditional Use Residential District, and for a Special Use Permit in Order to Develop a High Density Development. In response to questions,Current Planner Brad Schuler reported that a ten foot multi-use path will be installed in front of the property. The eventual plan is to connect it to a greenway which has not yet been built. NCDOT has approved and funded a State Transportation Improvement Program (STIP) project to build a multi-use path from Danny Pence Drive to cross the street from NorthChase to Laney High School. The project will begin in 2024. Director O’Keefe confirmed that a traffic engineer for the petitioner and NCDOT staff will be present at the meeting to address any questions. Regular Item 9. Public Hearing. Special Use Permit Request (S-629, 4/16) – Request by Design Solutions, Applicant, on Behalf of the Property Owners, FSS Properties, LLC, for a Special Use Permit for an Asphalt Mixing Facility (Intensive Manufacturing) on a 10.01-Acre Parcel Located at 5600 Holly Shelter Road. In response to questions, Current Planning and Zoning Supervisor Ben Andrea reported that to staff’s knowledge an air quality permit has not been filed or applied for by the petitioner with the NC Department of Air Quality (NCDAQ). There will be a NCDAQ staffer present at the meeting to answer any questions. At the request of the Board, the petitioner’s representative Cindee Wolf with Design Solutions, reported that the petitioner cannot apply for the air quality permit until the special use permit is approved by the Board. Regular Item 12. Public Hearing. Rezoning Request (Z-958, 4/16) – Request by Brock Ventures Inc., Applicant, on Behalf of the Property Owner, Lawrence Lawson Heirs, to Rezone 6.9 Acres Located at the 4700 block of Carolina Beach Road from (CUD) B-1, Conditional Business District, and R-15, Residential District, to (CUD) R-10, Conditional Use Residential District, and for a Special Use Permit in Order to Develop a High Density Development Consisting of 80 Apartment Units. Director O’Keefe reported that there were concerns expressed by Belle Meade residents about the ongoing struggle to reduce speed in the community. The community is connected by the road where the proposed project will be located. Belle Meade installed speed bumps that emergency vehicles could not safely drive over and as such the County requested that the speed bumps be removed. The County has worked with the community in designing speed bumps acceptable to NCDOT. The road is built to NCDOT standards but other roads at either end are not NCDOT roads. Hope is that those roads will be taken by NCDOT in the near future since a portion of the proposed Belle Meade development has been annexed into the City of Wilmington.
