\y'footprint of this area and your Elevation certificate shows this level of this area at 15.1 Ft (NAVD 88) and the
present VE Flood zone is 15 ft (NAVD 88).
3) Please keep in mind that that the less depreciated building value on the recent appraisal was I believe to be
5315,743.00 and 50% on this is 5157,871.50 so if the cost of the proposed project goes over than the entire
house would need to be elevated to the present VE flood zone + the 2 ft Freeboard to the Lowest Horizontal
Structural Member.

I am not aware of any variances that have been granted frorn the freeboard requirements. FEMA aud the NC
Floodplain Mapping Program highly discourage vadances frorn the flood ordinance as they rnay have the
potential to affect our status in the NFIP as well as our CRS rating.
What are the exceptional circumstances that are leading to the variance request? Also, what flood zonelBFE is
the site designated with on the new maps?
I am out of the office for the remainder of the week and we can discuss in more detail next week. For more
detailed infon-natiorl on t,ariances fiom the flood code see Arlicle 4 Section E of the code.

In your situation you are looking at adding a porch in the VE flood zone, that wi'll not be substantial
improvement, and the (Base flood Elevation is 15 FT) and the Elevation Certificate that you have shows to the
(Lowest Horizontal Structural Member as l5.l ),Presently is you are required to meet the (BFE of 15 ft + 2 ft
Freeboard but you will not meet this so this is why you are asking for a variance.
The NHC tax records show that the house was built in 1981 .

Thank you for meeting with us. As we discussed, there are some compliance issues that need to be corrected on the
home simultaneous to the renovation that is proposed. Based on the information that we are able to obtain, it appears
some enclosures were d uring the validity of the effective map at the time (Panel 0104 E, September3, 1992). Thismap
shows that the structure was in an A10 zone with a BFE of 11 ft. Thus, the following will apply:
All enclosures below this reference point need to be flood resistant materials, per the FEMA technical bulletin linked

Flood vents must be installed meeting the guidelines design standards specified in the language below from the Flood
Damage Prevention Ordinance:
Elevated Buildings
. Fully enclosed areas of new constructlon and substantially improved structures, which are below
the lowest floor:
(a)
shall not be designed or used for human
habitation, but shall only be used for
parking of vehicles, building access, or
limited storage of malntenance equipmen
t used in connection with the premises
. Access to the enclosed area shall
be the minimum necessa ry to a llow for parking of vehicles (ga rage door) or limited storaBe of ma intenance
equipment (standard exterior door), or entry to the living area (stairway or elevator). The interior portion of such
enclosed area shall not be finished or partitioned into
separate rooms, except to enclose storage areas;

shall be constructed entirely of flood resistant materials, up to the regulatory flood protection elevation;
(c)
shall include, in Zones A, AO, AE, and X (Future), flood op
enings to a utomatically equa
lize hydrostatic flood forces
on walls by allowing for the entry and exit of floodwaters. To meet this requirement, the openings must either be
certified by a professional engineer
or architect or meet or exceed the
following minimum design criteria;
i)
A minimum of two flood openings on different sides of each enclosed area subject to flooding;

The total net area of all flood openings must be at least one (1) square inch for each square foot of enclosed
area subject to flooding;
iii)
lf a building has more than one enclosed area, each
enclosed area must have flood openings to allow
floodwaters to automatically enter and exit;
iv)
The bottom of all required flood openings shall be no higher than one (1) foot above the adjacent grade;
v)
Flood openings may be equipped with screens, louvers, or other coverings or devices, provided they permit
the automatic flow of floodwaters in both directions; and
vi)
Enclosures made of flexible skirting
are not considered enclosures for regulatory purposes, and, therefore,
do not require flood openings. Masonry or wood underpinnlng, regardless of structural status, is considered
an enclosure and requires flood openings as outlined above.
All electrical, heating, ventilation, plumbing, a/c equipment, and other service facilities that are proposed to be installed
or replaced shall be located at a minimum elevation of 11 ft.
We will be able to issue the applied permit for the remainder of the work, but will not be able to issue a CO on the final
project unless these improvements are made in order to bring the entire structure back into compliance with the
County's Flood Damage Prevention ordinance.
