VAN DER VAART Secretary Enclosed is a fully executed copy of Amendment No. 1 for Contract No. 6487 between the Department of Environmental Quality, formerly the Department of Environment and Natural Resources and New Hanover County for the 2015 Community Waste Reduction and Recycling Grant. This amendment changes the contract end date from June 30, 2016 to December 31, 2016. Invoices or matters regarding work to be performed should be directed to the Contract Administrator Rob Taylor. State of North Carolina I Environmental Quality 1601 Mail Service Center ( Raleigh, North Carolina 27699 -1601 919- 707 -8600 Environmental Quality June 3, 2016 PAT MCCRORY DONALD R, VAN DER VAART AMENDMENT NO.1 AMENDMENT TO CONTRACT NUMBER 6487 BETWEEN NEW HANOVER COUNTY AND THE NORTH CAROLINA DEPARTMENT OF ENVIRONMENTAL QUALITY Whereas, the Department of Environment and Natural Resources was renamed as the Department of Environmental Quality by S.L. 2015 -241, s. 14.30.(c), all references to "the Department of Environment and Natural Resources' or "DENR' shall be read and applied as the Department of Environmental Quality or "DEQ" Pursuant to paragraph two (2) in the Miscellaneous Section of the General Contract Terms and Conditions for Governmental Entities of the original contract document, the clause pertaining to Amendments of Contract Number 64487. The Department of Environmental Quality and the Contractor mutually agree to change the contract end date from June 30, 2016 to December 31, 2016 as described in Attachment A. This is a no -cost time extension to allow the Contractor time to complete the required services under the contract as described in Attachment A which is incorporated as part of this amendment. Pursuant to G.S. 147 -86.59 attachment B Certification of Eligibility is required under the contract which is incorporated as part of this amendment. It is the intent of this amendment to address provisions noted only, and in no way should this amendment be construed to further modify this contract. All other terms and conditions remain the same. Mr. Hance: New Hanover County currently has a 12 -month contract with NCDEQ to promote community recycling by expanding our Construction & Demolition (C&D) recycling program through the purchase of C&D recycling equipment under a contract with the state. We would like to request an extension'to this state grant due to an issue that emerged during the course of Implementing this contract. The reason for the need for an extension Is due to a contractor delay In the construction of a concrete pad and building that will house the C&D equipment Ding purchased under this contract. The C&D equipment has been purchased and is in storage, awaiting the completion of the concrete pad and building. We expect the equipment to be installed by early ,tune, 2416, after which production will commence. We will be in full operation by July, 2416, and will need several months to determine the volume of C&D waste being diverted from the landfill as a result of this expanded C&D Recycling program. We have nothing but positive response to our grant program to expand C &D recycling in our county. New Hanover County has carried out a number of activities to promote this recycling effort and materials recovery effort including implanting a pilot program to accept clean C &D material at no charge. We feel that our program has the public "buy ie needed to sustain itself and we would like to continue with this.
