The entire document, including binding, is 100% recyclable. 5/31/15 14-236 Technical Memorandum – Middle Sound Marketplace New Hanover Co., NC 1 Transportation Analysis for Middle Sound Marketplace, New Hanover Co., NC Technical Memorandum Prepared for Halpern Development Company, LLC May 31, 2015 Introduction The proposed Middle Sound Market Place development is located at the southeast quadrant of intersection of US 17 (Market Street) and SR 1403 (Middle Sound Loop Road) in New Hanover County, North Carolina. As currently planned, this development will consist of 28,000 square feet of retail, 45,600 square feet of supermarket and 1,400 square feet of fast food restaurant with drive-thru and no seating. The site plan proposes using four (4) accesses: one right-in right-out access and one right-in only access on US 17 as well as two (2) full accesses on Middle Sound Loop Road. Figure 1 of the Appendix shows the site plan. DAVENPORT was retained to determine the potential traffic impacts of this development and to identify transportation improvements that may be required to accommodate the impacts of both background traffic and new development traffic. Previously, a transportation impact analysis was completed by DAVENPORT and dated November 14, 2014. The purpose of this memorandum is to provide a revised analysis due to a reduction in land use intensity and to asses any potential queuing issues related to the relocation of the westernmost site access along Middle Sound Loop Road to approximately 520’ east of US 17. The following intersections were included in the study:  US 17 at Lendire Road  US 17 at Middle Sound Loop Road  Lendire Realignment at Existing Access (Bojangles/ Advance Auto access)  US 17 at Proposed Site Access 1  US 17 at Proposed Site Access 2  Middle Sound Loop Road at Proposed Site Access 3  Middle Sound Loop Road at Proposed Site Access 4 The intersections were analyzed during the AM (7-9 AM) and PM (4-6 PM) peaks for the weekday and Saturday peak (10 AM-1 PM) for the following conditions:  2014 Existing Conditions  2016 Future No Build Conditions  2016 Future Build Conditions  2016 Future Build Conditions with Improvements 5/31/15 14-236 Technical Memorandum – Middle Sound Marketplace New Hanover Co., NC 2 Trip Generation and Distribution The proposed land uses for this development are estimated to generate a net of 5,383 daily trips, 271 AM peak hour trips (155 entering, 116 exiting) 497 PM peak hour trips (247 entering, 250 exiting), and 924 Saturday peak hour trips (484 entering, 460 exiting). With the revised land use sizes a trip reduction of approximately 7% is proposed in comparison to the land uses provided in the November 2014 TIA. More information can be found in the Appendix. Site trips for this proposed development were distributed based on the existing traffic patterns and engineering judgment. The trip distribution model is shown in Figure 5A of the Appendix and the directional distributions for site trips are as follows:  35% to and from the south on US 17  30% to and from the north on US 17  15% to and from the east on Middle Sound Loop Road  20% to and from the west on Middle Sound Loop Road The pass-by trip distribution for each scenario are illustrated in Figure 5C of the Appendix. Capacity Analysis The results of the study are discussed by intersection below: US 17 at Lendire Road This unsignalized intersection currently operates at LOS F during the AM peak, LOS E during the PM and Saturday peaks. In 2016 future no build conditions the LOS is expected to remain as the current conditions. With inclusion of site generated traffic along with the rerouting of Lendire traffic, LOS E is expected in the AM, LOS C is expected in the PM peak and LOS D is anticipated during the Saturday peak. As previously discussed, the improvements proposed in TIP U-4751 on Middle Sound Rd will need to be in place in future build conditions in order to provide adequate access to the site. The following is recommended:  Convert to right-in/right-out configuration by installation of a monolithic island on Lendire Road, facilitating the right turn only movements. 5/31/15 14-236 Technical Memorandum – Middle Sound Marketplace New Hanover Co., NC 3 US 17 at Middle Sound Loop Road This signalized intersection currently operates at LOS C during the AM peak, LOS D during the PM peaks and LOS C during Saturday peak. In 2016 future no build conditions the LOS is expected to remain as the current conditions. With the addition of proposed site traffic, LOS D is expected in the AM peak, LOS F in the PM and LOS E in the Saturday peaks. To mitigate the LOS F, the following is recommended:  Construct a channelized northbound right turn lane along NC 17 with full width up to Site Access 2.  Construct a channelized westbound right turn lane along Middle Sound Loop Road as proposed in U-4751.  Extend dual westbound left turn lane storage to accommodate full width storage to Site Access 3 intersection.  It is recommended that routine signal timing programing be performed to accommodate future traffic. With these improvements in place, LOS D is anticipated in the AM, LOS E is expected in the PM peak and LOS D expected in the Saturday peak. Middle Sound Loop Road Extension at Bojangles Access This unsignalized intersection currently operates at LOS A during the AM, PM and Saturday peaks. In 2016 future no build conditions and with addition of proposed site traffic, LOS A is expected to remain. The following is recommended: • Construct a westbound left lane on Middle Sound Loop with 75 feet of storage with appropriate taper. US 17 at Proposed Site Access 1 In 2016 future build out conditions, LOS B is expected in the AM peak, LOS F in the PM peak and LOS E in the Saturday peak. Based on projected volumes turn lanes are warranted. The following is recommended:  Construct a northbound through lane on US 17 with 100 feet of storage with appropriate taper. With improvements in place, LOS B is expected in the AM peak, LOS D in the PM peak and LOS C in the Saturday peak 5/31/15 14-236 Technical Memorandum – Middle Sound Marketplace New Hanover Co., NC 4 US 17 at Proposed Site Access 2 Per comments received by NCDOT regarding the site plan, this proposed access location was analyzed as a right-in only in future build models. Given this entry only configuration, vehicles did not experience delay due to the free flow entrance into the site. Middle Sound Loop Road at Proposed Site Access 3 This proposed site access was analyzed as a full movement access located along Middle Sound Loop Road. In 2016 future build out conditions, LOS C is expected in the AM peak, LOS F in the PM and Saturday peaks. The following is recommended:  Construct an eastbound right turn lane on Middle Sound Loop Road with 200 feet of storage with appropriate taper.  Construct a westbound left turn lane on Middle Sound Loop Road with 100 feet of storage with appropriate taper.  Construct separate left and right turn lanes along Site Access 3 for exiting site traffic. With the recommended improvements in place, this intersection is anticipated to operate at LOS B in the AM peak and LOS C during the PM and Saturday peaks. Middle Sound Loop Road at Proposed Site Access 4 In 2016 future build out conditions, LOS C is expected in the AM, PM peak and Saturday peaks. Based on projected volumes turn lanes are warranted. The following is recommended:  Construct separate left and right turn lanes along Site Access 4 for exiting site traffic. With improvements in place LOS B is expected in the AM, PM peak and Saturday peaks. The recommended improvements are illustrated in Figure 9 of the Appendix. As shown in the site plan, the proposed access is to be located approximately 520’ south of the stop bar location of Middle Sound’s intersection with US 17. Below is the table of the 95th percentile queuing summary of the westbound left turn along Middle Sound Loop Road at US 17. More information can be found in the Appendix. With the revised land use sizes from the previously completed TIA, trip generation for this proposed development was reduced by approximately 7%. The capacity and queuing analyses reveal that a full movement access at Site Access 3 can be provided at the location proposed in the site plan without witnessing queues extending past the proposed location. In conclusion, this analysis has been conducted based on NCDOT standards and has determined the potential traffic impacts of this development. With the build-out of the site, the analysis indicates there will be adequate capacity to accommodate future traffic along this roadway network. Table 3 below summarizes the recommended improvements related to this development.
