The grant award amount of $78,000 will be used for the Coastal Horizons Center's Homebuilders Family Preservation program, which provides Intensive Family Preservation Services for New Hanover County youth returning home from out of home placement. The County will act as the applicant agency, however there is no County match required. A program description and accomplishments are attached. Board of Commissioners - July 11, 2016 ITEM: 5 Alternatives to Commitment: Intensive Family Preservation Services Coastal Horizons Center, Inc. June 30, 2016 Program Description: Coastal Horizons Center, Inc. provides Intensive Family Preservation Services for New Hanover County youth returning home from out of home placement. The majority of youth served are transitioning home from a Youth Development Center. This Home -Based Family Counseling model is funded by the state's Alternative to Commitment Funding and monitored by the local Juvenile Crime Prevention Council. This model developed by the Institute for Family Development is more commonly known as the Homebuilders Model, and has repeated national longitudinal studies supporting its efficacy. In close partnership with the Division of Juvenile Justice Court Counselors, the IFPS specialist provides wrap around and concrete supports primarily in the youth's home for all members of the family. Ultimately, the purpose of the services is to prevent the youth's return to the YDC or another institution. However, the structure of the services provides a wide array of concrete supports for the whole family intended to increase their resiliency and build protective factors in their home for the well -being of all family members. This family- centered preservation program engages the family in an evidenced based model designed to equip families with critical daily living skills, to connect them with vital community resources, and to support them through challenging times and circumstances. Youth are referred by the New Hanover County Division of Juvenile Justice (DJJ). The IFPS specialist attends a Post Release Meeting where a transition plan is established for the youth. The specialist serves no more than two families at a time and spends 50% or more of their time with the family in their home. Services are provided over a 4 -6 week period, providing at least 40 hours of direct care. The youth, along with his or her family, participates in the establishment of a Person Centered Plan that outlines the goals and objectives to be addressed. The specialist is available to the family 24 hours a day for 7 days a week to assists with crisis situations as needed. Flex funds of approximately $300 per family are utilized to lessen their crisis and support the youth's transition home. Statistics: • This first year Coastal Horizons has served 13 youth of the 18 permitted. • 12 males - 1 female • 11 Minority- 2 Caucasian • All were between the ages of 14 and 17 upon admission • 2 recidivisms occurred — both clients completed their involvement with IFPS but were returned to YDC within the weeks or months that followed due to new charges. • 1 disruption occurred as the youth was readmitted to a mental health facility due to his Substance Abuse Board of Commissioners - July 11, 2016 ITEM: 5 - 1 - 1 Alternatives to Commitment: Intensive Family Preservation Services Coastal Horizons Center, Inc. June 30, 2016 • 2 clients graduated from high schools after returning home. • 1 client graduated from high school while at YDC and had begun online college courses. Upon his return to the community he faced barriers to staying on track with his college courses. He is now enrolled with Cape Fear Community College • 3 of the youth participants secured employment while in the program • 1 attended a youth summit as a part of his involvement with LINC Lite Accomplishments: To initiate this first year of ATC IFPS services, meetings were held with the local DJJ office in July. The first client was referred that month. The partnership with DJJ continues to progress and a newly established Reentry Advisory Group lead by Don Jordan, Court Counselor for NHDJJ, has emerged. This focus group has created seamless referral processes and a collaborative spirit to assure more effective and efficient services for youth and their families. IFPS is a critical partner of the advisory group along with representatives from AMI Kids Family Services, EDSI Workforce Development, LINC Lite manhood, and New Hanover County Schools. Members of the team toured the reopening of the Edgecombe Youth Development Center in Rocky Mount, NC on April 14, 2016. The visit affirmed for the group that our goals, objectives, and partnerships align well with the revisions /vision of the YDC reforms. In Closing: Coastal Horizons Center, Inc is appreciative of New Hanover County allowing this funding to be a pass through for the $78,000 state dollars. Our local and regional Juvenile Justice staff continue to utilize this program as it meets the needs of previous service gap for some our most vulnerable youth and families. Through experiential learning, connecting the family to community supports, and promoting family competence, the specialist assists the youth and his family in establishing a safe environment as well as opportunities for personal growth. Emphasis on the youth is prioritized. However, the focus on the whole family increases their opportunities for a positive and productive return to the community. Board of Commissioners - July 11, 2016 ITEM: 6 NEW HANOVER COUNTY BOARD OF COMMISSIONERS REQUEST FOR BOARD ACTION MEETING DATE: July 11, 2016 REGULAR DEPARTMENT: IT PRESENTER(S): Leslie Chaney, Chief Information Officer CONTACT(S): Leslie Chaney SUBJECT: Consideration of Award of Contract to Milestone Communications for the Development and Management of Wireless Telecommunications Facilities in New Hanover County BRIEF SUMMARY: On March 18, 2016, the County released a Request for Proposals (RFP) soliciting proposals from qualified firms to market, develop, and manage wireless telecommunications facilities on sites owned by the County for the purposes of centrally managing the expansion of telecommunications on County properties and creating a potential revenue stream for the County. On April 22, 2016, the following firms submitted proposals in response to the County's solicitation: • Crown Castle* • Milestone Communications* • Wireless Edge Towers* • On Target Acquisitions All proposals were evaluated and scored by a committee using the criteria outlined in the RFP. Three firms emerged as finalists as noted above with asterisks and were invited to deliver presentations before the evaluation committee. A copy of the scoring averages is attached. On May 11, 13, and 16, firms were given 90 minutes to discuss the following four topics before the evaluation committee: • Why you believe your firm to be the most qualified • The firms community involvement efforts • At least two of the firm's most successful projects • Some of the firm's long -term customers and partnerships Following the presentations, the evaluation committee ranked the firms and unanimously selected Milestone Communications as the successful firm for award of contract. A copy of the presentation rankings is attached. The sole compensation to the successful firm will be payments it negotiates and receives from third parties for the use of the telecommunication facilities it constructs on County property. The term of this Agreement shall be ten (10) years with up to three (3) five (5) year extension options. In addition to the previously validated chapters, the plan includes an implementation chapter, prologue and appendix. Chapter 5, Building the Future, is the implementation section of the plan. Careful consideration has been given to this section of the plan to ensure consistency with the adopted Strategic Plan; alignment with the capital improvement plan and the New Hanover County budget process; cross departmental coordination; and guidelines for the update to the zoning ordinance. A two- pronged approach to successful implementation includes implementation initiatives (projects) and implementation guidelines (framework for the new zoning ordinance). The County's current comprehensive plan update will chart the county's growth for the next 20 years. I want to help it become an inspiring and equitable blueprint for us all, to get it adopted promptly, and then to translate it into an effective and fair revised zoning ordinance. My father's family was from Wilmington, and I have been in and out of New Hanover County my whole life. I grew up part of the time here, am a proud graduate of New Hanover High School, and have lived here most recently since 2006. My husband and I have two grown sons. I hold a master's degree in City and Regional Planning from UNC -CH and worked as a city planner for the City of Greensboro (less than a year), the City of High Point for 4 years, and the Winston - Salem /Forsyth County Planning Board for 6 years. I also worked part-time for the City of Plano, TX for about a year. Most of my work has been in long -range transportation and land use planning. I held certification with the American Institute of Certified Planners from 1979 to 2010. The rest of my "working career" has consisted of extensive volunteer work in public schools, Meals on Wheels in Pennsylvania and Texas, and a variety of church jobs including serving as an ordained officer in three Presbyterian churches. Regarding the Planning Board's current work on Plan 1VHC. Charting the Course, I am serving on the "Livable Built Environment" and "Harmony with Nature" focus groups. I have also read the Pathways to Prosperity report by Garner Economics, and find some of their recommendations intriguing and quite "doable." I can bring professional expertise, historical perspective, geographic balance, and good listening skills to the New Hanover County Planning Board. I have had a good deal of practice in disagreeing without being disagreeable. I know that there is usually more than one way to help people do what they want to do or need to do.
