Adoption of a Resolution Approving the Sole Source Award for the Purchase of Emergency Police
Dispatch Software to Priority Dispatch in the Amount of 5293,715
BRIEF SUMMARY:
New Hanover County Emergency Management/911 is working towards becoming a Center of
Excellence. Currently, the department uses two of the three software programs offered by Priority Dispatch
and recommended by International Academy of Emergency Dispatch (IAED). IAED is a standard - setting,
research -based nonprofit organization that oversees the creation, development, and updates to the emergency
protocol disciplines (Medical, Fire, Police, and Emergency Communication Nurse System). It also provides
the curriculum and standards for calltaker /dispatcher certification in each of the protocols.
The software currently used by the department includes Emergency Medical Dispatch (EMD) and
Emergency Fire Dispatch (EFD). The department is requesting to purchase the third piece of software called
Emergency Police Dispatch (EPD). This enhancement will meet the functional and operational specifications
necessary to apply for a Center of Excellence while giving continued, consistent, reliable county -wide
service to all law enforcement agencies served.
This additional software will also enable the department to reduce training time for new hires, which will
allow quicker transition from call taker to dispatcher. This will reduce stress of call taking, policy recall and
call processing, which will assist in the attrition rate of telecommunicators. Having this application will also
aid in unit safety for law enforcement on all types of calls processed through the center, reducing liability for
the county as a whole. Additionally, this software will help to reduce incorrect call coding, increasing call
processing times and ensures telecommunicators are asking all the appropriate questions on all law
enforcement calls. The addition of this software will provide the last step necessary to apply for accreditation
as a Center of Excellence.
General Statute 143- 129(e) (6) provides that purchases of apparatus, supplies, materials or equipment are
exempt from bidding when:
A. performance or price competition for a product is not available;
B. a needed product is available from only one source of supply; or
C. standardization or compatibility is the overriding consideration.
Standardization and compatibility are the overriding factors being considered as justification to award this
purchase to Priority Dispatch who has submitted a quote of $293,715 for this project. Funding for this project
was included in the Adopted FYI 6-17 Budget.

RESOLUTION
EXCEPTION TO COMPETITIVE BIDDING REQUIREMENTS
WHEREAS, New Hanover County Emergency Management/911 is working towards becoming a
Center of Excellence and currently uses 2 of the 3 software programs offered by Priority Dispatch

County approves the purchase of the Emergency Dispatch Software in the amount of $293,715
from Priority Dispatch as sole source vendor in accordance with the sole source provisions
outlined in GS 143- 129(e)(6).

Approval of an Application for the Waiver of Landfill Tipping Fees for the 2016 Cape Fear Fair and
Expo
BRIEF SUMMARY:
The Environmental Management Department has received an application from the 2016 Cape Fear Fair and
Expo for waiver of landfill tipping fees. The event will be held October 30 - November 8, 2016, and is
estimated to generate up to 45 tons of waste, resulting in the waiver of approximately $2,250 in tipping fee
revenues. The tonnage requested to be included with this request is equivalent to disposal representing less
than one (1) hour of one (1) day of airspace capacity on an annual basis. The waste will be transported by
Coastal Ladies Carting (Pink Trash) and Rent -A -John.
The landfill has waived a total of $53,406 in tipping fees (1,068 tons) for the current fiscal year through the
end of July, from all sources.
The Environmental Management Director recommends approval of the waiver request, with a maximum cap
of 45 tons eligible for the fee waiver for the duration of the event.

Approval of Ten Donations for Accession into the Museum's Permanent Collection
BRIEF SUMMARY:
The Museum collects objects pertaining to the history, science, and cultures of the Lower Cape Fear region.
Submitted for approval are ten donations to be added to the Museum's permanent collection. Donations are
carefully documented. The Curator reviews each item's provenance, condition, relevance to the collection,
potential for exhibition, and room required for storage. A report on each object is reviewed carefully by the
Director and Collections Committee. The objects presented have passed this scrutiny and were approved at
the Museum Advisory Board meeting of July 20, 2016.
Each item offered has a special story to preserve. From locally - filmed movies, local schools and Girl Scout
activities, to an early 20th C. dough bowl, the objects document 300 years of the region's stories.

Acceptance of a $51,000 Donation from the Tony Hawk Foundation for the Ogden Skatepark Bowl
Construction
BRIEF SUMMARY:
The Tony Hawk Foundation seeks to foster lasting improvements in society, with an emphasis on supporting
and empowering youth. Through special events, grants, and technical assistance, the Foundation supports
recreational programs focusing on the creation of public skateboard parks. The Foundation favors programs
that clearly demonstrate that funds received will produce tangible, ongoing, positive results. Grant
applications like ours that demonstrate a strong grassroots commitment to the project, particularly in the form
of fundraising by local skateboarders and other community groups receive funding. The Tony Hawk
Foundation previously awarded New Hanover County $25,000 towards the Ogden Skatepark. The
foundation has offered us an additional $51,000 to modify the original pool bowl to make it a professional
level competition bowl with a viewing area to provide an east coast "Tony Hawk signature bowl "allowing
Ogden Skatepark to host national tournaments like the Get Rad for Ray charity event.
Hawk and friends have organized the Get Rad for Ray charity event to celebrate the life and legacy of one of
skateboarding's all-time greats, Ray Underhill. A Wilmington, North Carolina native, Underhill was a
member of the infamous Bones Brigade squad of the 1980s, a teammate of Hawk's, and known for his

Section 2: Explanation
BA 17 -002 accepts a $51,000 donation from the Tony Hawk Foundation via the Parks Conservancy of New
Hanover County for the Ogden Skatepark. The $51,000 will be used to modify the original bowl to make it
a professional level competition bowl with a viewing area. This will provide the east coast with a "Tony
Hawk signature bowl' allowing Ogden Skatepark to host national tournaments like the "Get Rad for Ray"
charitv event.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.

The NHRMC Board of Trustees approved a new trustee certification program on June 28, 2016, and
recommended that members obtain trustee certification to stay up to date on the ever changing health care
issues. With the complexity of health issues and the amount of time needed to perform the duties of the
trustee, the Board also approved trustee compensation. The North Carolina General Statutes grant the right to
the governing body of a municipality (county) to establish the compensation for the hospital's governing
authority.

As you are aware, the healthcare industry is increasingly complex and in recent years has required an increasing
amount of time and focused education on the part of the NHRMC Board of trustees to properly carry out board
duties.
The board introduced and approved a new trustee certification program, which unanimously passed at the board's
6/28/16 meeting. This certification being a recommendation, not a requirement, is a program to encourage continuing
education opportunities for trustees to stay up to date on the ever changing health care issues which affect NHRMC
and our patients.
With the introduction of the Trustee Certification program, a majority of the board members passed a motion to move
forward on the issue of trustee compensation at the 6/28/16 meeting, In the amount of $200 a month, and upon
reaching certification hours each fiscal year that amount would change to $400 a month, plus an additional $100 a
month for the Chairman of the Board.
The hospital's legal counsel, as well as consultants, in a review of market practices, have thoroughly reviewed this
issue, and have suggested that NHRMC obtain an independent approval as to the reasonableness of this suggested
stlpend. A review of other boards and commissions indicate that this amount is in line with the compensation of other
boards in our community, such as the ABC board, Airport Authority, Cape Fear Public Utility, etc.
Although neither the NHRMC Bylaws, nor general statutes, require the NHC Commissioners approval of the
compensation,, the North Cartilina, General- Statutes grant the'right to'"the governing body of a municipality" (defined
to include a county) establish the compensation for the hospital's "governing authority" (i.e. the NHRMC board of
trustees). Therefore, it is suggested that the Commissioners, as the appointing body, pass a resolution regarding the
compensation for the Hospital Board of Trustees in the amounts set out above.

PROSTATE CANCER AWARENESS MONTH PROCLAMATION
WHEREAS, the Wilmington Prostate Cancer Support Group, a Chapter of Us TOO
International, requests that New Hanover County designate September 2016 as Prostate Cancer
Awareness Month; and
WHEREAS, prostate cancer affects one in six men in their lifetimes, resulting in about 28,000
deaths annually. Except for skin cancer, it is the most common cancer among men. Awareness,
screening and early detection are the best ways to turn this cancer from an occasional acute
deadly disease into a chronic disease managed long -term with minimal disability; and
WHEREAS, the Wilmington Prostate Cancer Support Group is a federal and state non - profit
that has served hundreds of men and their families in this area for 20 years. Its parent
organization, Us TOO International, is observing its 26th anniversary this year as a world -wide
support organization with over 300 chapters. The local chapter holds monthly meetings for men
who have been newly diagnosed, long -time survivors and those struggling with the advanced
disease by distributing educational materials, videos and providing speakers on the topic; and
WHEREAS, designating September as Prostate Cancer Awareness Month in New Hanover
County will raise awareness among local men and encourage them to seek professional answers
to their questions regarding prostate cancer.

WHEREAS, little is known about ovarian cancer and more research is needed to develop
prevention strategies, early detection tools, better therapies, and cures; and
WHEREAS, women survive longer than five years if Ovarian Cancer is detected and treated
properly before it has spread beyond the ovaries; and
WHEREAS, September is Ovarian Cancer month and the color is TEAL, wear your teal to show
you know the signs and symptoms of ovarian cancer; and
WHEREAS, women's lives will be saved by raising public awareness about ovarian cancer and
educating doctors and women about the symptoms; and
WHEREAS, fundraising efforts are being made in our community to support ovarian cancer
research. The She Rocks Luncheon is scheduled for September 7, 2016. We encourage all local
businesses to become involved, attend the luncheon and help raise funds for research.

Dr. Kim Thrasher Horne will introduce Phillip Tarte, New Hanover County's new Health Director, to the
Board of Commissioners and the community.
The following information from a Board of Health Press Release includes information about Mr. Tarte's
experience:
"New Hanover County welcomes Phillip Tarte, MPH to the position of Health Director. Mr. Tarte served a
nine -year term as Public Health Director for Union County, NC, the eighth most populous county in North
Carolina, and he brings over 21 years of experience working with local and state health programs.
"Having interviewed extremely qualified candidates from our applicant pool, I am excited that the New
Hanover County Board of Health made a unanimous decision to hire Mr. Tarte," said Board Chair Dr. Kim
Thrasher Horne. Originally from Columbus County, NC, Mr. Tarte received his Bachelor's degree from
UNC- Charlotte before obtaining a Master's degree in Healthcare Administration from UNC- Chapel Hill.
While employed with Union County, Mr. Tarte was responsible for leading a staff of 120 health care
professionals and managing a budget of nearly $11.6 million. His community involvement includes serving
as an existing board member for both the NC Department of Agriculture's Pesticide Advisory Board and NC
Institute of Medicine. He is the current chair of the Union County Transportation Advisory Board, and
former chair and current board member of Hospice of Union County. He will use his expertise to assume the
position that has been held by David Rice for over 18 years, who retired effective July 1."
Mr. Tarte began employment as Health Director on July 19.

Consideration of Appointment of Tax Assessor (Tax Administrator) and Tax Collector (Collector of
Revenue)
BRIEF SUMMARY:
The County Manager recommends appointments and terms for Tax Administrator, Tax Assessor, and
Collector of Revenue for New Hanover County; the current appointments expire in August 2016.
NCGS 105 -294 authorizes the board of county commissioners of each county to appoint a county assessor to
serve a term of not less than two nor more than four years. In New Hanover County the position is called Tax
Administrator.
NCGS 105 -349 authorizes the governing body of each county to appoint a tax collector to serve a term to be
determined by the appointing body. In New Hanover County this position is called Collector of Revenue. It
is also recommended the Board charge the collector with the 2016 levy.
The County Manager recommends Allison Snell be appointed as Tax Assessor and Collector of Revenue,
and carry the functional title of Tax Administrator, for a 4 -year term effective September 1, 2016 thru August
31, 2020.

Allison Snell
Assistant Tax Administrator
Allison Snell has served as New Hanover County's Assistant Tax Administrator since
April of 2014.
In her role, Ms. Snell has been involved in all aspects of the department. Under her
leadership, operations of the tax collection process have improved increasing collection
rates to the current collection rate of 99.05 %. She has facilitated bringing more
efficiency to the department, improving communications and collaboration.
Prior to joining New Hanover County, Snell spent nine and a half years with the Tyrrell
County Tax Department, serving as Tax Administrator for the final five years.
Snell is certified in North Carolina as a Tax Collector and a Tax Assessor. She attended
Pitt Community College and currently serves at the Secretary of the North Carolina Tax
Collectors' Association.

Number of Members: 15 voting members: 5 ex- officio members and 10 members appointed by
the Board of County Commissioners. The five ex- officio members are the Chairman of the Board
of County Commissioners, the Mayor of the City of Wilmington, and the Mayors of the Beach
towns or whomever they appoint by each elected body. The other ten members are in the
following categories and must have experience in promoting travel and tourism:
a. Owner /manager of a hotel of 150 rooms or more in the Town of Wrightsville Beach
b. Owner /manager of a hotel in the Town of Carolina Beach
c. Owner /manager of a hotel in the Town of Kure Beach
d. Owner /manager of a hotel of 150 rooms or more in the City of Wilmington
e. Owner /manager of a hotel of fewer than 150 rooms in the City of Wilmington
f. Owner /manager of a bed and breakfast facility
g. Owner /manager of company that manages and rents more than 100 vacation rental
properties
h. Representative of a tourism attraction
i. Representative of the Wilmington Chamber of Commerce
j. Owner /manager of a restaurant business
Term of Office: 3 -years with no one serving more than two consecutive full terms (excluding
Chairman of Commissioners and Mayors).
Regular Meetings: Fourth or Fifth Wednesday of every other month at 5:30 p.m. at various
locations in the county.
Statute or cause creating Bureau: On October 3, 2002, through House Bill 1707, the North
Carolina General Assembly directed that the New Hanover County Board of Commissioners
designate the Cape Fear Coast Convention and Visitors Bureau as a Tourism Development
Authority (TDA) to promote travel, tourism, and conventions in New Hanover County, and to
administer related tourism expenditures. The TDA shall take effect and come into creation on
January 1, 2003, with all those powers, rights and duties set forth in House Bill 1707, Session
2001. The Authority shall hereinafter be known and operated as the New Hanover County
Tourism Development Authority d.b.a. Cape Fear Coast Convention and Visitors Bureau.
