NEW HANOVER COUNTY BOARD OF COMMISSIONERS
RESOLUTION
EXCEPTION TO COMPETITIVE BIDDING REQUIREMENTS
WHEREAS, New Hanover County Emergency Management /911 is working towards becoming a
Center of Excellence and currently uses 2 of the 3 software programs offered by Priority Dispatch
which includes Emergency Medical Dispatch (EMD) and Emergency Fire Dispatch (EFD); and
WHEREAS, the purchase of the third piece of software called Emergency Police Dispatch (EPD)
will meet the functional and operational specifications necessary to apply for a Center of Excellence
while giving continued, consistent, reliable county -wide service to all law enforcement agencies
served; and
WHEREAS, General Statutes 143- 129(e) (6) provides that purchases of apparatus, supplies,
materials or equipment are exempt from bidding when:
A. performance or price competition for a product is not available
B. a needed product is available from only one source of supply
C. standardization or compatibility is the overriding consideration; and
WHEREAS, this exception to the bidding requirements referred to as "Sole Source" must be
approved by the Board prior to purchase;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners of New Hanover
County approves the purchase of the Emergency Dispatch Software in the amount of $293,715
from Priority Dispatch as sole source vendor in accordance with the sole source provisions
outlined in GS 143- 129(e)(6).

BA 17 -002 accepts a $51,000 donation from the Tony Hawk Foundation via the Parks Conservancy of
New Hanover County for the Ogden Skatepark. The $51,000 will be used to modify the original bowl to
make it a professional level competition bowl with a viewing area. This will provide the east coast with a
"Tony Hawk signature bowl" allowing Ogden Skatepark to host national tournaments like the "Get Rad
for Rad' charity event.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New Hanover
County, North Carolina, that the Ordinance for Budget Amendment 17 -002 amending the annual budget
ordinance for the fiscal year ending June 30, 2017, is adopted.

DONATION OF VEHICLES TO CAPE FEAR COMMUNITY COLLEGE
WHEREAS, the Sheriffs Office has two (2) Ford Crown Vics that they would like to donate to
Cape Fear Community College to be used in the college's Basic Law Enforcement Training program
and the vehicles are detailed below; and

WHEREAS, pursuant to North Carolina General Statutes (NCGS) 160A -280, the County may
donate to another governmental unit within the United States any personal property, including
supplies, materials, and equipment, that the governing board deems to be surplus, obsolete, or
unused; and
WHEREAS, County staff has posted a public notice of such resolution at least five (5) days prior to
its adoption.
NOW, THEREFORE, BE IT RESOLVED that the New Hanover County Board of
Commissioners declares the vehicles surplus and approves the donation of the two Ford Crown Vics
to Cape Fear Community College to be used in the college's Basic Law Enforcement Training
program and directs County staff to process any required documents to complete the transaction.

NEW HANOVER COUNTY BOARD OF COMMISSIONERS
PROSTATE CANCER AWARENESS MONTH PROCLAMATION
WHEREAS, the Wilmington Prostate Cancer Support Group, a Chapter of Us TOO
International, requests that New Hanover County designate September 2016 as Prostate Cancer
Awareness Month; and
WHEREAS, prostate cancer affects one in six men in their lifetimes, resulting in about 28,000
deaths annually. Except for skin cancer, it is the most common cancer among men. Awareness,
screening and early detection are the best ways to turn this cancer from an occasional acute
deadly disease into a chronic disease managed long -term with minimal disability; and
WHEREAS, the Wilmington Prostate Cancer Support Group is a federal and state non - profit
that has served hundreds of men and their families in this area for 20 years. Its parent
organization, Us TOO International, is observing its 26`h anniversary this year as a world -wide
support organization with over 300 chapters. The local chapter holds monthly meetings for men
who have been newly diagnosed, long -time survivors and those struggling with the advanced
disease by distributing educational materials, videos and providing speakers on the topic; and
WHEREAS, designating September as Prostate Cancer Awareness Month in New Hanover
County will raise awareness among local men and encourage them to seek professional answers
to their questions regarding prostate cancer.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of
Commissioners that September 2016 will be recognized as "Prostate Cancer Awareness Month"
in New Hanover County.

NATIONAL OVARIAN CANCER AWARENESS MONTH
PROCLAMATION
WHEREAS, little is known about ovarian cancer and more research is needed to develop
prevention strategies, early detection tools, better therapies, and cures; and
WHEREAS, women survive longer than five years if Ovarian Cancer is detected and treated
properly before it has spread beyond the ovaries; and
WHEREAS, September is Ovarian Cancer month and the color is TEAL, wear your teal to show
you know the signs and symptoms of ovarian cancer; and
WHEREAS, women's lives will be saved by raising public awareness about ovarian cancer and
educating doctors and women about the symptoms; and
WHEREAS, fundraising efforts are being made in our community to support ovarian cancer
research. The She Rocks Luncheon is scheduled for September 7, 2016. We encourage all local
businesses to become involved, attend the luncheon and help raise funds for research.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of
Commissioners that September 2016 be recognized as "National Ovarian Cancer Awareness
Month" in New Hanover County, and call upon all women and their families in our community
to learn more about ovarian cancer, its symptoms, and available methods that may reduce the
risk of developing it. Knowledge is Power!
