For more than 20 years, the YWCA has set aside one week in October as a "Week Without Violence ". This effort is apart of a global movement to end violence against women and girls with the World YWCA. This year, the focus is on ending gender -based violence which recognizes a spectrum of violence, including but not limited to, intimate partner violence, sexual assault, trafficking, and harassment. The YWCA Lower Cape Fear requests the Board to adopt the attached proclamation. Events will be held the week of October 17 -21, 2016 that are open to the entire community. Board of Commissioners - October 17, 2016 ITEM: 3 NEW HANOVER COUNTY BOARD OF COMMISSIONERS WEEK WITHOUT VIOLENCE PROCLAMATION WHEREAS, gender -based violence impacts the lives of countless women and their families across the United States, with one in four women experiencing domestic violence, one in three young girls experiencing physical, verbal, or emotional abuse, and more than three women murdered by their partners each day in communities across the country; and WHEREAS, 500 women are sexually assaulted each day in the United States, and, out of every 100 cases of rape, 12 lead to an arrest, only nine are prosecuted, and five lead to a felony conviction; and WHEREAS, women and girls often face intersecting and compounding social barriers such as racism, sexism, and economic disparities which impact their ability to access needed supports and services when they experience gender - based violence; and WHEREAS, immigrant women, women of color, and LGBTQ communities face heightened risks of violence and greater barriers to legal remedies and supportive services due to such factors as limited English proficiency, fear of deportation, limited access to higher education and job resources, higher risks of poverty, limited resources for affordable child care, and linguistic, cultural, religious, ethnic, and racial barriers to seeking safety from violence in their homes and communities; and WHEREAS, domestic violence victims lose a total of 8 million days of paid work each year because of the violence they have experienced and are penalized in the workplace when they miss work to go to court, file police reports, seek medical attention, or are harassed or stalked at work by their perpetrators, with upwards of 60 percent of victims losing their jobs due to their abuse; and WHEREAS, women of color experience disproportionate levels of violence and increased barriers in seeking help, with Native Americans experiencing rape or sexual assault at more than double the rate of other groups, up to 55 percent of Asian/Pacific Islander women having reported physical and /or sexual violence by an intimate partner, 48 percent of Latina's having reported increased partner violence since immigrating to the U.S., Black females experiencing intimate partner violence at about 22 times the rate of women of other races, and 60 percent of Black girls experiencing sexual abuse before the age of 18; and WHEREAS, one of every four homeless women is homeless because of violence committed against her, and over 92 percent of homeless mothers have experienced severe physical and /or sexual abuse during their lifetime; and WHEREAS, LGBTQ communities are at heightened risk of gender -based violence, with 44 percent of lesbian women, 61 percent of bisexual women, 26 percent of gay men, and 37 percent of bisexual men having experienced rape, physical violence, and /or stalking by an intimate partner in their lifetime, and over 50 percent of transgender people having experienced sexual violence at some point in their lives; and WHEREAS, the community of Wilmington, North Carolina will work to end the epidemic of gender -based violence and support families. NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of Commissioners that the third week of October be recognized as "YWCA Week Without Violence" in New Hanover County. Many officials have approved low -bid digiti- zation projects that resulted in illegible images. To enhance image quality, conservation is essential. A conservator can remove water- based, synthetic, and pressure sensitive adhe- sives to improve image capture and lengthen the life of the original source. Mold Remediation Contaminated materials resulting from micro - organic growth require treatment in isolation booths. Relative Humidity (RH) refers to the amount of water vapor present in the air. Maintaining a set point of 40 -45% RH is optimal, but costly. The maximum acceptable total RH variation, or operating range, is 5% on either side of this set point. RH should never exceed 55% or drop below 30 %. Temperatures above 75" F and RH higher than 607o encourage rnold and other Bacteria growth within 48 -72 hours. Even slight changes in temperature can double the natural aging rate of paper. In reality, temperature and RH are not consistent in a local courthouse (especially on weekends). After exposure to water, pages adhere to one another when in a Red inks compressed environment. Original binding materials, such as threads and adhesive residues, are carefully removed. Old manuscripts often have protein -based binding adhesives such as fish, bone, or rabbit skin glues. Difficult to remove, the application of steam with specialized equipment can soften the materials. Guillotine cutters are never employed. This is either a local or spot treatment or immersion in a solvent bath. Kofile ensures that its laboratories are equipped to process chemical treatments correctly and safely. An alternative is the local application of solvent or mechanical removal (which is followed by erasing of adhesive residue or application of heat). Previous repairs that cannot be removed safely will remain. Stains are reduced to the greatest extent possible after careful testing. Tape stains are reduced, but most stains are likely permanent. Many stains, such as water stains, are not treated. Other stains are treated either chemically or aqueously depending on the paper and/or ink. Kofile understands that many stain - reducing agents are not safe for iron gall ink. Maximum testing is necessary. When testing determines that a proposed treatment will result in harmful or irreversible consequences, Kofile will contact the client to discuss alternatives or a course of non - action. Repair and Restore Paper Mending torn paper is an art form. It is accomplished with a variety of materials depending on the paper's color, tone, condition, and weight. The length of the tear(s) and the degree of embrittlement or fragmentation are also concerns. Kofile generally mends tears greater than 1/2" if the Document is going to be encapsulated. All of the materials utilized for mending are acid -free and reversible. Japanese paper and ethyl cellulose paste or Crompton tissue are used most often. While visible to the trained eye, it does not distract from the Document. Fragmented edges, foods, tears, cracks, voids, and losses are all mended in this fashion. Mending strips are water cut so the edge of the Japanese paper visually integrates with the Document, without clashing aesthetically or historically with the original_ Other types of Japanese paper used frequently include Zangetsu, Gampi, Tosa Tengujo, Seikushu, and Thin Uda. FilmoplasM may also be used for reinforcement of damaged sheets. Filmoplast0 is a low- temperature, acrylic adhesive that bonds to Japanese Kozo paper. Kofile also constructs our own version of this material with acid -free tissue paper and Rhoplex liquid acrylic adhesive. Deacidification is only performed after careful pH and compatibility testing. Kofile is equipped with multiple custom -built spray exhaust booths. All are routed through an HVAC system for optimum performance. A commercially- prepared buffer solution is applied to both sides of the sheet with compressed air sprayer equipment, see pictured right. The solution is non - flammable and non-- toxic. The active ingredient, magnesium oxide, neutralizes acid and provides an alkaline reserve. This chemical is inert, safe, and does not degrade the sheet. Once the buffer is applied, the paper's pH is slowly altered. After de- acidification, random testing ensures on 8 pH with a deviation of no more than 2 -4 %. Encapsulation In archival encapsulation, the document is free floating inside the envelope. It is not adhered or heat set. Each sheet is encapsulated in a Lay Flat Archival Polyester PocketTm , US Patent #7,943,220 131, 5/17/2011. The Lay Flat Archival Polyester PocketTM is available in custom sizes. Reemay® or spunbond polyester is welded in the pocket to offset the document's thickness and seal out atmospheric pollutants. This allows for a flat book block and reinforces the binding edge for added strength and years of service. Also, should New Hanover County need to access the original sheet, the Pocket would not need to be cut and replaced. Kofile uses SKC SH725 PET polyester. Polyester or Polyethylene Terephtholate (PET) is the most inert, rigid, dimensionally stable (dimstab), and strongest plastic film, otherwise known as MylarQ Type D or Melinex0 516. It is crystal clear, smooth, and has no odor. It will not distort or melt in case of fire. PAGE 26. These funds will be used to purchase tote bags and books, which will be distributed to the children, and tracking charts and program manuals_ Approximately 500 children will be served. No County match is required. BA 17 -017 budgets a grant from SSNHC for the Reach Out and Read program. These funds will be used to purchase books to distribute to children and maintain "literacy rich" areas (brightly colored rooms that are filled with puppets and books) in waiting and exam rooms at local pediatric clinics. Board of Commissioners - October 17, 2016 ITEM: 10 NEW HANOVER COUNTY BOARD OF COMMISSIONERS RESOLUTION Recognizing Public Employees for Their Service During Hurricane Matthew WHEREAS, Hurricane Matthew was approaching New Hanover County as a potential Category 3 storm accompanied by over 10 inches of rain; and WHEREAS, New Hanover County implemented a State of Emergency on October 6, in advance of the storm to allow emergency management officials to access resources immediately; and WHEREAS, New Hanover County activated its Emergency Operations Center on the morning of October 7, and began to open shelters and assist those in need later that day; and WHEREAS, over 500 New Hanover County and other public employees were called in to work shifts in response to the emergency, leaving behind their families and property to assist the community; and WHEREAS, County employees were joined with community partners including law enforcement, emergency services, the American Red Cross, Amateur Radio Emergency Services, volunteers with the Response and Emergency Management Organizations, state and federal agency representatives, representatives from the City of Wilmington, and our local beach communities, to fulfill responsibilities outlined in the New Hanover County Emergency Operations Plan. The goal of this grant is to reduce the rate of teen pregnancy and the transmission of sexually transmitted diseases by providing essential comprehensive sex education (which includes abstinence) through implementation of an evidence -based program model. The three components of this program are: 1) Implementation of Evidence -Based and Effective Programs For Youth in Out -of -Home Care Settings. 2) Use a Trauma Informed Care Approach. An adolescent pregnancy prevention and positive youth development program that works with vulnerable youth should take into account the trauma and mental health needs of many young people who have experienced maltreatment, abuse or exposure to violence. 3) Address Adulthood Preparation which could mean providing resources for and presentations on subjects such educational attainment and employment preparation skills, goal - setting, and stress management. A community focus group consisting of a variety of community members including teens will be convened to review program outcomes and make suggestions for improvements. Submission deadline is October 14, 2016. No matching county funds are required. One existing position will be supported with these funds. Grant funds previously supporting this position may be limited in future years and therefore this new funding source is being sought. The space currently houses the Health Department's main administrative building and clinic as well as a mental health crisis facility. This property is adjacent to NHRMC's main campus which will allow for flexibility in parking and future expansion for the hospital. Under general statute 160A -274, the County has authority to sell this property to NHRMC as a public agency upon such terms and conditions as it deems wise. The County proposes to sell this property to NHRMC for $19 million. The County will use the proceeds from this sale to build a new facility that will house both the Health Department and Department of Social Services. This combined facility will better serve client needs by having both functions in the same location and further pursue the goal of functional collaboration. The new facility would be located on the property where the Department of Social Services is currently located. There is currently $4,037,000 in the Capital Improvement Plan for fiscal year 2019 for Health Building Renovations. These funds can be used toward the construction of the new combined facility. The County is currently working with NHRMC to develop an agreement for the sale of the property and the subsequent lease of the property to the County until the County's new facility is completed. The important objective is to get the subject lots back into private ownership and onto the property tax rolls. The properties have been exempt and off the tax rolls and not subject to City /County taxes for approximately more than ten years.
