2016-09-29 Agenda Review NEW HANOVER COUNTY BOARD OF COMMISSIONERS BOOK 33 AGENDA REVIEW MEETING, SEPTEMBER 29, 2016 PAGE 622 ASSEMBLY The New Hanover County Board of Commissioners met for Agenda Review on Thursday, September 29, 2016 at 4:00 p.m. in the Harrell Conference Room at the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. Members present: Chairman Beth Dawson; Vice-Chairman Jonathan Barfield, Jr.; Commissioner Skip Watkins; and Commissioner Rob Zapple. Commissioner Woody White was absent. Staff present: County Manager Chris Coudriet; County Attorney Wanda Copley; and Deputy Clerk to the Board Kymberleigh G. Crowell. Chairman Dawson called the Agenda Review meeting to order and announced that the purpose of the meeting is to review and discuss the agenda items for the October 3, 2016 Regular Meeting with discussions as noted: Consent Item 2.Approval of Application for Grant Funding Health Programs Administration, HIV Outreach RFA 328 - $100,000 for FY2018. In response to questions, Health Director Phillip Tarte and Deputy Health Director Joshua Swift explained that the County has received funding of approximately $100,000 per year over the past decade. For the upcoming budget year, the State has pooled the money to have all agencies work together in a regional network process to decide how to best allocate funds. The network includes the health department, Columbus and Pender counties, community based organizations such as Coastal Horizons, and Duke Partners in Care. Staff is expecting to see a reduction in funds based on this new process and is looking at other grant opportunities and upcoming budgeting. The department has received the $100,000 for the current fiscal year; this funding is for FY 2017-2018. Consent Item 3. Ratification of Grant Application Submission to the Cape Fear Transportation Authority dba WAVE Transit's Transportation for Elderly Persons and Persons with Disabilities Community Grant Program (Section 5310). In response to questions, Senior Resource Center Director Amber Smith explained that Volunteer Older Citizens Action League (VOCAL) is only for New Hanover County and the grant being applied for to WAVE would only be to serve New Hanover County residents. The money, if awarded, would stay in this County. Pender and Brunswick also have the opportunity to apply as WAVE Transit serves their areas. Consent Item 5. Adoption of Budget Amendments. In response to questions, Chief Strategy and Budget Officer Beth Schrader explained that Budget Amendment 17-012 is being used for grant rollovers. Frequently, grants that are received by the County are either multi-year or received based on the Federal fiscal cycle of November - October time frame. As the County budgets annually, a rollover budget amendment has to be done in order to carry forward all the funds allocated through grants to the next fiscal year. 17-012 reflects all the grants previously approved by this Board and awarded and which have been partially expended. The rollover allows the grants to be fully expended and complete various grant commitments. There are a number of grants tied to the human services portion of 17-012 and they are associated with Title IV-D incentive funds. Title IV-D incentive funds, child support enforcement funds, are treated like a grant. Officer Schrader provided a brief overview of Budget Amendment 17-013 for purchase order rollovers. The expenditures rolling over are for contracts already agreed to and work is already in progress. It is a formality/administrative technical step and are obligations the County is required to pay. The Room Occupancy Tax (ROT) amount of 642,057.49 is Fund 210, which is broken down into primarily two parts, Risk Management Planning and the Shoreline Mapping Project. Regular Item 6. Consideration of Domestic Violence Awareness Month Proclamation . Vice-Chairman Barfield will read the proclamation into the record. Regular Item 7. Consideration of a Resolution Encouraging Regional Cooperation to Support the Wells Fargo Golf Championship Taking Place in New Hanover County in 2017 . Commissioner Zapple will read the resolution into the record. Regular Item 8. Groundwater Public Conversation and Next Steps . In response to questions, Strategy and Policy Coordinator Jennifer Rigby stated that US Geological Survey (USGS) representatives would be making the presentation on Monday. Concerning the project cooperator reference, Coordinator Rigby reported that the contract would only be between New Hanover County and USGS. Regular Item 9. Public Hearing. Special Use Permit (S-631) - Request by Charles Cliff, Applicant, on Behalf of the Property Owners, Mary Cliff and Betty Gmytruk (Life Estate), for a Special Use Permit to Locate a Single-Wide Mobile Home on a 0.84-Acre Parcel Located at 196 Eggert Avenue in Castle Hayne . In response to questions, Current Planner Brad Schuler confirmed that in an RA, Rural Agricultural area a special use permit is required for a single-wide mobile home. A double-wide is allowed by-right. Special use permits for mobile homes do not require the Planning Board to review. There is existing septic on the property and the petitioner will need to work with the Health Department to get the appropriate permits. Staff Update Water Resources Development Act (WRDA). Chief Communications Officer Ruth Smith reported that th Congress passed the Water Resources Development Act (WRDA) on September 28 with tremendous bipartisan support. The legislation provides authorization for coastal storm damage reduction projects and authorizes $5 billion NEW HANOVER COUNTY BOARD OF COMMISSIONERS BOOK 33 AGENDA REVIEW MEETING, SEPTEMBER 29, 2016 PAGE 623 in water projects for the Army Corps of Engineers for additional three years. The extension will allow Carolina Beach another maintenance cycle. The other beach municipalities will also benefit through being able to expedite evaluations for their next project. This is an authorization, not funding, and the Act specifically notes New Hanover County. The New Hanover County language is not in the Senate bill but the hope is that it will be included with support from Congressman Rouzer and Senators Burr and Tillis.
