HomeMy WebLinkAbout02222017 February 22 2017 TRC Agenda PackageTECHNICAL REVIEW COMMITTEE AGENDA FEBRUARY 22, 2017 New Hanover County’s Technical Review Committee (TRC) will meet Wednesday, February 22, 2017 at 2:00 p.m. in the Lucie Harrell Conference Room (Room 601) of the New Hanover County Government Center located at 230 Government Center Drive, Wilmington, NC to review the following: 2:00 p.m. Item 1: Middle Sound Village (EDZD Site Plan) – Request by Intracoastal Engineering for Green Hawk Corporation for TRC to consider preliminary site plan re-approval with Low Impact Development (LID) elements of a 47 single family lot project located in the 600 block of Middle Sound Loop Road, north side. Middle Sound Village History  TRC approved the preliminary site plan and companion LID component in July 2013 for 45 patio units  Preliminary site plans are valid for two (2) years unless a final plat for all or a portion of the project is submitted and approved by the County within the two (2) year time frame. A final plat for a portion of the project was submitted in October, 2016 and is currently under review pending approval. Middle Sound Village Preliminary Re-Approval Request  Current plan displays 44 single family units  Would like to retain option of 47 units as originally approved  Several unit design adjustments have been made to the updated plan  Overall design layout (streets, sidewalks, storm water facilities) have not changed  Impervious coverage has been adjusted to 159,391 sf from 161,338 sf  Several permits have been approved Site Plan Data  Zoning: EDZD (Exception Design Zoning District)  Water Service: Public: (CFPUA)  Sewer Service: Public: (CFPUA)  Units: 44 (with option for 47)  Acreage: 9.93  Transportation Impact: None  Access: Middle Sound Loop Road  Road Designation: Private  Conservation Resources: Small area of Swamp Forest  Comp Plan Future Land Use: General Residential (1-6 units/ac)- adopted 2016 Original Conditions of Approval  LID application approval  No gates or obstructions to private road network unless reviewed by TRC  Three (3) to four (4) significant trees have been identified on site (mitigation pending)  Green building certification Agency Observations (Updated Plan)  Driveway pad/internal access concern  Label sidewalks on plan  CFPUA status report on project  Patios & decks (open space encroachment?)  Walking path material to be used 2:35 p.m. Item 2: The Oaks at Anchors Bend (Discussion Item Only)  Location: 2400 block Middle Sound Loop Road  Acreage: 20.7  Lots: 39  Road Designation: Private  Water/Sewer Service: Public (CFPUA)  Zoning: CZD (Condition Zoning District R-20)
