The Curator reviews each item's provenance, condition, relevance to the collection, potential for exhibition, and room required for storage. A report on each object is reviewed carefully by the Director and Collections Committee. The objects presented have passed this scrutiny and were approved at the Museum Advisory Board meeting of January 18, 2017. This process is a recommended step in effective collections management. The items recommended for deaccession have all been reviewed by the Curator, Director, Collections Committee, and the Museum Advisory Board at their meeting of January 18, 2017. Recommendations for disposition are also provided. Most items are identified for public auction, a procedure which removes the sale from immediate conflict of interest with the Museum. Income earned from items sold at auction goes into a restricted account used to purchase new artifacts for the collection or to conserve objects already in the collection. An object may also be recommended for transfer to another collecting institution. Piedmont Natural Gas's (PNG) Share the Warmth Program assists low income PNG customers in a heating related crisis. Share the Warmth is funded 100 percent with contributions from PNG customers, employees, and corporate donations. Allocations are made only to counties that have PNG residential customers and are determined by PNG based on the number of PNG residential customers in 16 counties. The maximum benefit per eligible household is $200 per state fiscal year. Funds remaining at the end of the state fiscal year are carried forward to the next state fiscal year. BA 17 -048 budgets additional monies received through DSS IV -D incentive payments and will be used to administer the Family Support Program. This program purchases services to assist fathers to become better parents and support their children financially. It works with non - custodial parents referred from Child Support and the New Hanover County Child Support Office and is 100% funded through child support enforcement incentive payments. North Carolina earns incentive payments based on the Child Support Program performance as compared to other states in the nation. No County match required. BA 17 -053 budgets reimbursed funds received from the North Carolina Department of Health and Human Services (NCDHHS) for the IV -E eligible foster children for whom child care funds were paid for service months May, June, and July 2016. Once a quarter the state reviews their records and reimburses the County money spent on IV -E foster children receiving child daycare services. These additional funds will allow the agency to serve an additional 41 children for the remainder of the fiscal year. As of December 31, 2016, there were 299 children on the waiting list. New Hanover County Fire Rescue has an agreement with CFPUA to utilize this property to place the modular residential structure to use as a temporary fire station to house emergency crews and apparatus while the Ogden Fire Station is being demolished and rebuilt. It is estimated that the temporary fire station will be in service from April 2017 to August 2018. Section 3: Documentation of Adoption This ordinance shall be effective upon its adoption. New Hanover County is designated to serve as regional experts on mosquito surveillance and control, and to strengthen those activities in the area. To prepare for the possible arrival of the Zika Virus in North Carolina, and for ongoing challenges of protecting citizens from this and other vector -borne diseases, it is imperative to give front line environmental health professionals the tools to identify and control vector insects in their jurisdictions. Funds will be used for: 1) the purchase of a Buffalo Turbine Sprayer for applying ultra -low volume larvicide, and 2) Clarke Mosquito Control's Natular larvicide AKit for treating water holding containers in residential areas. Net change of this budget amendment will be an increase to the 2016 -2017 budget in the amount of $27,750. No County match is required. BA17 -051 adjusts the FYI 6-17 Adopted Budget to reflect the actual amounts allocated and awarded from the State. These four programs include: Maternal Health, Women's Preventive Health, Epidemiology and Local Brotherism. Funds will be used for operating costs such as materials, medical supplies for programs, staff training and materials for Ebola response. Net change of this budget amendment will be an increase to the 2016 -2017 budget in the amount of $7,050. No County match is required. The planning process will bring together elected officials, planners, emergency management and law enforcement, state and federal agencies to discuss and formulate recommendations regarding use within the proximity of MOTSU. The study will also establish a network to facilitate communication and collaboration to allow efficient response to situations related to uses in and around MOTSU. The US government owns and maintains a large portion of land which serves as a buffer to limit permanent land uses from being established. In addition to potential uses within the buffer zone, the study will examine to what extent compatibility with MOTSU should be considered for uses outside of the federally owned buffer. Funding for the Joint Land Use Study would be provided through a grant from the Department of Defense. DOD would provide 90% of the cost for the study with the remaining 10% coming from either in- kind or cash match or both. The total cost of the study is expected to be between $200,000 and $300,000. In 1993 continuing closures of shellfishing waters in the County led to the initiation of two tidal creek monitoring programs funded separately by the City of Wilmington and New Hanover County. New Hanover County currently contracts with Coastal Planning and Engineering (CP &E) to monitor water quality on seven creeks within the unincorporated area of the County. The creeks monitored include Barnards, Futch, Lords, Motts, Pages, Prince George and Smith Creek. At each monitoring station, water quality samples are collected and analyzed for biological, chemical and physical parameters. The purpose of the monitoring is twofold: 1) to protect public health, and 2) to gauge the overall health of the creek and respond appropriately to declining trends in water quality. To further analyze data, County staff facilitate a quarterly meeting with a Water Quality Task Force to review County data and collaborate on data monitored throughout New Hanover County by partner agencies. The purpose of this presentation is for County staff and CP &E staff to present data from the FY 15 -16 monitoring program as well as trends from past monitoring years. The results of this year's monitoring effort were not significantly different from last year's results. There were no changes between the two monitoring periods for turbidity and Chlorophyll -a. Over the two years, all creeks demonstrated "Good" levels of both parameters. Three creeks, however, decreased their rankings for Enterococcus and Dissolved Oxygen while one creek improved on it's ranking for Dissolved Oxygen between the two sampling periods. Year -to -year variation is common. The only "red flag" highlighted in the report was the change at Barnards Creek over the two -year period where Dissolved Oxygen changed from "Fair" to "Poor" and Enterococcus bacterial changed from "Good" to "Poor ". The cause of these changes has not yet been examined, however, there has been a significant increase in development (land disturbance) in the area which could contribute to this increase. There is only one sampling site in Barnards, so it is hard to tell where, exactly, the poor water quality is stemming from. This would be an area to direct further observation and efforts. The changes identified in the network of creeks that have been monitored over the past 8 years have been within the "noise" of the system for the most part. Some sites will improve from one year to the next while others will diminish. The study is looking at the longer term trends. Fortunately, no new long term trends were identified during this study period. As for specific policies or strategies, the only existing long term issue that has been persistent has been the high levels of bacteria persisting in the Pages Creek watershed in the Bayshore neighborhood. If the bacteria originated from human waste sources (opposed to animal source), the bacteria would be considered to be more problematic due to the pathogenic nature of human waste. As a result of this study, a source tracking study was performed in 2014 and it was determined that there was indeed a human signature to the bacteria that was sampled. As a follow -up to the study, the County and CFPUA explored the integrity of the sewer Board of Commissioners - February 20, 2017 ITEM: 7 infrastructure in proximity to the two sampling stations. These facilities were assessed through smoke -tests and other means. The results showed no compromises to the system. NHC Environmental Health examined their records to determine if any septic tanks that were to have been abandoned in the area after the neighborhood was provided sewer in the 1990's may still be functioning. No failing systems were identified through this effort. If there is indeed an illicit discharge of septic water into the creek, one method would be to obtain infrared images of the watershed (via helicopter or airplane or perhaps drone). The infrared images would highlight the temperature signal of the main water body and any inputs. This would help identify any potential discharge locations that could be investigated further. Board of Commissioners - February 20, 2017 ITEM: 7 NEW HANOVER COUNTY WATER QUALITY MONITORING PROGRAM FINAL REPORT EXECUTIVE SUMMARY This report represents the results of the New Hanover County Water Quality Monitoring Program between July 2015 and June 2016. Nineteen (19) monitoring stations within seven (7) tidal creeks in New Hanover County were monitored on a monthly basis for physical, chemical, and biological parameters of water quality. The results presented in this report are described from a watershed perspective. In order to provide a quick - glance assessment of the water quality within a particular sampling station and watershed, a rating system has been established for a number of parameters. This quantitative system assigns a rating of "GOOD ", "FAIR ", or "POOR" to a sampling station depending on the percentage of samples exceeding the State standard for dissolved oxygen, turbidity, chlorophyll -a, Enterococci, and fecal coliform bacteria. If the recorded value of a parameter exceeds the State standard less than 10% of the times sampled, the station will receive a "GOOD" rating for the parameter. A "FAIR" rating is assigned when a parameter exceeds the State standard 11 -25% of the times sampled. Parameters measured that exceed the State standard more than 25% of the sampling times are given a "POOR" rating. As displayed in the table below, turbidity and chlorophyll -a were determined to be "good" within all watersheds throughout the study period. Dissolved oxygen was deemed to be "good" in Motts Creek, Pages Creek, and Smith Creek while Barnards Creek, Futch Creek, and Lords Creek were all deemed to be "fair ". Prince Georges Creek demonstrated "poor" levels of dissolved oxygen during the study period. Enterococci was problematic within three of these watersheds- Motts Creek, Pages Creek, and Prince Georges Creek. On the other hand, Futch Creek, Barnards Creek, and Lords Creek were deemed "good" for enterococci. In general, dissolved oxygen, turbidity, and chlorophyll -a levels oscillate on a seasonal basis. Water quality, as it relates to these parameters, generally decreases during the warmer months when the water temperatures increase. However, during the cooler months, when the water temperature drops, these parameters improve. Generally speaking, the dissolved oxygen levels within each creek have not changed drastically from year to year. Since 2008, dissolved oxygen levels exceeded the State standard within surface COASTAL PLANNING & ENGINEERING OF NORTH CAROLINA, INC. Board of Commissioners - February 20, 2017 ITEM: 7 - 1 - 1 NEW HANOVER COUNTY WATER QUALITY MONITORING PROGRAM FINAL REPORT samples 38 %, 24 %, 20 %, and 10% of the time within Prince Georges Creek, Pages Creek, Futch Creek, and Motts Creek, respectively. Dissolved oxygen levels were better within Barnards, Smith, and Lords Creek where samples exceeded the dissolved oxygen standard 9 %, 7 %, and 5% of the time, respectively. Enterococci bacteria has been a chronic problem within several of the creeks monitored in this study. Motts Creek, Pages Creek, Barnards Creek, Smith Creek, and Prince Georges Creek have all maintained a relatively high level of bacteria over time. Lords Creek and Futch Creek which, on average, have contained relatively lower bacteria levels compared to the other creeks included within this study. Since June 2008, samples collected within Motts Creek exceeded the State standard for Enterococci 56% of the time while Pages Creek, Barnards Creek, Smith Creek, and Prince Georges Creek exceeded standard 38 %, 37 %, 36 %, and 31% of the time, respectively. Lords Creek and Futch Creek contained the least amount of bacteria with exceedances only 9% and 4% of the time, respectively. Turbidity and chlorophyll -a were not problematic in any creeks. Since July 2008, only 20 exceedances of the chlorophyll -a standard were observed of the 1,775 samples collected. During the same time period, the turbidity standard was only breached eight times in total; four from within Pages Creek, twice in Smith Creek, and once in Prince Georges Creek. Airlie Gardens In addition to the monthly monitoring from within the network of seven tidal creeks, three monitoring sites were established within Airlie Gardens. The results of the monitoring efforts within these locations suggested that dissolved oxygen varied significantly over the 12 -month study within the lake with several instances of extremely low oxygen levels observed at all three sites. The nutrient levels were relatively higher at the sampling location closest to the main storm water runoff input in proximity to the entrance of the gardens at Airlie Road. These levels were consistently lower at the two other sites indicating that the aquatic vegetation in the lake was utilizing the available nutrients in the water column. Board of Commissioners - February 20, 2017 ITEM: 9 Transforming Lives Trillium AAHEALTH R URCES January 30, 2017 County Commissioners, Over the past two fiscal years, the General Assembly has reduced State funding for mental health (MH), substance use disorder (SU), and intellectualidevelopmental disability services (UDD) by $263.7 million and required those reductions to be filled using LME/MCO one time savings. LME/MCOs are subject to the requirements of the Local Government Commission in the Office of the State Treasurer. Among those requirements is that they must maintain at least thirty days which is 8% of cash on hand. This is just prudent business. For the seven LME/MCO's thirty days of cash is $240.7 million dollars. Trillium will have spent nearly $40 million dollars of its own savings replacing state service funding reductions mandated by the General Assembly by June 30, 2017. This has a direct impact on how Trillium Health Resources is managing its reinvestment funds and services for those with intellectual/developmental disabilities. Our unrestricted savings just this fiscal year will be reduced from $18 million to an estimated $3 million at year end. If reductions continue, Trillium will be forced to reduce state funded services and curtail reinvestment projects. State service reductions may Have to include: • Reducing State - funded group homes and other residential services for adults with mental illness and UDD • Reducing State - funded day programming for adults with UDD • Limiting most non- Medicaid consumers to outpatient therapy services only, instead of more effective evidence -based practices. • Reinvestment projects curtailed may have to include: 1. The current formula, which tags the reduction to cash balances as of June 30, 2015, is very unfair to Trillium. • At June 30, 2015, the Trillium cash balance was 15.11 %' of the statewide total, so we received 15.11 % of the $110.8 million reduction for SFY 2015 -2016. • At June 30, 2016, the Trillium cash balance was only 13.13% of the statewide total, but since the formula was not adjusted by the General Assembly, we still received 15.11% of the $152.8 million reduction. This resulted in an additional reduction of $3 million to Trillium. • As of October 31, 2016, Trillium's cash balance was down to 11.61 % of the statewide total, meaning our share of the 2016 -2017 reduction is actually $5.3 million more this year than our "fair share." NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners does hereby request that the North Carolina General Assembly: Maintain full State funding for mental health, developmental disabilities and substance abuse services without further reductions; and • Allow Trillium Health Resources to continue to use its savings to reinvest in enhanced services in our communities rather than having to use that funding to replace State budget reductions; and • Modify the formula by which any future reductions in funding are allocated, if such reductions must be made, to ensure the reduction is fairly distributed statewide. Included is a summary of revenues and expenditures as recorded by the County for the General, Debt Service, Environmental Management, and Fire Services Funds. This information is provided to help keep you abreast of the financial status of the County on a regular basis throughout the fiscal year. Data provided by fund includes: • Actual revenues and expenditures for the previous fiscal years ended June 30, 2016 and June 30, 2015; • Budget revenues and expenditures for the current fiscal year ending June 30, 2017; • Actual revenues and expenditures as of the end of the quarter for select fiscal years; • Percentage of actual revenues /expenditures received /spent for the same period the previous fiscal years; • Percentage of budget revenues /expenditures received /spent for the current fiscal year; and • Graphical comparison of actual amounts as a percent of budget for all fiscal years presented. GENERAL FUND HIGHLIGHTS: For the first half of the fiscal year, general fund revenues collected were $158.5M compared to expenditures of $147.5M. • The bulk of ad valorem taxes are received in November, December and January, as property taxes are not considered late and subject to interest until after January 5, 2017. Collections year to date are approximately 70% of budgeted amounts and are relatively consistent with prior year collections. • Sales taxes are received from the State two and one half months following the month in which they are collected by the vendors across North Carolina. Thus, three months of sales tax has been received through the second quarter. Sales tax for the first half of the year have increased 6.3% from the same time in the prior year. • Operating expenditures are in line with expectations through the first quarter running from 41 % to 47% of annual budgeted amount with the exception of expenditures for Economic & Physical Development, Debt Service and Transfers which are not distributed evenly by month. Rather, expenditures are paid when due. • Beginning in fiscal year 2017, all debt service payments except Environmental Management and Fire Services debt are being made from the debt service fund. DEBT SERVICE FUND HIGHLIGHTS: For the first half of the fiscal year, debt service revenues collected were $48.9M compared to expenditures of $30.2M. • As with the general and fire services fund, the bulk of property taxes are received in November, December and January, as property taxes are not considered late and subject to interest until after January 5, 2017. Collections through the second quarter generated by the 6.9 cent dedicated tax rate was approximately $14.4 million. • Debt service is paid from this fund when those payments come due. ENVIRONMENTAL MANAGEMENT FUND HIGHLIGHTS: For the first half of the fiscal year, environmental management revenues collected were $5.9M compared to expenditures of $7.9M. • Charges for Services are relatively consistent with prior year at $5.6 million collected through the second quarter. • Intergovernmental Revenue is distributed to the County on a lag consistent with sales tax. It is recorded when received and consists of State revenues for tire rebate, white goods disposal, and solid waste disposal funds. Through the first half of the year, the County has received $119k which is consistent with the first half of the prior year. • All budgeted transfers in the Environmental Management fund have been recorded for fiscal year 2017. • Debt service and capital expenses occur when related capital assets are needed and payments are due. FIRE SERVICES FUND HIGHLIGHTS: For the first half of the fiscal year, fire services revenues collected were $6.7M compared to expenditures of $6.8M. • The bulk of ad valorem taxes are received in November, December and January, as property taxes are not considered late and subject to interest until after January 5, 2017. Collections are comparable to prior year and represent 74% of budgeted revenue. • Sales taxes are received from the State two and one half months following the month in which they are collected by the vendors across North Carolina. Thus, three months of sales tax has been received through the second quarter and is slightly lower than what was received at the same time in the prior year. • Intergovernmental revenues budgeted consist of a Homeland Security grant for area search and rescue team equipment. Some equipment has been purchased through the grant funds, but not yet reimbursed to the County. • Long term debt was budgeted for the capital purchase of a new truck. The purchase will not occur in the current fiscal year and thus no proceeds will be received from long term debt. • Operating expenses appear high due to payment to the general fund for interdepartmental services that was transferred in July for the full year. This is consistent with prior year. • Debt service and capital expenses occur when related capital assets are needed and payments are due.
