Meeting Minutes
Chairman Barbour called the Port, Waterway & Beach Commission (PWBC) meeting to order at
~4:00 and introductions were made by each; the meeting’s attendance sheet is attached. New
members were welcomed and urged to participate.
The February 2017 meeting minutes were approved.
Current Efforts:
New Hanover County’s (NHC) Wrightsville Beach (WB) Coastal Storm Damage Reduction
(CSDR) Project:
The group discussed the federal project’s status and the underlying local approach in
preparation for the fiscal year (FY) 2018 WB CSDR maintenance event. The US
Army Corps of Engineers’(USACE) FY18 and/or FY17 workplan budgets are major
decision points effecting next fall’s WB maintenance cycle. In the event the local
authorization is triggered, NHC has initiated development of WB CSDR plans and
specifications. WB’s refined coastal modeling is nearing completion and will be
considered if NHC implements a local FY18 strategy.
The 1986 Water Resources Development Act (WRDA) Section 902 mandated
construction cost limits and the WB CSDR cost limit will be met in the next federal
CSDR implementation. The South Atlantic Wilmington District (SAW) USACE is
proactively initiating post authorization change report (PACR) discussions and
approaches within the USACE echelon as a PACR will be required justifying a
Section 902 construction cost capacity increase. On 30June2016, USACE Head
Quarter’s (HQ) guidance was released implementing Change Control Boards (CCB).
The attached CCB guidance process must be completed/addressed before the PACR
process can be initiated.
Mason Inlet Relocation Project (MIRP)
Marcol Dredging has yet to begin maintenance dredging at the Atlantic Intracoastal
Waterway (AIWW) & Mason Inlet crossing. The sand will be managed in the upland
confined disposal facility 241 located adjacent and north of the Mason Creek and
AIWW crossing.
The one-year post-construction (2016) permit stipulation addressing sand
compaction was met on 24Feb2017. Compliance documentation was provided by
the NC Wildlife Resources Commission (NCWRC) and the US Fish and Wildlife
Service (USFWS) following the onsite assessment.
As mandated by permit and north of WB proper, a 2017 natural resource contract has
been executed for waterbird and seabeach amaranthmonitoring
(Amaranthus pumilus)
including infrastructure maintenance.
Carolina Beach Inlet Permit Modifications
The inshore dredge material management site (IDMMS) permit application and
supporting documents have been transmitted by the USACE to the US Fish and
Wildlife Service (USFWS) and the National Marine Fisheries Service (Habitat
Conservation & Protected Resources). An optimistic timeline would be to have all
permits by mid to late summer. In the interim, the NC Division of Coastal
Management and the Division of Water Resources have placed the IDMMS review
on hold until such time as the federal agencies provide responses.
A minor modification request to extend the placement location of the AIWW and
Carolina Beach Inlet maintenance material south overlapping the CSDR template, is
under review.
Carolina Beach CSDR Project, Beach Renourishment Evaluation Report (BRER).
The SAW has initiated the BRER study with a kickoff meeting at Carolina Beach
th
Town Hall on February 10. SAW’s initial efforts will center on a modified cost
sharing agreement followed by the development of the scope, tasks, fee and schedule.
A non-federal stakeholder share ($25K) will be requested to match the federal
participation for scope development. NHC’s draft Risk Reduction Plan (non-federal
BRER requirement) is in house.
FY16 CB/KB CSDR Maintenance Events
SAW and the dredging contractor Marinex have agreed on the project’s final
accounting. The project’s books have been closed and a non-federal refund of
approximately $1.1M will be returned to NHC and equally shared with the NC
Division of Water Resources and NHC’s room occupancy account.
Carolina Beach Inlet
SAW received $500K Emergency Supplemental Hurricane Matthew operation and
maintenance funding. These federal funds will be expended starting with the 10-day
Merritt maintenance event scheduled in the March/April timeframe. Once these Matthew
funds are used, local/state dollars will resume.

The work has begun, starting at WB.
There was a general discussion of federal timelines and maintenance cycles. Target
milestones include the FY18 budget and FY17 workplan funding for the next WB CSDR
event, WRDA 2018 and revised 15-year BRER start date narrative, FY19 appropriations
for Pleasure Island’s next CSDR event, WRDA 2020 inclusive of the BRER and PACR
authorizations allowing potential appropriations for the FY22 CSDR maintenance cycle for
all three CSDR projects.

The draft final Refined Coastal Modeling Report for WB is anticipated in March.
Non-federal draft final fiscal year (FY)18 CSDR maintenance plans and specifications are
anticipated in April.
Post authorization change report (PACR) discussions and potential change control board (CCB)
applicability are ongoing with the US Army Corps of Engineers (USACE).
Waiting for the federal FY18 budget and the USACE’s FY17 workplan release.

The Division of Water Resources’ and the USACE’s next quarterly inlet dredging meeting is scheduled
for 15March2017 in the NC History Center in New Bern from 10:30 a.m. to 12:00 p.m.; the facility
address is 529 South Front Street, New Bern, NC.
A 10-day Merritt maintenance event is scheduled for March/April.
