TECHNICAL REVIEW COMMITTEE MEETING
MARCH 22, 2017
New Hanover County’s Technical Review Committee (TRC) will meet on Wednesday, March 22, 2017 at
2:00 p.m. in the Lucie Harrell Conference Room (601), New Hanover County Government Center, 230
Government Center Drive, to review the following:
2:00 p.m. Item 1: Cane Garden Village (Performance Plan) – Request by Coastal Site Design
Engineering for Baker Stevens Investments, LLC to consider preliminary site plan approval
of a 38 single family residential development located near the 4400 block of Gordon Road,
north side.

4) All local, State, & Federal mandates as applicable to project.

PC for Dan Hilla to critique a sketch plan located within Bayshore Estates subdivision
between Scorpion Drive and Goldeneye Court, Ogden area.

Existing and occupied home within project boundary to remain.
Tree survey of the project is required.
Project to consist of 35 performance lots and 5 conventional lots. Formal submittal to be one
package.
Wetlands (404) and Conservation Resources (County COD – Swamp Forest) located on-site
have been delineated as displayed on sketch plan.
Recommend pedestrian access easement (10’) from project to Three Oaks apartments to
facilitate access to sidewalks/multi-use path on Market Street.
Unduplicated Subdivision Name along with two (2) cul-de-sacs desired prior to formal
preliminary site plan submission.

The 409 Highgreen Subdivision project is a proposed residential development consisting of
thirty-five (35) single-family lots with the first five (5) lots being developed as conventional and
the remaining lots being developed as performance residential. The project is located in New
Hanover County, Parcel ID# R03600-005-020-001, currently owned by Jabe V. and Shirley L.
Hardee. The developer is Dan Hilla. The project area is approximately 14.07 acres of land.
Wetlands exist on the site.
The project proposes public streets with curb and gutter and a five foot sidewalk on one side of
the street/right-of-way, sanitary sewer and water man extensions, stormwater management to
meet or exceed current County and State requirements, and provide active and passive open
space. There is an existing house on the project site that will remain.
