2017-03-16 Agenda Review NEW HANOVER COUNTY BOARD OF COMMISSIONERS BOOK 33 AGENDA REVIEW MEETING, MARCH 16, 2017 PAGE 713 ASSEMBLY The New Hanover County Board of Commissioners met for Agenda Review on Thursday, March 16, 2017 at 4:00 p.m. in the Harrell Conference Room at the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. Members present: Chairman Woody White; Vice-Chairman Skip Watkins; Commissioner Jonathan Barfield, Jr.; Commissioner Patricia Kusek; and Commissioner Rob Zapple. Staff present: County Manager Chris Coudriet; County Attorney Wanda Copley; and Clerk to the Board Kymberleigh G. Crowell. Chairman White called the Agenda Review meeting to order and announced that the purpose of the meeting is to review and discuss the agenda items for the March 20, 2017 Regular Meeting with discussions as noted: Consent Item 4. Adoption of a Resolution to Dispose of Surplus Property According to Procedures Outlined in North Carolina General Statutes - Chapter 160A Article 12. In response to Board questions, Chief Financial Officer Lisa Wurtzbacher explained that Property Management will be retaining the trash bags that are listed as surplus property. Staff is checking to see if another department can use the printer cartridges before sending them to auction. Property Management is aware of various department needs for furniture and similar items. The listed items that have been in the warehouse for some time and no one within the organization has expressed a need or interest for them. County Manager Coudriet reconfirmed that it is made known within the organization of what is available. It does not mean the items do not have a use elsewhere and there are other disposal options. However, other organizational units also do not necessarily have a need for these items. A brief discussion was held about non-profits and other agencies being able to use the items. If a non-profit makes the County aware of a need, staff can let them know what is available. Consent Item 9. Approval of January 2017 Tax Collection Reports. In response to Board questions, Deputy County Manager Avril Pinder stated that the numbers listed in the brief summary are correct but the verbiage is incorrect. Staff will correct the coversheet. Regular Item 14. Consideration of the Award of Bids for Landfill Cells 2-6 Partial Closure, and the Associated Budget Amendment to Transfer Funds into the Capital Project. Staff will correct the clerical error in the first sentence of the brief summary so that the year reflects 2017. In response to Board questions, Environmental Management Director Joe Suleyman stated that the in-vessel composting unit is currently being built. It will not be delivered until the first or second week of June and usable compost will not be ready for at least 30 days after installation. Mr. Suleyman’s hope is that this partial closure project will be completed by that time. Regular Item 15. Consideration of Hurricane Matthew Hazard Mitigation Grant Program Submittals. In response to Board questions, County Manager Coudriet explained that a stormwater utility is an integrated and maintained system for collecting and managing the stormwater for the unincorporated County. City residents pay a monthly fee to the City of Wilmington for stormwater management. Mr. Coudriet also explained that the proposed Joint Safety Logistics Warehouse and Training Space would be funded by Federal and State funds through the Hazard Mitigation Grant Program (HMGP). Emergency Management Manager Frank Hackett reported there are a couple of different sites being considered but the primary site is near the airport behind the National Weather Service building. It will be a warehouse for the Emergency Management/911, County Fire Rescue and Sheriff’s departments to store logistical equipment, serve as a training space, and be a backup operations center.
