Due to complications with bidders locating the facility on time, no bidder attended the meeting; therefore, the project was re- advertised on August 30, 2016, with bids being received on September 29, 2016, at 2:00 pm. On September 29th at 2:00 pm, only one bid was received in response to the County's solicitation; consequently, the project was re- advertised once again with a bid opening date of Thursday, December 1, 2016. On December 1, 2016, Port City Builders, Inc., and Cape Fear Maintenance submitted bids in response to the County's solicitation; however, only one bid was accepted. All prime bidders were required to be pre - qualified in accordance with the County's pre - qualification ordinance in order for their bid to be accepted. Cape Fear Maintenance, Inc. did not submit the required documents to be pre - qualified by the County's Legal department. Port City Builders, Inc. submitted a bid of $733,480 which was more than the funds available for the project. The County negotiated with the contractor to bring the cost within the funds available for the project. The negotiated price agreed to by the contractor was $535,840. Subsequent to this upgrade, the vendor notified the County that they would only be able to provide service for OneSolution for a limited period of time. The vendor has guaranteed service until at least December 2018. In response to the vendor's decision to no longer provide service for the OneSolution product, the County had two options: (1) upgrade OneSolution with the current vendor's replacement product, or (2) issue a Request for Proposals (RFP). Because of the challenges that the County has experienced with OneSolution, the decision was made to issue a RFP. Six proposals were received by the due date of December 14, 2016. The OneSolution vendor elected not to submit a proposal for their replacement product. The six proposals were thoroughly evaluated with three vendors invited to conduct two -day onsite demonstrations. These demonstrations were conducted during January and February 2017. These demonstrations were evaluated by inside and outside stakeholders, including our development community. Based on the results of the evaluations, Tyler Technologies and their Energov product was selected as the preferred vendor /product. The selection process has been a partnership of internal and external stakeholders, including the development community, which helps to ensure that the selected product will best meet the needs of our customers. The total contract amount for implementation, charges for FY17- 18 and travel expenses is $1,378,195. The estimated recurring charges for FYI 8-19 is $408,270. This item was initially presented to you at your agenda review on March 30, 2017. The amount of $1,378,195 is the total contract amount for implementation, first year charges and travel expenses. $308,631 of this money will come from Sales Tax as there was higher than anticipated receipts due to the expansion to certain services. $680,312 will come from Ad Valorem because of an increase in the collection rate of New Hanover County. The rate went from 98.6 to 99 percent. $389,252, also in Ad Valorem, is from an increase in the base going from $30.7 to $30.77 billion. This recurring grant was originally budgeted at $2,000 for FYI 6-17 and does not require a match from the County. The MIPPA funds will be used to expand the Senior Resource Center's (SRC) outreach and enrollment in the Low - Income Subsidy (LIS) program available under the Medicare Part D prescription drug program. SRC will provide a minimum of four enrollment clinics to be held at non - traditional locations such as libraries, churches, senior housing complexes, etc. Funding will also be used for general supplies for outreach, training and travel, Senior Health Insurance Information Program ( SHIIP) volunteer recognition, SHIIP volunteer quarterly trainings, and SHIIP/LIS promotion. Piedmont Natural Gas's (PNG) Share the Warmth Program assists low income PNG customers in a heating related crisis. Share the Warmth is funded 100 percent with contributions from PNG customers, employees, and corporate donations. Allocations are made only to counties that have PNG residential customers and are determined by PNG based on the number of PNG residential customers in 16 counties. The maximum benefit per eligible household is $200 per state fiscal year. Funds remaining at the end of the state fiscal year are carried forward to the next state fiscal year. BA 17 -066 budgets reimbursed funds received from the North Carolina Department of Health and Human Services (NCDHHS) for the IV -E eligible foster children for whom child care funds were paid for service months September, October, and November 2016. Once a quarter the state reviews their records and reimburses the County money spent on IV -E foster children receiving child daycare services. These additional funds could allow the agency to serve an additional 52 children for the remainder of the fiscal year. BA 17 -067 budgets additional monies received through DSS IV -D incentive payments and will be used to administer the Family Support Program. This program purchases services to assist fathers to become better parents and support their children financially. BA 17 -073 moves $2,000 from Escrow to Laboratory to be used to purchase lead testing kits that will be used on children to get results and provide care information instantly. Currently, the Health Department's lab has to send these tests off to the state lab and wait weeks for results. The $2,000 funds were received several years ago for support of Health Department programs and were internally designated to assist female patients that could not afford colposcopy services where there was a flat fee charged for these services. The name of this JCPC shall be known as the New Hanover County Juvenile Crime Prevention Council (JCPC). 1.2 Purpose. The purpose of the JCPC shall be to: (1) Annually review and assess the needs of juveniles in New Hanover County (County) who are at risk of delinquency or who have been adjudicated undisciplined or delinquent, evaluate the adequacy of resources available to meet those needs, and develop or propose ways to address unmet needs, giving particular attention to the needs of status offenders and juvenile delinquents, and report those findings to the Board of County Commissioners (Board of Commissioners). (2) Assist the County in planning and administering intervention and delinquency prevention programs for court involved and at risk juveniles by providing funds for service for treatment, counseling, or rehabilitation for juveniles and their families. These services may include court- ordered parenting responsibility classes. (3) Evaluate the performance of juvenile services and programs in the community and evaluate each funded program as a condition of continued funding. (4) Increase public awareness of the cause of delinquency and of strategies to reduce the problem. (5) Develop strategies to intervene and appropriately respond to and treat the needs of juveniles at risk of delinquency through appropriate risk assessment instruments. (6) Plan for the establishment of a penmanent funding stream for delinquency prevention services. ARTICLE 1I MEMBERSHIP 2.1 Appointment. 2.1.1 JCPC members shall be approved and appointed by the Board of Commissioners for two year terms. Amended December 1-5,2006 and approved by New Hanover County Board of Commissioners on January 8. 2007. The Chairperson shall advise the Board of Commissioners of members who should be replaced because of resignation, limited interest and participation, or conflict of interest. Appointments to fall vacancies shall be for the remainder of the former member's term. Members shall be removed for malfeasance or nonfeasance as determined by the Board of Commissioners. 2.3 Composition. The membership shall be no more than 26 persons and should include, if possible: (1) local school superintendent or designee (2) chief of police or designee (3) local sheriff or designee (4) district attorney or designee (5) chief court counselor or designee (6) director of mental health or designee (7) director of social services or designee (8) county manager or designee (9) substance abuse professional (10) member of faith community (11) county commissioner or designee (12) two persons under 18 (13) juvenile defense attorney (14) chief district court judge or designee (15) member of business (16) health director designee (17) United Way or nonprofit (18) parks and recreation representative (19) up to 7 members appointed by the Board of Commissioners. 2.4 Conflict of interest. 2.4.1 No member shall participate in the hearing, consideration or determination of any matter in which he or she has a conflict of interest (Conflict). A Conflict exists when a member engages in any business or transaction or has a financial or other personal interest, direct or indirect, that is incompatible with the proper discharge of his or her official duties or would tend to impair his or her independence of judgment and action in the performance of his or her official duties. A Conflict exists when any member: (1) Has a financial interest as owner, member, partner, officer, employer, stockholder of or other participant in a private business or professional enterprise that will be affected by the outcome of any matter under consideration before him or her in his or her capacity as a member. ARTICLE III OFFICERS 3.1 Officers. The officers shall include a Chairperson, Vice - Chairperson and Secretary- Treasurer. 3.2 Election. These officers shall be elected by the JCPC membership at the May meeting of each year. New officers will assume office on July 1. 3.3 Term. Officers shall be elected for one year terms and may succeed themselves. ARTICLE IV MEETINGS 4.1. Meetings of Members. 4.1.1 Regular Meetings. The JCPC shall meet at least bimonthly in accordance with a schedule and at a location adopted by the JCPC. Meetings are to be held on the 3rd Friday of the month. 4.1.2 Special Meetings. The Chairperson may call such special meetings as deemed necessary to carry out the duties of the JCPC and notice shall be given to all members of the JCPC in writing or by phone at least two (2) days in advance. 4.2 Cancellation. If a meeting must be cancelled, the Chairperson shall notify the JCPC members in writing or by phone at least two (2) days prior to the scheduled meeting. 4.3 Open Meetings. All meetings shall be open to the public. 4.4 Quorum. No official business can be transacted unless a quorum is present. A quorum is a majority of the total members on the JCPC. A majority vote of the quorum is required for passing a motion. 4.5 Minutes. Minutes shall be taken at every meeting and distributed prior to or at subsequent meetings. The JCPC Chairperson shall appoint at least three members of the JCPC to each of the following standing committees: (1) Planniniz Committee (Risk & Needs), whose purpose shall be to plan and carry out the process of reviewing and assessing the needs of juveniles in the County who are at risk for delinquency or who have been adjudicated undisciplined or delinquent and putting those needs in priority order, determining the resources available to address those needs, proposing ways to address any unmet needs, and report its findings and make recommendations for prioritizing needs for funding to the JCPC. (2) Program Funding Committee whose purpose shall be to review the grant proposals and make recommendations to the JCPC for the use of DJJDP funds, or any other funds available to the County that would meet the needs as prioritized by the JCPC and recommend the level of funding to the JCPC. (3) program Evaluation & Monitoring Committee whose purpose shall be to gather information about JCPC funded programs and monitor the performance of those programs and report to the JCPC. ARTICLE VII SELECTION OF PROGRAMS 7.1 Review of Proposals. 7.1.1 All proposals to fund programs submitted to the JCPC will be reviewed by the Program Funding Committee_ 7.1.2 Proposals will be presented to the JCPC individually by the Program Funding Committee and will be scrutinized by the JCPC in terms of its meeting the JCPC prioritized needs, effectiveness, staffing, amount requested and expectations. 7.2 Funding Vote. The JCPC will vote on each proposal individually to determine if it should be funded at the level recommended by the Program Funding Committee. 7.3 Approval Process. 7.3.1 Proposals approved by the JCPC for funding shall be submitted to the Board of Commissioners for their approval. If approved by the Board of Commissioners, the proposal(s) shall be submitted to the regional consultant for review. Following review, the proposal(s) is submitted to the DJJDP for final approval. 7.3,2 Proposals not approved for funding shall be notified in writing. 7.4 Evaluation Process. Funded proposals shall be evaluated by the Program Evaluation & Monitoring Committee. ARTICLE VIII GENERAL 8.1 Amendments. Our report is intended to provide a starting point for you and others NHC Health Care Provider who care about "our" children and families. There is no single answer or Dr. Pam Taylor approach that can prevent child abuse in our county. H. Corpening, Chief County Medical Examiner- Jeff Probst Twenty -five local agencies represent our CCPT. During 2016 these agencies Local Child Care Facility NHC Smart Start — Mebane Boyd met 15 times and extensively reviewed select cases. These cases were selected Local Mental Health Provider — as they represented serious unmet needs of families in New Hanover County Coastal Horizons — Ryan Estes UNCW — Angie Vandeberg who were receiving services as they were unable to meet the needs of their Current At -Large Appointees of the children. These reviews also serve to bring to the surface underlying problems Board of Commissioners that impact the entire community. Unfortunately, the recurring identified gaps ED, Domestic Violence Shelter and Services, Inc. and barriers are basically the same as we have brought before you over the past Mary Ann Lama several years. They are as follows: Chief Court Counselor Div. Juvenile Justice, Dept. of Public Safety Robert J. Speight Executive Director, Carousel Center 1. Lack of consistent, accessible, effective mental health services for Abused Children (a) Unacceptable services for families and children experiencing a mental Amy Feath Youth Empowerment Services health crisis, which requires in- patient treatment for stabilization, i.e. long waits Chris Preston due to limited inpatient resources, which can be days or weeks, in the Emergency Management /911 emergency room and a great distance to travel to access services. Warren Lee Board of Commissioners - April 17, 2017 ITEM: 11-1 -1 (b) Minimal appropriate out -of -home placements that currently exist for children identified with sexually acting out behaviors. (c) Inability to access appropriate therapeutic interventions due to limitations for coverage by both Medicaid and private insurance companies. (d) Inadequate level of school based mental health services at New Hanover County Schools Recommendation — Expand insurance coverage to include services for therapeutic interventions for children and adults in need of these services to ensure safety. Ensure strong client advocacy on behalf of children and adults who are in need of mental health services. We can accomplish this only if we have improved and regular communication with Trillium, our local mental health MCO. Trillium must be held accountable for adequate oversight and monitoring of all Medicaid/uninsured providers in order for our citizens to receive the highest level of quality care. We must continue to fund mental health services to our schools based on the increase in the opioid epidemic and teen suicide. All schools should have mental health services due to these issues. Currently, several schools share a counselor which can prevent a timely response to a crisis. 2. Substance Abuse - Involved Families Substance abuse by parents and caretakers continues to be a prevalent contributory factor in child maltreatment. The negative impact that results from substance abuse involves children being left unsupervised, children born testing positive for a controlled substance such as prescription medications or illegal drugs, caretakers involved in criminal behavior leading to incarceration and sadly child fatalities. Of particular concern is our local opiate abuse epidemic. This issue is compounded by our local proliferation of providers who deliver minimal oversight and intervention regarding medication management, i.e. Methadone, Subutex, and Suboxone. Recommendation — Increase community awareness through education regarding intervention. Continue collaboration with community partners to develop policy and procedures to ensure safety for our children. Advocate for adequate oversight of providers who deliver medication management and mandate that they must provide effective assessment and treatment services. 3. Lack of Affordable Non - Subsidized Housing Families who are at or just above the current poverty guidelines are not eligible for subsidized housing. They struggle to find affordable, adequate housing in New Hanover County. Too often the results are families being forced to live in unsafe neighborhoods; multiple families residing in a single residence, or tragically enough, homelessness. Recommendation — Provide funding to community agencies to develop innovative housing initiatives /solutions that meet the needs of all our populations in New Hanover County, particularly the working poor, and require strict enforcement of housing regulations. We must recognize that more relatives are raising children with fixed incomes and need our support with solutions to help them be successful with the future leaders of our community. Service barriers for undocumented families Systemic barriers exist for undocumented families' ability to access basic services that would adequately meet the needs of their children, i.e. medical care, dental care, mental health treatment, and housing. Recommendation — Ensure that basic needs for ALL children are met regardless of citizenship through advocacy at the local and state level. 5. Increase in 16 and 17 year olds charged with crimes as adults We continue to see an increase in 16 and 17 year olds charged with crimes as adults. North Carolina is one of only two States in the country that sets 16 years of age as the age our youth face prosecution as adults. Recommendation — Support the current Raise the Age Legislation under House Bill 280 that would raise the age of juvenile jurisdiction in NC to 18 for low level felonies and misdemeanors. Raising the age will not only be a great investment for 16 and 17 year olds, as they will not be charged as adults, but will also yield a lasting return from a public health, public safety, and economic standpoint. It allows our children the best opportunity to be productive and economically independent adults. 2016 ACCOMPLISHMENTS Investments in preventing child abuse and neglect pay rich dividends in the life of a community. The purpose of our group is to not only identify gaps in services, but to also provide opportunities to organize others around the cause of child abuse prevention. When we protect and nurture our children, we ensure a bright future for the whole community. In 2016 we sponsored the following events: • Every Child Deserves a Great Childhood — In April 2016, during Child Abuse Prevention Month, we held the Annual Flower Launch on the Henrietta. This event honors community members and professionals who work every day to nurture and protect our children. Each flower that is launched into the Cape Fear River represents an individual or agency that has positively impacted the lives of local children. • Community Education on Reporting Child Abuse and Neglect -- Training was provided to all county fire departments, local law enforcement, and New Hanover County School Counselors /Social Workers on how to recognize, respond, and report child abuse and neglect. This is an ongoing effort by our membership. • Mental Health Mobile Crisis Services — Coordinated community meetings to improve communication and education on the needs of mental health mobile crisis in our community. This resulted in an additional service being added by Trillium to meet these needs. • School Based Mental Health Services — Coordinated meetings to discuss solutions for improvement in school based mental health services due to the increase in the opioid epidemic and teen suicide. Discussion led to a plan to assist the schools with their need for coverage with counselors in all schools in our county. Board of Commissioners - April 17, 2017 ITEM: 11- 1 - 3 * Child Fatality Training — Provided training to all law enforcement entities with the District Attorney's Office regarding best practice in responding to child fatalities to provide safety to other children who may be involved and to coordinate investigations to ensure prosecution of those who abuse children. In addition to our 2016 accomplishments, the New Hanover County CCPT was recognized by the State Division of Social Services as a model CCPT for North Carolina due to our involvement within our community and numerous accomplishments. We continue to participate on the State CCPT Advisory Board as well as provide leadership and training to other county teams. This Lottery Fund project was part of the NHCS capital budget adopted on July 12, 2016 by Board of Education. The application for this $315,000 lottery project was previously approved by the New Hanover County Board of Commissioners at the August 22, 2016 meeting. 2) Appropriates $67,000 in rebated sales tax revenue to purchase a replacement refrigeration truck for the Child Nutrition program. These events culminated in the November 10, 2015, Mayor's Roundtable on Housing Affordability where a panel of local leaders representing education, business, developers, real estate, local government, churches, community agencies and others shared their thoughts about the impact of housing affordability on the local economy and community institutions. Last summer, City Council and County Commissioners formed a Joint City of Wilmington, New Hanover County Affordable/Workforce Housing Ad hoc committee to conduct a comprehensive examination of workforce /affordable housing efforts, along with recommended "best practices" that would be most appropriate to improve and increase the availability of affordable and workforce housing in this region. The joint Ad hoc committee met thirteen (13) times over the period from August 30, 2016 to March 7, 2017 and developed recommendations to facilitate the production, preservation, and access to housing that is affordable. Projections show continued increases with conservative estimates of approximately 123,000 increase in population by 2040. Much of the population growth can be attributed to the in- migration of retirees. This is especially true in the surrounding counties; however, other sectors of the population are growing as well, particularly millennials. This growth has led to a residential building boom in the City and County. According to a recent article in the Greater Wilmington Business Journal, since 2013, 7,500 new rental units have been added to the housing stock in NHC, yet the vacancy rate has decreased while rents have increased, indicating a strong demand (CeCe Nunn, 2017). Similarly, a look at NCRMLS listings for single - family homes for sale between $75,000 - $225,000 reveals only a two -month supply (six months is healthy), again an indication of strong demand or limited supply. Preliminary analysis presented in this report show a gap in affordable housing supply of over 10,000 units. In New Hanover County, including the City of Wilmington, 32,000 households, or one in three, pay more than 30 percent of their gross income for housing, also known as cost burden. Renters are more likely to be cost burdened, with 46 percent of renters paying over 30 percent of gross income for housing. Over 41 percent of households (35,000) in NHC earn less than 80 percent of the area median income (AMI) of $65,100. Housing cost burden in New Hanover County is the result of rapidly increasing population, which translates into growing demand for housing; and a lower than average wage compared to the nation, state and comparable cities (2014 Garner Report Pathways to Prosperity). Housing is integral to a livable community; it is interwoven in the community framework and impacts transportation, education, diversity, attractiveness, business recruitment and retention, and health to name a few. Research shows that communities that provide a variety of housing types at every affordability level see benefits for both households and the community at large such as, less traffic congestion; reduced costs to the health care system; greater family stability and better academic performance by children; the creation of household wealth through equity; and increased engagement in community life. A fourteen member Workforce /Affordable Housing Ad hoc Committee appointed by the Wilmington City Council and New Hanover County Commission, met over a six -month period to consider the aforementioned challenges to and benefits of housing affordability for those living and working in the City and County. The committee put forth the following recommendations, which are described in detail within the report. Page 1 4 Board of Commissioners - April 17, 2017 ITEM: 13- 1 - 4 Joint City of Wilmington /New Hanover County Workforce and Affordable Housing Ad Hoc Committee Recommendations ➢ Revise City and County Land Use Ordinances to add or improve Accessory Dwelling Unit, and Density and Height requirements and regulations. ➢ Conduct a housing study and a statistically valid opinion survey. ➢ Convene a Permanent Advisory Committee on Affordable /Workforce Housing to implement these recommendations. ➢ Fund a staff position to support the efforts of the Permanent Housing Advisory Committee. ➢ Support a public awareness, aka marketing, campaign; utilizing a public relations /marketing consultant. ➢ Establish a Housing Trust Fund. ➢ City and County -owned redevelopment projects include an affordable housing requirement. ➢ The City and County should identify ways to streamline /expedite the permitting process. ➢ Support Existing Financial Literacy and Homebuyer Education. ➢ Explore ways to encourage Cape Fear Public Utilities Authority to defer fees, offer payment plans, and rebates for affordable housing developers. ➢ Utilize synthetic Tax Increment Financing (TIF) as a means of supporting the development of housing that is affordable. ➢ Encourage the use of the 4% Low Income Housing Tax Credit bond program, with bonds to be issued by the Housing Authority. ➢ Research the use of Limited Participation Bonds to support development of affordable housing. These recommendations along with meeting notes and other relevant information are compiled in this report to be provided to Wilmington City Council and New Hanover County Commission for their consideration and action. The recommendations reflect the committee's careful examination of local housing problems, programs and projects, along with best practices from other communities. As a result of this process the committee members better understand the complexity of the housing issues facing our community and encourage local action and public /private initiatives in order to make sustained progress towards providing an opportunity for all members of our community to have safe, decent housing that is affordable. Page 1 5 Board of Commissioners - April 17, 2017 ITEM: 13- 1 - 5 Joint City of Wilmington /New Hanover County Workforce and Affordable Housing Ad Hoc Committee DEFINITIONS Affordable Housing: Housing is affordable when housing costs do not exceed 30 percent of a household's total gross income. Housing costs include utilities, property taxes, association fees, insurance, and maintenance. Area Median Income (AMI): The midpoint in the income distribution for a specific geographic location (50 percent of households earn less than the median income, and 50 percent earn more). HUD calculates AMI levels for different communities annually, with adjustments for family size. For the City of Wilmington and New Hanover County, the area median income for a four - person family is $65,100. Cost Burden: Households paying more than 30 percent of household gross income for housing costs including utilities. Households paying more than 50 percent of household gross income for housing are considered to have Severe Cost Burden. Equitable Development: The redevelopment of neighborhoods that improves the quality of life for residents of all incomes. Gentrification: The physical, political, social, economic, and /or cultural displacement of low- income populations resulting from the transformation of an area with high levels of affordable housing into an area targeting middle- and upper - income residential and /or commercial uses. Gross Rent: Contract rent plus the estimated average cost of utilities HUD: United States Department of Housing and Urban Development Neighborhood Revitalization: Individual or collective efforts to make a place better — healthier, safer, and more vibrant. Selected Monthly Owner Costs (SMOC): Sum of payments for mortgages, deeds of trusts, contracts to purchase, or similar debts on the property; real estate taxes; fire, hazard and flood insurance; utilities. Also, where appropriate, monthly condominium fees, mobile home cost (installment loans, personal property taxes, site rental) Workforce Housing: Housing that is affordable to households who earn between 80 percent and 120 percent of the Area Median Income. Meaning, in the City of Wilmington families earning less than $78,120 in 2016 are the target audience for workforce housing. Typically, teachers, police officers, nurses and many other professionals fall into this category. These events culminated in the November 10, 2015, Mayor's Roundtable on Housing Affordability where a panel of local leaders representing education, business, developers, real estate, local government, churches, community agencies and others shared their thoughts about the impact of housing affordability on the local economy and community institutions. Findings from these summits and the empirical evidence offered by community agencies, developers, real estate professionals, and local government officials all point to a growing need to create local strategies to produce and improve access to housing that is affordable for citizens from all walks of life. To that end, the Joint City of Wilmington, New Hanover County Workforce/ Affordable Housing Ad hoc committee was formed to conduct a comprehensive examination of workforce/ affordable housing efforts, along with the demand for and supply of such housing and recommend the "best practices" that would be most appropriate to improve and increase the stock of available work place housing in this region. The joint Ad hoc committee met thirteen (1 3) times over the period from August 30, 2016 to March 7, 2017. During that time the committee heard from a number of local non - profit agencies and for - profit developers who produce, repair or provide housing services. In addition, the committee reviewed housing studies and best practices from cities around the nation and other North Carolina communities including meeting with representatives from Asheville, NC. The following topic were examined by the committee: Funding Sources for Affordable Housing; Incentives for Housing Production; Land Use Policy Actions that Support Affordable Housing; Public /Private Partnership Opportunities; Education and Awareness; Infrastructure Policy Actions that Support Affordable Housing; Sustainability; and Administration and Underwriting. Recommendations to facilitate the production, preservation, and access to housing that is affordable were formulated by the committee for action by the City Council and County Commission. This report includes a detailed description of the recommendations, along with a summary of housing problems along with an appendix including records of the committee's meetings and other relevant information. Page 1 7 Board of Commissioners - April 17, 2017 ITEM: 13- 1 - 7 Joint City of Wilmington /New Hanover County Workforce and Affordable Housing Ad Hoc Committee RECOMMENDATIONS Top Priorities to be Initiated and /or Implemented in 0 -6 months: i� Revise City and County Land Use Ordinances to add or improve Accessory Dwelling Unit, and Density and Height requirements and regulations As each jurisdiction updates their respective zoning ordinances, the following recommendations are encouraged. 1) Allow Accessory Dwelling Units (ADU): a) For the City's ordinance, the existing standards need to be improved with a focus on affordability. Changes to the ordinance should allow ADUs in more neighborhoods throughout the city. b) For the County's ordinance, standards need to be created that are similar to the City. The need for additional water /sewer capacity should be considered in the County's ordinance in order to ensure that ADUs are allowed on sites that are currently served by private water /septic systems. 2) Each jurisdiction is encouraged to look for ways in which the zoning ordinances can increase density and height maximums to encourage more efficient and affordable development. a) Density Bonuses and a reduction in parking requirements is encouraged. Density Bonuses should be available for projects providing affordable units for households up to 120% of Area Median Income. b) Once both ordinances are complete, preemptive rezonings are encouraged to better align zoning with long range planning efforts. The desired result will be a reduction in rezoning requests needed for affordable housing projects (as well as others) and will better implement the visions set forth in the long range planning efforts. ➢ Conduct a housing study and a statistically valid opinion survey Work to implement the recommendations of the Ad hoc Workforce/Affordable Committee should not be held up while the study is underway. A statistically valid survey should be conducted on housing affordability. This study will provide a more detailed analysis of market dynamics influencing housing and pinpoint gaps in supply. Further, it will offer a better understanding of the housing and economic conditions impacting production, preservation and availability of affordable housing so that strategies can be formulated to have the greatest impact in providing equitable access to affordable housing throughout the community. This survey should build upon a previous survey commissioned by the Cape Fear Housing Coalition (CFHC) and conducted by UNCW Sociology Department Professors and Students. The City of Wilmington and New Hanover County should also include questions about housing affordability /availability in the biannual citizen surveys conducted by both organizations. Page 1 8 Board of Commissioners - April 17, 2017 ITEM: 13- 1 - 8 Joint City of Wilmington /New Hanover County Workforce and Affordable Housing Ad Hoc Committee ➢ Convene a Permanent Advisory Committee on Workforce /Affordable Housing This committee will be responsible for overseeing the implementation of recommendations of the Joint Ad hoc Committee on Workforce /Affordable Housing. The Advisory Committee will advise City Council and County Commission on Workforce /Affordable Housing strategies and policies that impact the production, preservation, and access to affordable /workforce housing. Members of the Workforce /Affordable Housing Advisory Committee should represent diverse stakeholders concerned with workforce /affordable housing and related economic and community development issues including, but not limited to, jobs creation and wage growth, integration, public safety, school proficiency, transit oriented development and access, taxes, fees, and land use policy. Members should serve staggered two year terms, with a two term limit. In addition to other roles, a member or support staff of the Permanent Affordable Housing taskforce will: 1 ) Serve as an ombudsman for new affordable housing projects. 2) Act as a liaison between Permanent Workforce /Affordable Housing Committee and Planning staff, consultants, and Planning Commissions to facilitate communication and inclusion of affordable/ workforce housing issues in review and revisions of Land Use Ordinances, as well as project review and recommendations. In order to maintain continuity and transfer knowledge from the Ad hoc committee process at the initiation of the permanent committee, six members of the Ad hoc committee will serve on the Permanent Advisory Committee; three will serve a one -year term and three will serve a three -year term. The Permanent Workforce /Affordable Housing Advisory Committee should include representatives from the following organizations and stakeholder groups: 1 — City Council Member 1 — NHC Commission Member 2 — Representatives from Major Employers with a workforce that includes persons with wages 60%-120% AMI — NHRMC, UNCW staff, Verizon, etc. Representatives should be able to get time off for meetings if needed, HR /Benefit staff may be appropriate. 1 — Homebuilders Association Representative 1 — Cape Fear REALTORS Representative 2 — Cape Fear Housing Coalition Chair and 1 additional representative selected by CFHC 1 — Member from City of Wilmington Loan Review Board 1 — Affordable Housing Developer example non - profit or LIHTC developer 1 — For Profit Market Rate Housing Developer — Multifamily 1 — Economic Development expert — example Chamber of Commerce 1 — Banker — Executive level mortgage banker or CRA banker 2 — At -Large Representatives that reflects the geographic diversity of NHC Fund a staff position to support the efforts of the Permanent Housing Advisory committee. The staff position should be funded by New Hanover County and City of Wilmington, but employed by another organization that supports community development and housing initiatives. This staff person would also act as a liaison between the Permanent Advisory Committee and the public, City Council, and County Commissioners. The staff member would report to the Advisory Board and be responsible for assisting the Board in implementing the Ad hoc Committee recommendations. A staff position is recommended to support the efforts of the committee and others in fostering awareness of workforce /affordable housing and facilitating collaborations among stakeholders, policy makers and others interested in increasing workforce /affordable housing available in our community. The marketing campaign should recruit the services of a public relations/ marketing consultant. In addition, the permanent Housing Advisory Committee should enlist advocates to help get the message out and work with partners to provide financial support for the campaign. The following points should be addressed in the marketing campaign: • Change attitudes towards affordable housing; • Change the language used to discuss the topic, instead of "affordable" or "workforce" housing, use "housing that is affordable" to better communicate the point that it is about affordability relative to income; • Put a face on housing affordability; convey messages using stories about real people, reflect the community's diversity; • Messages should resonate with people from all walks of life, i.e. small business owner, corporate, government /public service, seniors, millennials, and others; • Campaign needs to be real and inclusive; • Demonstrate how housing that is affordable intersects with economic development, business recruitment, worker performance and stability, business growth, traffic congestion, health cost, academic achievement; it's a quality of life matter for everyone; • Educate the public on the importance of rental housing that is affordable to reducing ongoing dependence on subsidized housing and build self- sufficiency; • Illuminate factors not always considered when thinking about housing location, such as the increased transportation cost, traffic congestion and time away from family; • The campaign should use a variety of platforms to get the messages out including, but not limited to, billboards, print media, brochures, broadcast media, social media, and UNCW short film program • Make the public aware of basic financial literacy facts, such as the importance of good credit, the negative financial impact of minimum payments and late payments; and how to access credit counseling and financial literacy resources from reputable providers in the community. The marketing campaign should recruit the services of a public relations /marketing consultant. In addition, the permanent Workforce /Affordable Housing Advisory Committee should enlist advocates to help get the message out and work with partners to provide financial support for the campaign. Sources of funding could include: A. Designate a penny of property tax revenue for the HTF, "penny for housing "; B. Invest 10% of proceeds from the sale of City or County Surplus Real Property to the HTF; and C. Other sources of funding may also include, but are not limited to: general fund appropriation, general obligation bond, private donations and others. The committee recommends the HTF be used for, but not limited to: A. Increase funding for the Home Ownership Program (HOP) for workforce housing loans to eligible borrowers earning >80%-120% Area Median Income (AMI); B. Expand the HOP workforce loans ( >80 -120% AMI) to the unincorporated County (dependent upon NHC funding); C. Provide Low Interest Loans for developers producing housing that is affordable; D. Provide Down - payment Assistance funding; E. Create a Security Deposit Guarantee for landlords, similar to Rapid Rehousing Program model; F. Provide funds for Dilapidated Housing Rehabilitation, including the City's Owner- Occupied Housing Rehabilitation Program; G. Fund an on -going public awareness campaign efforts to continue to build awareness and support for housing that is affordable throughout the community; and H. Provide grants to non - profits for development of affordable housing including, but not limited to, permanent supportive housing for disabled and elderly persons. ➢ City- and County -owned redevelopment projects include an affordable housing requirement City and County owned property identified for redevelopment should include an affordable housing requirement and /or an option for payment in -lieu to the Housing Trust Fund (see below) if the requirement is not met. ➢ The City and County should identify ways to streamline/ expedite the permitting process. Programs may be funded through the HTF. There are existing programs offered by non - profits (AMEZ, CF Habitat, and CFRCDC), banks and the City's HOP program. These programs are not widely utilized because many people do not know about them, or perhaps don't think they will benefit. Also, a shortage of staff resources limits the number of people being served. Homebuyer education attracts households with an interest in homeownership; however, financial literacy isn't necessarily tied to homeownership. Financial literacy will benefit many people - renters and youth in particular. Further, it should be recognized that better access to financial literacy is important in preventing deferred maintenance which results in blighted /deteriorated owner- occupied homes. The Ad hoc committee recommends the Permanent Advisory Committee: • Explore the interest among landlords to refer residents to an existing financial literacy program, in lieu of the late fee when the resident is late paying rent. In addition, approach CFPUA with this program idea. This program incentivizes households with late payments to seek assistance to better manage the household budget. • Create and distribute, via print and webpage, a FAQ on financial literacy, to emphasize saving, budgeting and planning. This material should include links to local programs and other reputable resources, like the National Foundation for Credit Counseling and NeighborWorks. • Approach employers, NHC Social Services, NHCS middle & high schools, CFCC and UNCW about offering financial literacy workshops. • Include Financial Literacy as a component of the Marketing Campaign. Explore ways to encourage CFPUA to defer fees, offer payment plans, and rebates for affordable housing developers. The committee also recognizes other strategies and sources of revenue that should be supported to foster the production of housing that is affordable for households with low to moderate incomes. To that end the committee recommends: Each jurisdiction utilize synthetic Tax Increment Financing (TIF) as a means of supporting the development of housing that is affordable. City Council and Board of Commissioners encourage the use of the 4% Low Income Housing Tax Credit bond program, with bonds to be issued by the Housing Authority. This would require no financial backing by either governing body. The Permanent Housing Advisory Committee should research the use of Limited Participation Bonds to support development of affordable housing. Winston Salem has successfully utilized this bond. A healthy housing market must include a variety of price points, types and tenure options to meet the needs of citizens at different stages of life and income levels; without this the community's economic prosperity and quality of life suffers. It is important to recognize that the benefits of housing that is affordable extend beyond shelter. Policy makers and others must consider the greater benefits of housing affordability to families and the community at- large. Traffic Congestion and Transportation Cost According to research presented by Research Scientist Mel Jones, from the Virginia Center for Housing Research at Virginia Tech, approximately 40,000 workers and other travelers drive into New Hanover County each day, adding to traffic congestion. The availability of housing that is affordable for those employed in the County but living in the surrounding region will help reduce traffic congestion and lower the cost of transportation by reducing the travel distance to work. Heath issues may be exacerbated by living in sub - standard housing that contributes to health issues like asthma or lead -based paint poisoning in children. For those without appropriate housing, access to primary medical care may be limited or non - existent; thereby increasing the use of higher cost emergency health care. Housing and health care cost are linked and studies show that providing housing that is affordable decreases medical expenditures for families and individuals. The charts prepared by the Centers for Outcomes Research and Education (2016) were cited in Dr. Debbage's report. These charts show the savings to the health care system from providing housing that is affordable to families (FAM), permanent supportive housing for formerly homeless disabled persons (PSH), and seniors and disabled (SPD). • Total Medicaid expenditures declined by 12 percent. • Declines in expenditures were seen for all housing types. • IMPLICATION: Access to affordable housing will likely drive down costs to the health care .system. Projections for the next 25 years show a continuation of growth. In 2010, Wilmington had about 106,000 people, but is projected to have around 166,000 by 2040" (Create Wilmington Comprehensive Plan, Growth Factors Report). Only 8% of workers in Wilmington can afford a median - priced house. This means that the majority of homeowners in Wilmington are either cost- burdened, living with more than two earners, or are potentially living in substandard or dilapidated housing. Renters in Wilmington are not doing much better than homeowners. About 61 % of workers cannot afford the median rent. However, renters are more likely to be able to afford the median rent if they are living with another earner. This scenario occurs when households are unable to find appropriately priced housing in their category of stock and are forced to move down a category. Consequently, lower - income households are "crowded out" of the housing stock that should be affordable to them. There is currently not enough housing available in each income category for everyone to find appropriately priced housing. Gaps in the stock of housing affordable to households earning 80%-120% of AMI are particularly important to address. If there is a gap in stock, these households are more likely to move down to stock in a lower affordability category because they have less discretionary income (causing "crowding out" of lower- income households). Households earning above 120% of AMI are in a better position to pay more than 30% of their income for housing if they need to. As of 2013, nearly 20,000 households were residing in housing that was unaffordable to them. The Nursing Home Administrators may nominate one -third of the members. Term of Office: 1 -year term initially; 3 -year term thereafter Brief on the functions: Each member shall be aware of the general conditions under which the persons are residing in the homes, and shall work for the best interests of the persons in the homes. This may include assisting persons who have grievances with the home and facilitating the resolution of grievances at the local level. Each member shall make quarterly visits to the nursing home it serves and more often if it is necessary to carry out the duties. Statute or cause creating Board: N.C. General Statute 131 E -128. Qualifications: Must be a resident of New Hanover County. No person or immediate family member of a person with a financial interest in a home served by the committee, or employee or governing board member of a home served by the committee, or immediate family member of a resident in a home served by the New Hanover County Nursing Home Community Advisory Committee maybe a member of this committee.
