NEW HANOVER COUNTY BOARD OF COMMISSIONERS
RESOLUTION
AWARD OF CONTRACT TO PORT CITY BUILDERS, INC.
FOR THE INSTALLATION OF
SECURITY WIRE MESH PARTITIONS AT THE NEW HANOVER COUNTY
DETENTION FACILITY
WHEREAS, on Thursday, August 11, 2016, at 10:00 am, a mandatory pre -bid meeting was held
at the New Hanover County Detention Facility for RFB # 17 -0023 for the Installation of Wire
Mesh Partitions project. Due to complications with bidders locating the facility on time, no bidder
attended the meeting; therefore, the project was re- advertised on August 30, 2016 with bids being
received on September 29, 2016 at 2:00 pm; and
WHEREAS, on September 291h at 2:00 pm, only one bid was received in response to the County's
solicitation; consequently, the project was re- advertised once again with a bid opening date of
Thursday, December 1, 2016; and
WHEREAS, on December 1, 2016, Port City Builders, Inc., and Cape Fear Maintenance
submitted bids in response to the County's solicitation; however, only one bid was accepted. All
prime bidders were required to be pre - qualified in accordance with the County's pre - qualification
ordinance in order for their bid to be accepted. ,Cape Fear Maintenance, Inc. was not pre - qualified;
and
WHEREAS, Port City Builders, Inc. submitted a bid of $733,480 which was more than the funds
available for the project. The County negotiated with the contractor to bring the cost within the
funds available for the project. The negotiated price agreed to by the contractor was $535,840.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of
Commissioners approves the award of contract to Port City Builders, Inc., to furnish and install
security wire mesh partitions at the County's Detention Facility in the amount of $535,840 and the
County is hereby authorized and directed to execute the contract, contract form to be approved by
the County Attorney.

Section 2: Explanation
BA 17 -074 budgets money in Information Technology for the Comprehensive Land Management System
software to be utilized in the Development Services Center to replace the current OneSolution Community
Development software that will no longer be serviced by the vendor after December 2018. The amount of
$1,378,195 is the total contract amount for implementation, first year charges and travel expenses.
$308,631 of this money will come from Sales Tax as there was higher than anticipated receipts due to the
expansion to certain services. $680,312 will come from Ad Valorem because of an increase in the
collection rate of New Hanover County. The rate went from 98.6 to 99 percent. $389,252, also in Ad
Valorem, is from an increase in the base going from $30.7 to $30.77 billion.

Section 2: Explanation
BA 17 -064 budgets the increase of $4,654 that was received from the Department of Insurance for the
annual Medicare Improvement for Patients and Providers Act ( MIPPA) grant. This recurring grant was
originally budgeted at $2,000 for FYI 6-17 and does not require a match from the County. The MIPPA
funds will be used to expand the Senior Resource Center's (SRC) outreach and enrollment in the Low -
Income Subsidy (LIS) program available under the Medicare Part D prescription drug program. SRC will
provide a minimum of four enrollment clinics to be held at non - traditional locations such as libraries,
churches, senior housing complexes, etc. Funding will also be used for general supplies for outreach,
training and travel, Senior Health Insurance Information Program ( SHIIP) volunteer recognition, SHIIP
volunteer quarterly trainings, and SHIIP/LIS promotion.

Section 2: Explanation
BA 17 -065 budgets additional monies received for the Share the Warmth Program. Piedmont Natural
Gas's (PNG) Share the Warmth Program assists low income PNG customers in a heating related crisis.
Share the Warmth is funded 100 percent with contributions from PNG customers, employees, and
corporate donations. Allocations are made only to counties that have PNG residential customers and are
determined by PNG based on the number of PNG residential customers in 16 counties. The maximum
benefit per eligible household is $200 per state fiscal year. Funds remaining at the end of the state fiscal
year are carried forward to the next state fiscal year.
BA 17 -066 budgets reimbursed funds received from the North Carolina Department of Health and Human
Services (NCDHHS) for the IV -E eligible foster children for whom child care funds were paid for service
months September, October, and November 2016. Once a quarter the state reviews their records and
reimburses the County money spent on IV -E foster children receiving child daycare services. These
additional funds could allow the agency to serve an additional 52 children for the remainder of the fiscal
year.
BA 17 -067 budgets additional monies received through DSS IV -D incentive payments and will be used to
administer the Family Support Program. This program purchases services to assist fathers to become
better parents and support their children financially. It works with non - custodial parents referred from
Child Support and the New Hanover County Child Support Office and is 100 percent funded through
child support enforcement incentive payments. North Carolina earns incentive payments based on the
Child Support Program performance as compared to other states in the nation. No County match
required.

Section 2: Explanation
BA 17 -071 budgets $3,083 received four the North Carolina Department of Health & Human Services
(NCDHHS) Environmental Health section to enhance the Vector Contol's Zika Mosquito Contol program.
New Hanover Courty has been designated toserve as regicnal experts on mosquib surveillance and control,
and to strengthen those activitis in the area. This money will be used for travel and training to conErence
events and to neighboring counties to work wih their mosquito contol programs. No Courty match is
required.
BA 17 -072 budgets $2Q000 received Porn the North Carolina Department ofHealth & Human Services
(NCDHHS) to assist with the acquisition and implementation of an electronic health record system for the
imaging/scanning of existing medical records. The state heath information system is changing four paperto
electronic records. Allocated funds must be used byMay 31, 2017. No Countymatch is required.
BA 17 -073 moves $2,OW from Escrow to Laboratory to be used to purchase lead testing kis that will be
used on children to get results and provide care information instantly. Currently, the Health Department's lab
has to send thesetests off to the state lab and wait weeks for results. The $2,000 funds were received several
years ago frr support of Health Department programs and wee internally designated to assist female patients
that could not afford colposcopy services where there was a flat fee charged for these services. Curently,
these services are provided ona sliding fee scale which slides to $0 based on incone, which means these
funds will not be used. No Courty match is required.

34th ANNUAL NATIONAL TRAVEL AND TOURISM WEEK PROCLAMATION
WHEREAS, in the United States:
• Travel to and within the United States supports millions of American jobs and
contributes more than $2.1 trillion to the national economy and $147.9 billion in tax
revenue.
• The travel industry is one of the country's largest employers, providing 8.1 million
direct travel - generated jobs and 7 million indirectly. One out of every nine jobs in the
U.S. depends on travel and tourism.
• Travel jobs provide a path to prosperity for millions of Americans, with more than half
of all travel industry employees earning middle -class wages or higher.
• Travel and Tourism is a bipartisan industry that works for America as a pillar of
economic growth; and
WHEREAS, in North Carolina:
• Travel and Tourism is among the state's fastest growing industries.
• Domestic travelers spent a record $21.9 billion in North Carolina in 2015; and
WHEREAS, in New Hanover County:
• Travel and Tourism is an important economic generator that infuses millions of new
dollars into our local economy each year, thereby benefiting all citizens by making
New Hanover County a better place to live, work and visit.
• In 2015, the economic impact of Tourism was estimated at $520.86 million, ranking
New Hanover as #8 among North Carolina's 100 counties in tourism expenditures.
• Travel and Tourism creates and provides jobs. In 2015 the local travel industry
provided more than 5,840 jobs and supported a payroll of $121.05 million.
• Travel and Tourism generated approximately $46.17 million in state and local tax receipts,
representing a $209.53 tax saving to each county resident.
• Travel contributes to economic growth by sustaining businesses that depend upon
visitor spending; businesses that represent many economic sectors, including:
hospitality, retail, food service, sports, arts and entertainment, and transportation, to
name only a few.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of
Commissioners that May 7 -13, 2017 will be recognized as "Travel and Tourism Week" in New
Hanover County.

NEW HANOVER COUNTY BOARD OF COMMISSIONERS
STAND AGAINST RACISM WEEK PROCLAMATION
WHEREAS, the New Hanover County Board of Commissioners proudly supports the YWCA
Lower Cape Fear in celebration of Stand Against Racism Week; and
WHEREAS, Stand Against Racism is now a signature campaign of YWCA USA to build
community among those who work for racial justice and to raise awareness about the negative
impact of institutional and structural racism in our communities. This campaign is one part of a
larger national strategy to fulfill their mission of eliminating racism; and
WHEREAS, founded by YWCA Trenton and YWCA Princeton in 2007, Stand Against Racism
quickly grew to have a national presence by 2010, when an additional 80 YWCAs across the
nation took a Stand. In 2015, 152 YWCAs along with 650 community organizations across 44
states plus the District of Columbia joined in the Stand Against Racism; and
WHEREAS, community sites include The United Way, Chambers of Commerce, State
Governments and other municipalities, universities and colleges, Fortune 500 companies and
small businesses, houses of worship, schools, civic associations, nonprofit organizations,
hospitals and others; and
WHEREAS, we salute YWCA in its praiseworthy mission to eliminate racism, empower
women, stand up for social justice, help families, and strengthen communities.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of
Commissioners that April 24 -30, 2017 will be recognized as "Stand Against Racism Week" in
New Hanover County.
